Role Purpose 

Develop project management processes through implementing section policies and complying with required quality standards and project management framework and methodology in-line with the department strategic objectives.  

Key Responsibilities 

Project Management Operations 

  • Develop and implement technology project management processes and guidelines, in line with leading practices, to ensure efficient and effective execution of all technology projects, and in alignment with DCT’s digitization and technology priorities. 

  • Ensure that all technology projects and plans are implemented in line with established standards, process, and framework to achieve organizational goals and objectives. 

  • Provide recommendations and advice on the development of technology projects strategies and procedures and identify and troubleshoot potential problem areas/mitigate project risks, and develop best solutions.  

  • Develop and communicate best practices, techniques, and tools for project management, to ensure project management process implementation and alignment with the department’s objectives.  

  • Lead on the conduction of awareness sessions, coach and mentor projects’ team members to ensure the scope, goals, and deliverables of technology projects support business goals in collaboration with senior management when and if required.  

  • Prepare progress reports of all projects as per the agreed metrics, escalating red flags and recommendations.  

  • Conduct Project quality audit, monitor the compliance of projects with the expected quality standards and deliverables outputs to ensure standardize the processes.  

  • Set and monitor financial targets by forecasting requirements, reviewing project expenditure gaps and developing corrective plans.  

  • Proactively monitor IT programs and ensure that corrective methods and plans are identified to ensure a smooth run of work. 

  • Build and nurture external networks consisting of government and industry experts, vendors and other relevant parties for partnerships, shared services, knowledge, cost optimization. 

Shared Activity 

  • Ensure effective cascading of the functional strategy into section business plans to ensure vertical alignment and horizontal integration with other interfacing sectional strategies.  

  • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.  

  • Carry out any other duties and responsibilities related to the role at the request of the direct manager. 

  • Manage and ensure effective implementation of functional policies, procedures and controls covering all areas of assigned section activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.  

  • Follow all relevant departmental policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner. 

  • Demonstrate compliance to organization’s values and ethics at all times to support the establishment of a value drive culture within the organization 

  • Contribute to the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.

Qualifications  

  • Bachelor’s Degree in IT related field such as IT, Computer Science, Computer Engineering or related subject.

  • Certifications in PMP, Agile or PRINCE2 certifications.is preferred. 

Experience 

  • At least 10 to 15 years’ of experience in Information Security, Corporate Security, Cyber Security or equivalent.  

Skills 

  • Language: Full professional English and Arabic proficiency both in speaking and writing 

  • Skilled in MS Office (PowerPoint, Word and Excel)  

  • High level of competency in relevant software applications 

  • Administrative skills and attention to detail 

  • Self-motivated with a proven ability to complete work in a timely manner 

  • Ability to quickly integrate with existing business software tools and knowledge of other relevant industry software 

  • Excellent written and verbal communication skill – including appropriate stakeholder alignment 

  • Evidence of creating, implementing, and managing policies and procedures 

  • Ability to multi-task and to prioritize work effectively  

  • Ability to work under own direction and high degree of initiative 

  • Knowledge of the principles, practices and techniques of project management and adoption  

  • Extensive experience of analyzing and understanding customer and business needs and translating them into application and operational requirements. 

  • Ability to work in both agile and waterfall and managing resources and people effectively within both methodologies  

  • Thorough understanding of information technology procedures and practices 

  • Thorough understanding in performing risk, business impact, control and vulnerability assessments
