Position: Senior Manager Visa & Immigration

Reports to: Director – Visas & Immigration

Sector: NEOM Interim Authority

Job Location: Sharma, KSA

Role Purpose:

As part of the NEOM Authority, the role of the Department of Visas and Immigration is to facilitate granting the right to visit or stay in NEOM, with a core focus on national security. We will manage visa applications from people who want to visit, study or work in NEOM. Our strategic vision is to be a world-leading visa & immigration service, creating conditions for an inviting, flexible and streamlined process to attract and retain the best and brightest global talent for work and study in NEOM, and to ensure NEOM is a destination of choice for visitors.

To achieve this ambitious roadmap, the position of Senior Manager, Visa & Immigration will be required to:

  • Support the creation of an end-state operating model which is highly efficient, maximizes the use of technology and automation, and is agile and adaptable to development and innovation in the field of global mobility
  • To apply the NEOM residency laws tailored to NEOM’s economic, social, and development needs in order to best facilitate entry into NEOM for businesses and residents
  • Ensure NEOM has in place a flexible and inviting visa and immigration system that creates conditions for hiring the best global talent and for being a destination of choice for visitors
  • Drive , develop and manage the function readiness and transition plan to operate
  • Management of the e-visa office following NEOMs Vision principles of Lean, efficient and tech enabled.

KEY ACCOUNTABILITIES & ACTIVITIES :

Core Functional Responsibilities

You will play a key role in overseeing efforts to establish best in class streamlined process for issuing visas and residency permits and to ensure NEOM has in place flexible and inviting visa and immigration rules and regulations that create conditions for hiring the best global talent. Key responsibilities will include but are not limited to:

  • Establishing a streamlined process for issuing visas and residency permits
  • Providing an online portal for electronic applications for visas, residency, and work permits
  • Overseeing the issuance and publishing of visa and residency and work permit information, policies, and processes on the NEOM e-visa system
  • Ensuring straightforward written approvals and denials
  • Withdrawing and revoking approvals for violations of relevant laws while ensuring a robust appeal process is in place
  • Responsible for managing the e-visa office including identifying and sourcing human resource needs

Developing function readiness and establishment

Department Building and Management

  • Develop a phased transition plan for each department function to reach end-state model
  • Support the implementation of policies and procedures, ensuring internal and external guidance is up to date
  • Track and communicate progress of delivery
  • Ensure fair, quick and transparent administration of the rules and regulations
  • Manage the budget and finances related to running the e-visa office in coordination with Finance department and Director of Visa & Immigration

Operational Assets & Systems

  • Identify and procure/implement assets and systems required to execute on the Departments functions and mandate
  • Work closely with Digital Government function to develop both interim and end-state systems
  • Contribute to the identification of opportunities for continuous improvement of systems, processes and practices

Protocols & Governance

  • Develop the governance and processes for the internal operating model of functions, developing SOPs

BACKGROUND, SKILLS & QUALIFICATIONS:

Knowledge, Skills and Experience:

  • Demonstrates knowledge of electronic processes and procedures through previous experience and management positions
  • Experience in designing and delivering new technology solution implementations
  • Knowledge of Immigration Law, visa policies and visa processing helpful
  • Previous project management and delivery experience beneficial

Qualifications And Experience.

  • Previous experience in immigration / global mobility focused organizations an advantage
  • 10-plus years of senior management positions
