It will institutionalize the Authority of the Future, which is Digitally native, adaptive, Lean and Citizen / Business-centric.<p><br></p>The Department of Communications and Connectivity has a mandate to regulate digital telecommunications and connectivity infrastructure across NEOM and to encourage innovation, research and development of cutting edge, ethical technologies. In addition to this, it has a mandate to encourage private investment and participation in the telecommunications and connectivity sector and to ensure the affordability, accessibility, quality and reliability of connectivity services within NEOM.<p><br></p>The Digital Infrastructure Regulations Senior Manager will manage the development of a transparent, competitive, and non-discriminatory regulatory framework for the provision of ubiquitous digital telecommunications and connectivity services within NEOM that enable high degrees of coverage, quality and availability.<p><br></p><strong>Key Accountabilities & Activities</strong><p><br></p><strong> Developing function readiness and establishment </strong><p><br></p><ul><li> Manage establishment and end state design of all Department of Communications and Connectivity objectives. These can be categorized into 5 dimensions: </li></ul><p><br></p><strong> i) Regulations & Policies </strong><p><br></p><ul><li> Work with Legal Team on developing and finalizing Regulations, Policies and Standards. </li><li> Provide expert content and collaborate with other departments to address dependencies. </li></ul><p><br></p><strong> ii) </strong><strong> People </strong><p><br></p><ul><li> Support the enablement of a high-performing connectivity and digital infrastructure division within the department. </li></ul><p><br></p><strong> iii) Operational Assets & Systems </strong><p><br></p><ul><li> Work closely with Cognitive Government function to develop both interim and end-state systems to deliver end and interim-state Authority services for licensing, inspections and compliance in line with DCC regulations and rules. </li></ul><p><br></p><strong> iv) Protocols & Governance </strong><p><br></p><ul><li> Manage the development of governance, policies and processes required to ensure the high-quality provision of infrastructure regulation service and of the efficient and effective running of related internal activities. </li></ul><p><br></p><strong> v) Stakeholder Interaction & Interface with Base Economy </strong><p><br></p><ul><li> Identify areas where cooperation and agreements are needed to provide the Departmentβs services and coordinate with relevant base economy entities to ensure the effective implementation of such agreements. </li><li> Support in developing a plan to support the transition of regulation and policy-making activities from the Communications, Space & Technology commission (CST) to the NEOM Authority. </li></ul><p><br></p><strong> Core functional </strong><p><br></p><strong>Responsibilities</strong><p><br></p>Manage all regulatory efforts regarding the provision of digital telecommunications and connectivity services within NEOM by:<p><br></p><ul><li> Assisting the Head of Connectivity and Digital Infrastructure in achieving the divisionβs objectives </li><li> Monitoring emerging and long-term needs in areas relating to the provision of digital telecommunications and connectivity services within NEOM and ensuring that the division has the capability to respond in an appropriate manner to these emerging needs. </li><li> Managing the publication of public consultation topics, as required. </li><li> Suggesting new or modified policies and regulations for wired, wireless, submarine cables, and satellite communications providers to continuously improve the regulatory environment </li><li> Coordinating with NEOM authority constituents and the Base Economy </li><li> Managing Device Type Approval services </li><li> Managing licensing and authorization services </li><li> Managing spectrum allocation and usage-related issues, policies and regulations, including coordination with the Base Economy </li><li> Managing inspections, investigations and enforcement activities </li></ul><p><br></p><strong> People Management </strong><p><br></p><ul><li> Contributes to creating a culture of development, guidance, and performance within NEOMβs Interim Authority. </li><li> Takes responsibility, in collaboration with the team, for building and maintaining a high-performance team. </li><li> Participates in the development and implementation of a program of capacity development, training and coaching for Division staff. </li></ul><p><br></p><strong> NOTE: </strong><p><br></p><strong> This is a preliminary definition of core responsibility and functions; however, in consultation with the team, the </strong><strong> Connectivity and Digital Infrastructure Regulations Senior Manager </strong><strong> should identify the evolution of the operations and the services to be provided in order to materialize NEOMβs vision, and Authority mandates to attract talent and to become an attractive and competitive destination for dreamers and doers. </strong><p><br></p><strong>Background, Skills & Qualifications</strong><p><br></p><strong> Qualifications, Skills, Experience and Mindset </strong><ul><li></li><ul><li> Degree in Law, Business or Technology-focused domain. </li><li> 5 to 10 years of experience in the public sector or in a private institution focused on digital infrastructure regulation and policy enforcement in a digital technology environment. </li><li> Experience in telecommunications and ICT regulation at regional and international levels would be an asset. </li><li> Likely previous employers: Government institutions focused on regulations, telecommunications, connectivity, and digital infrastructure analysis, and deployment in a technology field;
