Role Purpose

The Director of Utilities Operations will lead Utilities Operations & Maintenance across all estates under the control of NEOM Operations. Specifically, the post holder is responsible to ensure the continuity of all utility’s operations, the performance of all contractors and direction in the event of emergency situations, leading to uninterrupted service and business continuity.

KEY ACCOUNTABILITIES & ACTIVITIES

  • Directs the operations and maintenance of the electricity generation and supply, potable water distribution, fire line water distribution, wastewater collection, STP operations and LPG infrastructure – including oversight of all engineering design, and project management of related construction and retrofit projects.
  • Assures the performance of diesel generators to produce electricity, focusing on clear plans for load distribution, sequencing, and automatic/ manual synchronizing. In parallel, assures appropriate volume and storage of diesel at each Community to support a defined minimum number of days operation.
  • Plans and manages all NEOM Communities power and water resource requirements, including any scheduling of power and potable water shutdowns, with allocation of appropriate resource needs, to include coordination with all stakeholders
  • Reconciles utility usage on a daily basis and collaborates in the analysis of all utilities consumption/ production, and presents results in approved dashboards to the business, with recommendations for improvement
  • Develops and manages service contracts and ensures that NEOM Communities requirements are fulfilled on a 24/7/365 basis and acts as lead for all business continuity and emergency management
  • Analyzes the performance of systems and equipment at each Community and directs service partners in respect of statutory and general maintenance obligations, recording all non-compliance formally.
  • Coordinates with internal and external stakeholders, including but not limited to NEOM Energy, Water and Environment departments, MEWA, S.E.C and Civil Defence.
  • Prepares and presents budget plans and controls operating expenditures; assures reporting in line with needs of NEOM Operations, Environment and Energy teams as necessary.
  • Creates and implements all business continuity and emergency managements policies, plans and systems into live operations. Acts as the SME in the event of any utility supply interruption (major or minor).
  • Confers with the other NEOM Operations departments regarding department projects and operations.
  • Selects, trains, supervises, and evaluates the work of staff and independent contractors.
  • Develops and implements Facilities Management utilities business and work plans, to meet overall NEOM Operations goals and objectives.
  • Reviews and approves all construction and maintenance plans, contracts, and work orders.
  • Implements service partner or independent 3rd party testing regimes for all potable water supply at Community, and independent testing as necessary.
  • Creates and oversees the implementation of energy and water resource efficiency programs.
  • Manages all KSA regulatory compliance relating to utilities.
  • Prepares and delivers written and oral reports.
  • Any other duties reasonably requested of the post holder.

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

Essential:

  • Minimum 10 to 15 years-experience in a similar role
  • Experience of large utilities plant and infrastructure management
  • Utility Maintenance planning and execution (Statutory, PPM/Predictive & Reactive)
  • Experience in utilities business continuity and emergency management
  • Service Partner Management and Mentoring
  • Experience in multiple stakeholder communication and management
  • KPI/SLA/SOP and standards development/ management

Desirable:

  • Middle East experience

Qualifications

  • BSc/ MSc educated in appropriate Engineering discipline
  • Member of relevant society, institute or association
