Decision Making Responsibilities
• Communicate with team to ensure business unit budget is cascaded using relevant tools, e.g.: monthly updates and regular meetings. Support Business Unit Manager in delivery of the business unit budget. Ensure timely submission and negotiation of final accounts to clients, main contractors and subcontractors.
• Provide QS support to maximise returns and seek to identify future opportunities. Monitor and action efficient and timely cash collection. Deliver systems and processes to deliver targets within area of responsibility. Understand and develop department plan where applicable and seek to implement the agreed commercial strategy.
• Operate entirely within the requirements of the Company’s, Policy and Procedures.
• Ability to work as part of a team and to work across teams, providing support and guidance where required. The QS will be expected to give daily updates of progress and Commercial Issues to the Contracts Manager.
• The role with involve a level of decision making authority in line with company policy. The Estimator will be expected to give daily updates of progress and Commercial Issues to the Contracts Manager.

Operational Responsibilities
• Ensure timely submission of tenders and follow up on submissions
• Attend post tender negotiations as and when required
• Measurement and monthly valuation of the works undertaken, ensuring that invoices are submitted by month end
• Agree valuations with the client and ensure that the Company receives prompt payment for accounts
• Notify, prepare and agree with the Client variations, additional works and claims
• In cases where a contract result is significantly different to tender expectation, produce a report detailing the reasons
• Operate entirely with the requirements of the company policy to ensure personal compliance with internal review parameters
• Develop and maintain up to date data-base of Market Prices for our Products and Services and same for Subcontract prices for earthworks, ground works, road base, civil, white-lining / road-marking, traffic signalling, MEP, Etisalat, DEWA, ADWEA, ADDC, etc works
• Involve, coach, manage and develop direct reports to enable them to identify and resolve issues

Commercial Responsibilities
• Follow-up on quotations to customers to assess our competitiveness and facilitate further meetings between potential customers and Country Manager as and when necessary (briefing Country Manager beforehand accordingly)
• Manage time to ensure that customer requirements are met and that tenders and quotations are submitted on time
• Liaison with Sub-Contractors to ensure we receive best support possible and develop relationships

Compliance – Anti Bribery Commitment Responsibilities
• Read, understand, adhere and comply with the information contained within the Colas Middle East Rules of Conduct, Colas Middle East Policies, and with any training or other anti-bribery and corruption information given by the Management
• Report any witnessed non-compliance or breach of these policies

SHEQ Responsibilities
• Shall take reasonable care for the safety and health of themselves and others.
• Co-operate with management and front-line supervision in complying with legal requirements and company SHEQ standards, safety rules and safe systems or work.
• Take part and actively participate in SHEQ training.
• Take part in legal and company health screening when required.
• Must not intentionally or recklessly interfere with or misuse anything provided in the interests of safety, health, welfare or the environment.
• Wear all appropriate personal protective equipment as per site rules, safe systems of work, and as instructed by management or front-line supervision.
• Report all unsafe situations to management.
• Report all incidents and damage to management whether persons are injured or not.
