<p><strong>Project Background</strong></p><p>FHI 360 was awarded the Bureau of Near Eastern Affairs/Office of Assistance Coordination Tomorrow’s Leaders Recruitment Program. Sponsored by the Department of State’s U.S.-Middle East Partnership Initiative (MEPI), the Tomorrow’s Leaders Program offers undergraduate and graduate scholarships for accomplished students from Algeria, Bahrain, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, and the West Bank/Gaza. The Program serves students from socioeconomically underserved backgrounds who represent the Middle East and North Africa (MENA) region’s cultural, religious, and geographic diversity. Selected for their strong leadership potential and academic performance, Tomorrow’s Leaders advance MEPI’s mission to support socioeconomically disadvantaged individuals by building leadership skills that will allow them to effectively engage with civil society, private sector, and/or government actors and providing pathways to demand-driven professional training that will increase workforce employability, as well as, improve access to higher value opportunities, and targeted local job placement primarily in the private sector. FHI 360’s scope includes recruiting undergraduate and graduate students, interested in studying at pre-eminent American-style universities in the MENA region.</p><p>&nbsp;</p><p><strong>Scope of Work</strong></p><p>FHI 360 anticipates contracting two (2) consultants as recruitment specialists; one (1) focusing on undergraduate recruitment and one(1) focusing on graduate recruitment. Recruitment Specialists will work remotely across a multi-county portfolio to promote the Tomorrow’s Leaders Program to prospective applicants, share information about webinars and other recruitment events, and guide applicants to the online application for the undergraduate and graduate programs. Recruitment Specialists will be part of a regional recruitment team focused on reaching underserved populations from across the MENA region, including appropriate accommodation and support when necessary. Recruitment Specialists will help identify candidates for the Tomorrow’s Leaders Program and develop relationships with key contacts including, but not limited to, secondary schools, non-governmental organizations, and U.S. embassies. They will work to build a motivated network that will disseminate program information. They will also support candidates throughout the recruitment, application, and selection processes.</p><p>&nbsp;</p><p>Key responsibilities for this consultancy will include:</p><p><br></p><ul><li>Coordinate with FHI 360 staff to host virtual group recruitment and advising sessions</li><li>Serve as a resource for questions regarding the application, eligibility, and the program in general</li><li>Follow up with TL undergraduate and graduate applicants to encourage them to complete applications</li><li>Identify Volunteer Recruitment Champions (VRC) and support the VRCs to speak with school leaders, parents, and students about the Tomorrow’s Leaders Program at secondary schools. Must be able to address family concerns regarding their children (especially their daughters) traveling to a different country for higher education</li><li>Lead outreach efforts with new and existing grassroots organizations as essential partners for developing channels to reach marginalized and underserved populations</li><li>Connect with regional NGOs and intergovernmental organizations to disseminate information on the Tomorrow’s Leaders program</li><li>Distribute flyers, brochures, postcards, and other promotional materials</li><li>Participate in virtual calls with various recruitment stakeholders and NEA/AC, for engagement and to provide updates on progress</li><li>For the purposes of this position, TLR Recruitment Specialists are distinct from traditional, student recruitment agents. They must be motivated by the project’s goals and objectives and should not anticipate commissions or incentives other than a daily rate in alignment with other FHI 360 consultants</li></ul><p>&nbsp;</p><p>The period of performance for the consultancy is approximately late August 2023 to August 2024.</p><p>&nbsp;</p><p><strong>Location of Work </strong></p><p>This consultancy will be performed remotely from the MENA region focusing on Algeria, Bahrain, Jordan, Libya, Morocco, Yemen, Syria, and West Bank and Gaza. Candidates residing in Yemen and Libya for the duration of the period of performance are preferred.</p><p>&nbsp;</p><p><strong>Deliverables and Timeline</strong></p><p>We anticipate a consultancy agreement of up to 130 days per consultant for the period of late August 2023 to late August 2024. Interested individuals will support the tasks above in coordination with FHI 360 headquarters team and several field staff.&nbsp;A sample schedule of deliverables includes:</p><p>&nbsp;</p><ul><li>Bi-weekly and as necessary coordination calls with Technical Monitor</li><li>Host weekly virtual group recruitment and advising sessions with support from program staff for Q&amp;A sessions.</li><li>Coordinate printing and disseminate printed marketing materials to schools, and other recruitment locations.</li><li>Follow up with TL undergraduate and graduate applicants to encourage and support them to complete applications. Coordinating support for testing required for application. Knowledge of available testing centers.</li><li>Serve as a real-time resource for questions from students regarding the application, its requirements, and the program in general. Host one-on-one consulting sessions with prospective applicants. Keeping FAQs up to date.</li><li>Provide input for social media strategy development. Provide bio/introductions for social media story/post.</li><li>Speak with school leaders to promote the program, and to create a database of school contacts to utilize for the recruitment process.</li><li>Identify, onboard, and provide continuing support for up to 25 Volunteer Recruitment Champions (VRC) to speak with school leaders, parents, and students to address concerns families may have regarding their children (especially their daughters) traveling to a different country for higher education.</li><li>Lead outreach efforts with new and existing grassroots organizations as essential partners for developing channels to reach marginalized and underserved populations.</li><li>Speak to parents and students to address concerns families may have regarding their children (especially their daughters) traveling to a different country for higher education. Serving as a primary point of contact.</li></ul><p><br></p><p><strong>Travel: </strong>Travel potential up to 20%.</p><p>Travel will primarily take place within the consultant’s home country with potential for minimal travel to neighboring countries qualifying for the Tomorrow’s Leaders program. Pre-approved travel costs will be reimbursed to the consultant from FHI 360.&nbsp;Any travel costs incurred without prior authorization may not be reimbursed.</p><p>&nbsp;</p><p><strong>Qualifications</strong></p><ul><li>All Recruitment Specialists must have a Bachelor’s Degree, for Graduate Recruitment Specialists, a graduate degree is highly preferred, or current enrolment in a graduate program</li><li>Recruitment specialists should be responsible for having their own computer with a camera, microphone, and a stable internet connection to support their remote work.</li><li>Experience recruiting for educational institutions/schools/universities</li><li>Experience leading youth focused groups or clubs, particularly those focused on women and vulnerable populations</li><li>Knowledge of secondary school systems across the MENA region</li><li>Knowledge of local or regional NGOs targeting vulnerable youth populations</li><li>Ability to support and recruit youth in application process</li><li>Ability to speak with parents and address concerns/questions about application process and the Tomorrow’s Leaders Program</li><li>Strong diplomatic skills highly required</li><li>Experience with social media platforms and web-based communications; Facebook, Instagram, WhatsApp, Zoom, etc</li><li>Fluency in English and Arabic is required: French is highly preferred</li><li>Stable high-speed internet connectivity, a personal cell phone, and computer are also required</li></ul><p><br></p><p><strong>Evaluation Criteria: </strong>Proposals will be evaluated in accordance with the following criteria: Award will be based upon best value, through a combination of qualifications, interviews (anticipated 4<sup>th</sup> week of July 2023), references and proposed daily rate.</p><p>&nbsp;</p><p><strong>Required Documentation: </strong>Proposals must include the following components:</p><ol><li>Cover letter which includes:</li><li>how the candidate meets the minimum requirements for the position, including minimum requirements for education</li><li>stated rate of pay (daily rate)&nbsp;</li><li>includes names and contact information for three (3) references</li><li>CV/resume</li></ol><p><br></p><p><strong>Method of Submittal:</strong></p><p><span>Please reference the </span>job posting<span> on the FHI 360 website for information on submittal. &nbsp;</span></p><p><br></p><p><strong>Pricing/Rate Validity:</strong></p><p>The Consultant agrees to hold the prices in its offer firm for <strong>45 days</strong> from the date specified for the receipt of offers unless another time is specified in the addendum of the RFP. A Consultant Agreement will be issued to the winning proposal finalists and will outline the price for the term of the Agreement.</p><p><br></p><p><strong>Consultant Terms and Conditions:</strong></p><p>Consultant Terms are listed on our website at: www.fhi360.org/poterms and will be a part of any Consultant Agreement. Consultant’s delivery of services, or issuance of invoices in connection with a Consultancy for FHI 360 establishes Consultants agreement to the Terms. The Terms may only be modified in writing signed by both parties.</p>
