Plans, organizes, monitors, manages, and evaluates economic development project activities for NEOM’s industrial ecosystems (clusters) – including cross-sectoral coordination, investment promotion, customization of regulations, access to finance, talent attraction, etc.<p><br></p><strong>Key Accountabilities &amp; Activities</strong><p><br></p>Overarching responsibilities<p><br></p><ul><li> Orchestrate economic ecosystem activities jointly with NEOM industry leaders and regulators – leadership in 1 – 2 ecosystems </li><li> Analyze global industry value chains and local implementation to develop ecosystem strategies and identify key competitive foundation enablers for ecosystems to develop growth initiatives and maximize competitiveness </li><li> Lead and/or facilitate the formulation, advocacy and realization in practice areas and cross-cutting thematic initiatives which would determine the future of industries, spanning the areas of innovation, productivity, internationalization, and human capital development, with a specific focus on the ecosystems of competence, including incorporating existing workstreams from within SEDO </li><li> Play a key advisory role in steering ecosystems in their growth plans, providing knowledge and/or industry driven recommendations for capability building, core acceleration actions, integration with other strategic projects and initiatives, and potential expansion </li><li> Organize and facilitate collaboration and close coordination between ecosystem-specific stakeholders; prepare relevant data packs for ecosystem meetings </li><li> Lead the execution and delivery of key projects and initiatives for ecosystem growth and enablement, coordinating with ecosystem stakeholders – including investment promotion and attraction </li><li> Develop project management plans including current and critical path schedules for key initiatives and projects, taking steps to manage risks and ensuring timely escalations when critical path is impacted </li><li> Liaise regularly with ecosystem stakeholders to ensure feedback on policies, regulations, land requirements and strategy is incorporated for continuous improvement </li><li> Monitor progress of ecosystems against set KPIs and recommends areas of improvement and report on any major deviations from KPI targets; lead reviews with top management </li></ul><p><br></p>Leadership and Strategic Management<p><br></p><ul><li> Establish and promote the SEDO vision, goals, development strategies and key results in support of NEOM’s objectives and in compliance with NEOM policies </li><li> Foster a culture of excellence, innovation and continuous improvement </li><li> Build strategic alliances with international and local regulatory and governmental authorities in order to support decision-making, anticipate changes to regulations, and maintain dialogue </li><li> Establish partnerships with private and public organizations for the development of joint programs and initiatives </li></ul><p><br></p>Global Scanning &amp; strategic positioning<p><br></p><ul><li> Maintain knowledge and awareness of leading practice on economic ecosystem development, and knowledge on new city developments around the world </li><li> Actively works towards continuing personal learning and development in one or more Practice Areas, acts on learning plan and applies newly acquired skills </li><li> Build on the above to gain economic development within NEOM </li></ul><p><br></p>Manage and grow people<p><br></p><ul><li> Create and lead multi-disciplinary teams and ensure the overall quality of its work </li><li> Provide coaching and mentoring to team and individuals and ensure their on-going learning and development </li><li> Help instill a culture of development, guidance and performance </li><li> Promote a high-performance working environment embracing NEOM’s values </li></ul><p><br></p><strong>Background, Skills &amp; Qualifications</strong><p><br></p><ul><li> 10 + years of experience prior experience in industry cluster/ ecosystems development, project/ program management and exposure to economic policy development in an economic development agency, economic development consulting, strategy units / PMOs of mayors or prime ministers, or international organizations; stints in private sector companies preferred. </li><li> MBA, Engineering, Economics or Public policy from a top-tier institute </li><li> International experience across multiple countries, experience working in the Middle East is a plus </li><li> Excellent interpersonal skills and ability to communicate effectively both in oral and written form, excellent written, verbal and facilitation communications skills in English, additional languages are a plus especially Arabic </li><li> Ability to negotiate sensitive issues related to economic development, business retention, expansion, and community improvement plans, ability and expertise in orchestrating public private dialogue </li><li> Knowledge of </li><li> Economic development policies, programs, and imperatives </li><li> Fundamentals of cluster development </li><li> Business planning and market analysis </li><li> Trade and export dynamics</li></ul>
