<strong>Requisition ID: <strong>267925<br></strong></strong><ul><li> Relocation Authorized: International – Family </li><li> Telework Type: Full-Time Office/Project </li><li> Work Location: Jubail <br></li></ul><strong><u>Position Summary<br><br></u></strong>Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.<br><br><strong><u>Summary<br><br></u></strong><strong>Major Responsibilities:<br><br></strong>The Project Engineer – Urban Planning is responsible for managing all aspects of technical urban planning for current and future areas within the Jubail Industrial City and for coordinating between the Engineering Department and the Urban Planning Department.<br><br><strong><u>Essential Job Duties<br></u></strong><ul><li> Management and coordination of Urban Planning & Design tasks associated with development of Jubail Industrial City. </li><li> Assist in the planning, design and implementation of infrastructure and development projects. </li><li> Help in the review, approval and technical direction for relevant planning & technical studies. </li><li> Help in the review and approval of infrastructure and development documents and reports. </li><li> Preparation of essential contractual documents such as Scope of Work, Request for Proposal (RFP) and Information Report. </li><li> Apply sustainability requirements of urban and industrial downstream clusters. </li><li> Support to develop and execute all program reviews. </li><li> Provide technical advice as well as expertise to systems development technical project groups. </li><li> Support reviews of all existing and proposed applications for investor developments against the city development guidelines and industry best practice. </li><li> Assisting in the management of a city’s current infrastructure and urban resources. </li><li> Designing and adapting city plans for population growth and development. </li><li> Coordinate with government agencies. </li><li> Create and interpret maps and diagrams. </li><li> Meet with public officials and the public regarding development plans and land use. </li><li> Demonstrate artistic flair, creativity, imagination, lateral and spatial thinking. </li><li> Drawing and IT skills, including the ability to use computer-aided design. </li><li> Client management skills. </li><li> Engages in continuous learning and development that enhances individual performance and organization capabilities. </li><li> Proactively educates junior specialists and others throughout the organization. <br></li></ul><strong><u>Skills And Qualifications<br><br></u></strong><strong>Essential Technical: <br></strong><ul><li> Relevant university/college degree in Urban Planning. </li><li> Minimum 15 years’ experience in Urban Planning, Urban Planning studies design & development including at least 3 years associated with industrial developments (e.g., some, either or combination of: cities, districts, lots in a design, master planning, industrial planning, approval and regulatory capacity, or similar to be described, submitted and discussed separately as part of the application and interview). </li><li> Experience with preparing consultancy scopes of work and with technical and commercial management of technical consultants. </li><li> An interest in the environment, life sciences and knowledge of the conditions needed for wildlife to flourish. </li><li> Detailed knowledge of the principles behind new urbanism, transit-oriented development, and complete street design. </li><li> Experience in planning. <br></li></ul><strong><u>Essential Behavioral<br></u></strong><ul><li> Skill software, GIS programs, AutoCAD, Photoshop and3D sketch up. </li><li> Ability to assist and prepare self-study for issues that related to the urban planning such as sites selection and services distribution, environmental impact, traffic and transportation assessment, real-estate development, evaluation of housing demand, population projection statistics and legislations zoning policy and development regulation policy. </li><li> Knowledge of: industry/ regulatory codes and standards, e.g. Zoning Codes Standards. </li><li> Fluency in Arabic Language. <br></li></ul><strong><u>Preferred
