NEOM’s mobility vision is the creation of truly sustainable, integrated mobility and land use through urban design and forward-thinking processes / technologies. The core principles to achieve this vision incorporate on-demand / connected / shared mobility services, active mobility, micro-mobility, electric and zero-emission vehicles, public transit and rapid transit.<p><br></p>The NEOM Mobility Authority aims to set new standards for transport and mobility service delivery best practise. It is committed to being adaptive, lean, user-centric and to marrying digital with physical service performance imperatives.<p><br></p>The <strong> Senior Specialist, Mobility Compliance </strong> will contribute to the development and implementation of processes of compliance frameworks for regulated land, air and sea mobility modes. This entails supporting the Department in designing efficient and innovative systems for compliance of the various mobility services in accordance with mobility regulations, rules, guidelines and licensing and enforcement schemes. Responsibilities also include development of processes for collection of data, continuous monitoring of performance, enforcement of applicable licensing requirements as well as the management of the applicable surveillance and penalty regimes.<p><br></p>The role requires proactive interaction and collaboration with Base Economy agencies and other NEOM departments, to ensure effective production and monitoring of mobility licensing, regulations and policies that prioritise real-world mobility infrastructure design and service usage needs.<p><br></p>The Compliance Professional supports the development and implementation of licensing frameworks and enforcement mechanisms that produce effective mobility infrastructure and service delivery across NEOM to advance the following:<p><br></p><ul><li> Enable NEOM residents and visitors to make at least 70% of all journeys within the territory by public transport, micro-mobility, active modes, and walking; </li><li> Embed accessibility, convenience, and equality into the design, build and use of mobility services; </li><li> Integrate mobility with land use, economic growth and environmental sustainability; and </li><li> Embed efficiency, safety, and quality of service into all mobility services. </li></ul><p><br></p><strong>Key Accountabilities</strong><p><br></p><ul><li> Work on the development and implementation of compliance frameworks and functions </li><li> Support the development of licensing frameworks for mobility modes in order to achieve the highest possible safety, quality and service delivery standards </li><li> End-to-end monitoring and resolution of incidents, complaints and compliance assessments </li><li> Use knowledge and experience to provide education, resources and support to industry partners, stakeholders and colleagues to influence operators to achieve compliance </li><li> Manage case/file load to ensure all objectives and timeframes are met in accordance with organisational requirements, including early reporting of issues impacting on the ability to meet organisational requirements </li><li> Analyse information and data to identify areas where non-compliance may be occurring to develop a plan of action </li><li> Identify risk both at an operator and at an industry level </li><li> Use information gathered to understand and determine best method to treat non-compliance </li><li> Address identified risk through deployment of appropriate compliance tools </li><li> Audit endorsement holders producing reports that meet the required regulatory standard for prosecution </li><li> Make regulatory decisions or recommendations using experience, knowledge and high-quality decision-making to hold people to account or to prevent harm from occurring </li><li> Contribute to the development of new methodologies and tools to prevent non-compliance </li><li> Develop and maintain up to date knowledge and relevant best practice enforcement schemes </li><li> Work with consultants and support services required to implement compliance mechanisms. </li><li> Work collaboratively with other teams in the wider NEOM to ensure effective delivery of mobility service targets </li><li> Liaise closely and coordinate with internal and external key stakeholders as required </li></ul><p><br></p><strong>Background, Skills &amp; Qualifications</strong><p><br></p><ul><li> Bachelor’s degree in a relevant field is desirable. </li><li> 5-8 years or more years of experience in regulatory development and implementation ideally in mobility within a public sector organisation with a multimodal service delivery mandate. </li><li> Demonstrable experience in drafting regulations and exposure to policy development and compliance management. </li><li> Experienced in analysing and identifying risks for efficient compliance management. </li><li> Experienced in the analysis, development and implementation of licensing associated policies, procedures and compliance practises. </li><li> Demonstrable experience in developing effective and innovative solutions for management of compliance. </li><li> Well -developed communication skills both written and oral. </li><li> Highly proficient in Stakeholder Management.</li></ul>
