<p><strong><u>Reports to:</u> </strong>Monitoring, Evaluation and Learning Advisor</p><p><strong><u>Purpose:</u></strong> The job holder is responsible for assisting in enhancing the overall accountability and transparency of the program through assisting in the development of a robust monitoring, evaluation and learning framework and system, and leading the research, documentation, reporting and impact assessment activities. He/she will assist in providing technical support for the program planning, particularly in terms of setting clear and sound indicators, and targets, and identifying effective results (outputs, outcomes and impacts). He/she will establish and implement an effective MEL system tracking all program activities, implemented by AUC or partner universities, to monitor its performance, progress and impact along with its partners throughout the lifetime of the program. He/she will ensure compliance with USAID rules and regulations and reporting requirements in all MEL aspects. He/she will provide technical and operational support in the designing and dissemination of surveys and other data collection tools. Also, the incumbent will be responsible for organizing the Collaboration, Learning and Adaptation (CLA) activities with the stakeholders and will contribute to disseminating the results.</p><p><br></p><p><strong><u>Responsibilities:</u></strong></p><p><br></p><ul><li>Assist in leading the project’s MEL function as per USAID contractual functions and guidelines, creating a framework, policies, and procedures for the monitoring and evaluation of the project activities.</li><li>Provide guidance, coaching and supervision to the partners’ MEL specialist at one of the partner organizations to ensure streamlining of the MEL practices across the board.</li><li>Overseeing the progress of the program beneficiaries including 700 undergraduate students, 50 post-doctoral, 60 masters and 500 short training participants.</li><li>Supervise data management in all project locations. Lead the spot checks and data quality assessments of the data collected by the project team members and partners in different locations.</li><li>Lead the development of mechanisms and systems for data collection and management. Ensuring the validity, consistency and integrity of the data collected. Conducting frequent spot checks on the data collected against the documentation as per the MEL plan.</li><li>Identify and address all data collection limitations, putting in place mitigation measurements to avoid inconsistencies. </li><li>Lead the verification and documentation efforts for all the indicators against the source of documentation as per the approved MEL Plan.</li><li>Liaise and coordinate with internal and external project stakeholders to obtain information and data related to project performance.</li><li>Lead and supervise the data entry process for the different project components.</li><li>Develop the MEL procedures manual in compliance with the standards measures of the MEL processes. Conduct orientation sessions on how to use the manual to all the project team members.</li><li>Organize the Collaboration, Learning and Adaptation (CLA) activities as per the learning agenda.</li><li>Collaborate and support the MEL advisor in conducting MEL orientation sessions and presentation of achievements to project’s partners.</li><li>Draft success stories that reflect the impact of the program’s interventions</li><li>Support the MEL advisor in identifying and formulating MEL findings, lessons learned, and recommendations. </li><li>Monitor the progress of the implementing partners’ contributions towards the achievement of the Pioneers’ indicators and set milestones.</li><li>Coordinate and contribute to performing the essential reporting responsibilities, ensuring coherence with existing reporting requirements.</li><li>Facilitate the dissemination of lessons learned across the pioneers partners, other stakeholders, and the donor.</li><li>Perform other related duties as required.</li></ul><p><br></p><p><strong><u>Requirements:</u></strong></p><p><strong><u>Minimum Education Requirements: </u></strong></p><ul><li>Bachelor’s degree</li></ul><p><br></p><p><strong><u>Experience:</u></strong></p><ul><li>Minimum of 9 years of experience including four years of professional experience in a similar MEL position (with USAID funded project is preferred).</li><li>Hands-on experience in the design, monitoring, and evaluation of similar projects, preferably across multiple locations.</li><li>Experience in the use of office software packages and handling of web-based project management systems.</li></ul><p><br></p><p><strong><u>Skills:</u></strong></p><ul><li>Knowledge of principles and current approaches to USAID MEL/CLA.</li><li>Strong skills in collecting, analyzing, and interpreting qualitative and quantitative data.</li><li>Advanced Excel skills that include pivot tables, functions, and charts. </li><li>Excellent writing and verbal communication skills, </li><li>Excellent interpersonal and intercultural skills and ability to interact professionally with partners, donors, stakeholders, and staff at all levels of the organization.</li><li>Skilled at multitasking and prioritizing, working independently with minimal supervision, and leading and designing projects autonomously.</li><li>Team player, facilitating open communication in the team and building relationships.</li><li>Flexible and adaptable, open to learning and sharing knowledge.</li><li>Demonstrated organizational skills and attention to details.</li></ul><p><br></p><p><em>This position is open until August 14, 2023</em></p><p><br></p><p><em>Placement is based on the candidate’s experience and skills.
