It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.<br><br><strong>The work location can be Jubail or Ras-Al-Khair.<br><br></strong><strong><u>Major Responsibilities<br></u></strong><ul><li> Responsible for setting up plant/equipment/vehicle management systems & procedures. </li><li> Assist in the development, implementation, and coordination of Environmental, Safety and Health programs in Jubail and Ras Al Khair industrial cities. ES&H Lead Engineer may be required to exercise direct oversight on a particular city based on the project needs and instructed by the Project ES&H Manager. </li><li> Review contractors written ES&H programs for realistic acceptability based on the work performed under each contract. </li><li> May direct and provide guidance to safety personnel and support their development to maximum potential for advanced manning requirement. Maintain current knowledge of all applicable S.A.G. standards and regulations. </li><li> Review daily reports and assessments of contractors’ operations to ensure compliance with the Royal Commission standards. </li><li> Maintain working relationship with Construction, Engineering and Project management, client and Industrial Security Department. </li><li> Responsible to lead training programs and ESH learning initiatives in coordination with the Project ESH Manager. </li><li> Assures that ES&H requirements are properly interpreted and integrated in planning documents, design criteria, construction and operational plans, schedules, training programs, and subcontract documents. </li><li> Applies Bechtel’s ES&H Management System and standards (Core Processes) to achieve, maintain, and continuously improve program execution and compliance with ES&H requirements. </li><li> Conduct serious incident investigations, analyze causes and formulate recommendations for positive remedial action. </li><li> Participates in the update and development of ES&H guidelines and procedures (ES&H Manual). </li><li> Conduct regular field assessments to verify Contractor’s compliance with ES&H requirements and implementation of safe work practices. Assist Contractors in the identification and management of interfaces. </li><li> Participates with ES&H Manager in the development of strategies for incident prevention. </li><li> Participates as assigned in bid evaluations, assist in proposals, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with ES&H requirements. </li><li> Provides technical support for site assessment, and project risk assessments. </li><li> Participates as subject matter expert in ES&H Committee / Zero Accident Team supporting and advising Project Construction staff on areas of concern. </li><li> Participates in the development and update of ES&H emergency plans including pandemic preparedness. </li><li> Participates in senior management audits with Construction and other Project staff. </li><li> Attends Bi-weekly meetings to support to Area Construction Managers and Resident Engineers and provide advice on incident trends, predictive metrics and engagement programs </li><li> Attend and actively participate in Construction meetings. </li><li> Support the project in the management and execution of 6 sigma initiatives assigned by ES&H Manager. </li><li> May participate in performance assessment and compensation planning for direct reports. </li><li> Participates in the development and training of assigned personnel and in the implementation of on-the-job and classroom training programs. </li><li> Prepares technical and regulatory reports and researches issues to support ES&H program execution. <br></li></ul><strong><u>Skills And Qualifications<br><br></u></strong><strong>Essential Technical: <br></strong><ul><li> College/University degree in a subject relevant to engineering from an accredited institution with at least 10 years of relevant experience. </li><li> Relevant safety qualifications e.g. NEBOSH Diploma </li><li> Must be able to demonstrate experience for setting up plant/equipment/vehicle management systems & procedures. </li><li> Experience working with contractors as part of construction managed, delivery partner or Joint Venture projects. </li><li> Ability to lead incident investigations as required to identify causal factors, root causes and corrective and preventative actions. <br></li></ul><strong><u>Essential Behavioral<br></u></strong><ul><li> Self-motivated individual with good leadership skills and experience and the ability to influence without authority. </li><li> Ability to manage priorities and take on additional evolving responsibilities that could include providing direction/supervising a team. </li><li> Ability to work within an integrated RC/Bechtel team at multiple levels from site worker level to Project Manager level. </li><li> Demonstrated ability to influence key stakeholders to make critical decisions where required. </li><li> Able to communicate effectively when delivering presentations to diverse groups from senior managers to workers in the field, cognizant of the different learning abilities to ensure key messages are effectively received. <br></li></ul><strong><u>Preferred Technical<br></u></strong><ul><li> Familiar with construction heavy equipment. </li><li> Ability to prepare, review and follow up maintenance programs for Mechanical Equipment with in the Infrastructure industry. </li><li> Excellent written and oral communication abilities along with effective presentation skills. </li><li> Capable of implementing preventive maintenance schedules to ensure they are realistic, that required activities occur on time, and that interface between activities is maintained. </li><li> Capable of providing early warning of equipment deficiencies </li><li> Supervisory experience preferred. </li><li> Relevant Degree / Chartered Membership of IOSH or other recognized certification scheme preferred (or similar internal recognized ESH certification). </li><li> Implementation and maintenance of the project ESH Management System in line with ISO 14001 / ISO45001. </li><li> Knowledge of safety procedures, engineering systems, principles, and methodologies. </li><li> Knowledge of national and international safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution. </li><li> Knowledge of engineering and construction systems, methods, and work processes. </li><li> Knowledge of construction planning, estimating, procedures, and execution. </li><li> Experience in safety inspections/assessments during construction. </li><li> Requires supervisory skills, commensurate with supervisory level responsibility. </li><li> Requires demonstrated skill in using independent judgment to make decisions affecting the ES&H department as well as interface departments. </li><li> Have proven experience in the planning, monitoring and review of safe systems of work, risk assessments and control systems such as permit to work processes. </li><li> Ability to lead management system audits consistent to ISO 14001 and 45001. </li><li> Requires experience in construction projects within the MENA region. <br></li></ul><strong><u>Preferred Behavioral<br></u></strong><ul><li> Experience in managing and/or providing technical oversight of safety personnel from contractors or subcontractors. </li><li> Must be able to demonstrate experience of implementing all aspects of Construction ESH Management. </li><li> Must be able to
