The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
The purpose of the Education Project Coordinator is to provide supervision and technical support to NRC staff in day-to-day implementation of the Education-related response and projects, both for children and youth inside North East Syria. The position is based in Amman/ Jordan
Generic responsibilities
Line management of Education project field staff
Adherence to NRC policies, guidance, and procedures
Contribute to Education strategy development, project proposals and provide input on needs and gaps
Manage and implement a delegated portfolio of Education projects (activities, budget, and project documentation) as delegated from Project Manager in line with proposals, strategies, and donor requirements, and ensure high technical quality
Provide regular progress reports to Project Manager (Area Manager and Core Competency Specialty if no PM)
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Promote and share ideas for improvement and necessary changes in the activities
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
Project Cycle Management (PCM) & Implementation. As delegated by line-manager, responsible for the successful implementation of al Education projects delivered through direct modalities throughout the full project cycle. The position-holder may be required to represent the Education project team In PCM meetings and to produce key PCM documentation (e.g, M&E Matrix, Procurement Plans, etc.)
Capacity Building. As delegated by line manager, responsible for supporting the successful capacity building of NRC Education staff in relevant competencies. This includes ensuring performance management of all Education project team members in the field, identification of capacity-building needs, and planning and resourcing capacity-building initiatives within the framework of the NRC Syria Response strategies, tools, and guidelines.
Technical Quality. Responsible for ensuring implementation of high-quality Education projects by NRC/partners, in accordance with the agreed NRC Syria Response Country and Education Strategies, tools, and guidelines. This includes – but is not limited to – ensuring the achievement of compliance with global, national and local standards; ensuring the compliance of all Education projects with INEE Minimum Standards; meaningful consultation with affected populations throughout the project cycle; needs-based targeting and selection; and integration with other Core Competencies where relevant
Project M&E. As delegated by line-manager, responsible for accurate and high-quality Monitoring and Evaluation of NRC Education activities. This will include – but not limited to – the successful implementation of construction/process, output, and outcome monitoring conducted by NRC. M&E activities will be conducted in accordance with the Syria Response M&E Strategy, tolls, and guidelines.

5+ years of experience from working in education project implementation position in a humanitarian/recovery contexts
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English and Arabic, both written and verbal
Knowledge of the context in Syria
Knowledge and usage of INEE Minimum Standards
Experience with start-up of project implementation and exist
