The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Yemen facilitates humanitarian action across the county.  OCHA mobilizes and coordinates principled humanitarian response in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies, advocates the rights of people in need, supports emergency preparedness and response, and facilitates sustainable solutions for vulnerable people adversely affected by conflict and natural disaster. OCHA supports the work of the Humanitarian Country Team (HCT), the Inter-Cluster Coordination Mechanism (ICCM) national authorities and other humanitarian partners including NGOs in Yemen. 

The national Public Information Communication Analyst will be based in Aden where s/he will be a member of the Humanitarian Financing Unit (HFU) team. Under the direct supervision of the Head of Unit and with the overall direction of the Head of OCHA and working as an integral part of the organization’s team, the incumbent will ensure maximum professionalism and add capacity in supporting the implementation of OCHA Yemen work plan.

Position Purpose

Public Information Communication Analyst will be a member of the Humanitarian Financing Unit (HFU) team with the role of supporting the unit with communications and reporting. Under the direct supervision of the Head of Unit, with overall direction of the Head of OCHA, and working as an integral part of the organization’s team, the incumbent will ensure maximum professionalism and add capacity in supporting the implementation of OCHA Yemen work plan and the objectives of the Fund.

Key Duties and Accountabilities

Implement Communication and social media strategies

– Ensures implementation of information programmes to publicize priority issues and/or major events, to include drafting information strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome.

– Monitors and analyzes current events relevant to the Funds, partners and related activities in public opinion and press, identifies issues and trends, and advises management on appropriate action/responses.

– Produces or oversees production of a specific type or types (e.g. print, broadcast, etc.) of information communications products (e.g. annual report, success stories, brochures, dashboards, etc.), 

– Preparing communication and information product plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution.

– Contributes content to and maintains appropriate and timely web and social media outreach for the YHF.

Provides high quality reporting and analysis. 

• Prepares high-quality reporting and analysis, by establishing and maintaining reporting system within the unit; drafting and distribution of regular products of the Funds (Yemen Humanitarian Fund (YHF) and Central Emergency Response Fund (CERF)).

• Leads on the preparation of the YHF annual report and similar reporting requirements.

• Prepares donor and resource mobilization documents and profiles.

Partnerships

• Initiates and sustains professional relationships with key constituencies.

• Acts as focal point in the Fund for engagement with the different communication platforms.

• Drafts YHF resource mobilization strategy and action plan, donor profiles, etc.

• Produces or oversees production of multimedia human interest stories, tweets, press release statements, etc.

• Drafts donor reports and proposals as required

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Requirements:

Education

–  An advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration, or a related field is required. Or

  – A first-level university degree (bachelor’s degree) in combination with an additional two years of           qualifying experience will be given due consideration in lieu of the advanced university degree.       

 Experience, Knowledge, and Skills

– A minimum of two (2) years (Master’s degree) or four (4) years (First-level university degree) of relevant responsible experience in communication, journalism, international relations, public administration or related field is required. 

– Experience in reporting and drafting documents and policies is desired. 

– Experience with crisis communications and social media is desired. 

– Excellent command of Office suite applications (Word, Excel, Access, PowerPoint) desired.

– Working experience in graphic design, and photo or video editing software is desired.

– Fluency in the UN language of duty station is required.

– Fluency in the national language of the duty station is required for local staff
