<p><strong>Overview & Responsibilities </strong></p><p>IDLO, in collaboration with other consortium members, is promoting a reformed and modernized Alternative Dispute Resolution (ADR) system through the establishment and operationalization of a new ADR Centre in Somaliland under the Programme ‘Strengthening the social contracts through Access to Justice” funded by the Government of the Netherlands (Also known as Damal Programme). The programme aims to foster the social contract in Somaliland by increasing the legitimacy of justice institutions.</p><p> </p><p>The overall goal of the programme is expected to be achieved through three (3) intermediate outcomes: (1) improved access to an Alternative Dispute Resolution(ADR) mechanism and referral pathways, especially for vulnerable groups; (2) enhanced access to formal justice for vulnerable groups through holistic support to gender-based violence (GBV) survivors and affected communities; and (3) increased participation of citizens in Somaliland in accountability processes relating to the provision of security and justice. The specific mandate of each Centre is to facilitate the practice of ADR and settle claims and disputes at the community level, facilitating and increasing access to justice for the local population, particularly vulnerable categories.</p><p> </p><p><strong>The Assignment </strong></p><p>IDLO is seeking to recruit a short-term security consultant to conduct a comprehensive security assessment of Somaliland with particular reference to the IDLO Hargeisa office operations as it implements the programme objectives to support ADR Centres in eastern regions of Somaliland<strong>.</strong></p><p><strong> </strong></p><p><strong>Period of Consultancy</strong></p><p>The consultant will be based in Hargeisa and is expected to work in 20 days</p><p> </p><p><strong>Scope Of Work</strong></p><p><strong>The outputs to which the Security Consultant will lead and deliver will be:</strong></p><p><strong> </strong></p><p><strong>Activity</strong></p><ul><li>Initial security assessment of the locations in which IDLO is operating – 8 DAYS</li><li>Prepare a detailed security assessment report identifying security measures that will be required to be put in place in the immediate and long-term to ensure the safe programme operations – 6 DAYS</li><li>To include liaison with the IDLO and its partners to develop Risk Assessment and make their recommendations – 6 days</li></ul><p><br></p><p><strong> </strong></p><p><strong>Supervision</strong></p><p><strong>The Security consultant</strong> will work under the overall supervision of the IDLO Country Manager with additional reporting lines to the Field Security Officer and Program Manager (Hargeisa).</p><p> </p><p><strong>Expected Final Products/ Deliverables</strong></p><ul><li>Security Assessment Report identifying the immediate and long-term operation-related security measures that will be needed to enable the programme team to implement their objectives; and</li><li>Liaise with the Program Manager and report on the progress of implementing the security requirements outlined in the IDLO office risk assessment</li></ul><p> </p><p><strong>Job Requirements</strong></p><ul><li>It is essential that the expert has a minimum three years’ experience in the region and ideally has a Masters level degree in International Security or an equivalent qualification. The expert will have a high level of understanding of law enforcement, military, and government security, as well as a proven history of undertaking security assessments and developing security plans/strategies.</li><li>The expert should have a good understanding of the Somaliland context as well as access to support from their networks of native Somalilanders in order to inform the more comprehensive risk assessment effectively.</li><li>The expert must be available to travel IDLO operation office and locations.</li><li>The expert must have fluent written and spoken English.</li></ul><p> <strong>Language Skills </strong></p><ul><li>Fluent oral and writing skills in English and Somali.</li></ul><p> </p><p><strong>Terms & Conditions</strong></p><p>Applications will be screened on a regular basis; a qualified applicant might be recruited before the deadline.
