They are what we believe, what customers can expect, and how we deliver.<p><br></p><strong><u>Project Summary</u></strong><p><br></p>Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.” NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia . The site is near the Red Sea and the borders of Egypt , Israel and Jordan . It will cover a total area of 26,500 km 2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.” &lt; &lt; NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate and commercialize new technologies and enterprises in groundbreaking ways.<br><br><strong><u>Position Summary<br><br></u></strong>Leads the reviews of RFP/bid documents prepared by the local AE design consultants.&lt; Reviews technical content and coordination of design for engineering errors and omissions&lt; Reviews the material take-off, bills of quantities and pay item descriptions in RFP documents and Design Change Proposals for accuracy and completeness.&lt; Provides QS team members with guidance and support and develops team performance metrics.&lt; Provides guidance and training and transfers knowledge to Saudi National engineers&lt; Takes off actual quantities installed in the field and compares same with the plan and drawings.&lt; Receives direction on Project from Chief QS, the Project Controls Manager or Cost Manager.&lt; Received functional direction from Bechtel Infrastructure GBU.<br><br><strong><u>Responsibility<br><br></u></strong>Coordination with Engineering Core Group disciplines for identification of scope errors, omissions and missing Pay Items.&lt; Reduction of bidder queries, design errors and omissions, missing Pay Items&lt; Development and standardization of the method of measurement, including training and coaching for Design Consultants&lt; Review bid documents and change orders for contractual scope changes. &lt; Ensure proper monitoring, management and close-out of design review comments during the design review process.&lt; Takes off actual quantities installed in the field and compares same with the plan and drawings.&lt; Provides QS team members with guidance and support and develops team performance metrics.&lt; Provides guidance and training and transfers knowledge to Saudi National engineers.&lt; Coordinates with others to effectively resolve early warnings, compensation events and disputes fairly, including actions to define the merit of changes and pricingAssist with reviewing contractors pay certificateProvide training to other QS team members to validate quantities are being reported accurately or are properly quantified and estimated for change orders or claims.<br><br><strong><u>Behavioral<br><br></u></strong>Excellent communication and interpersonal skills required Coaching and mentoring skills required for knowledge transfer to colleagues and external design consultants QSs to develop competency in standard methods of measurement and quantity take-off&lt; Self-motivated individual with good leadership skills and experience and the ability to influence without authority.&lt; Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.&lt; Ability to work within an integrated Client/Bechtel team at multiple levels of seniority&lt; Ability to work within a culturally diverse organization, recognizing and respecting differences<br><br><strong><u>Technical<br><br></u></strong>Professional Engineer (P.E.) or Professional Membership (MRICS, MCIOB, AACE)&lt; Familiar with CSI Master format Work Breakdown Structure and Composite Pay Items&lt; Relevant experience on infrastructure-based projects, such as site preparation, site development and highways as well as buildings projects&lt; Must be knowledgeable in various construction fields – civil, structural, electrical, mechanical, telecommunications&lt; Estimating experience is beneficial&lt; Cost Engineering experience is beneficial&lt; Experience on site in construction projects is beneficial&lt; Previous experience in supervisory role and/or coaching a team&lt; Working knowledge of AutoCAD and standard Microsoft Office software applications Excel, Access, Word, and PowerPoint.&lt; Previous experience with Bechtel and/or Middle East desirable<br><br><strong><u>QUALIFICATIONS For Grade 26<br><br></u></strong>Bachelor’s degree in Engineering, Construction Management, or MSc in Quantity Surveying if undergraduate (BSc) degree is not Quantity Surveying.&lt; Minimum ten (10) years of progressively responsible experience with at least seven (7) years’ experience as Quantity Surveyor<br><br><strong><u>QUALIFICATIONS For Grade 27<br><br></u></strong>Bachelor’s degree in Engineering, Construction Management, or MSc in Quantity Surveying if undergraduate (BSc) degree is not Quantity Surveying.&lt; Minimum ten (13) years of progressively responsible experience with at least seven (7) years’ experience as Quantity Surveyor&lt; &lt; <strong>Living Conditions:</strong>&lt; Living and Working on the NEOM Project is a single status assignment condition located in Sharma, KSA with camp accommodation (Meals and Laundry Services provided).
