It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port &amp; pipeline expansions, and more.<br><br><strong><u>Summary<br><br></u></strong><strong>Major Responsibilities:<br><br></strong>The Project Engineer is responsible for supporting the Area Engineering Manager to monitor and coordinate planning for project implementation.<br><br><strong><u>Job Dimensions</u></strong> <strong> B. Contacts <br></strong><ul><li> Supervision Received </li><li> Receives operational supervision from a Senior Project Engineer or Area Engineering Manager </li><li> Receives administrative and technical supervision from an Area Engineering Manager, Manager of Engineering or a senior Project Engineer. </li><li> As the point of Bechtel-Client contact on engineering aspects of assigned project or portions of a project, maintains regular client contact for progress of work, exchange of information, advice. <br></li></ul><strong><u>Essential Job Duties<br></u></strong><ul><li> Directs and coordinates activities for the project or assigned portion relating to studies. </li><li> Prepares scope of work for studies in terms of deliverables, resources, projections, manpower, cost and schedule. </li><li> Demonstrated ability to analyze work breakdown of study scope into stages of: data collection; options; recommendations; analysis and results; </li><li> Demonstrated ability to prepare written scope of work to optimize resources and focus on client needs; </li><li> Prepare scope of work and manage execution of studies in one or all of the following areas: Land use planning; economics and marketing; engineering systems and networks; sustainability and environmental planning; standards; asset management; </li><li> Establishes or assists in establishing the detailed project execution plan and the development of the overall project budget and schedule. </li><li> Manages Consultant interfaces by applying sound business logic; uses interpersonal and forthright conversation skills to negotiate and resolve conflicts with a win-win outcome whenever possible. </li><li> Visits jobsite as required for exchange and validation of information </li><li> Coordinates activities among client representatives on the project. </li><li> Reviews project progress against approved schedules, evaluates changes and takes corrective action when required. </li><li> Manages the flow of information required from third parties and client representatives to assure the timely progress of the engineering work. </li><li> Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate. </li><li> Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. <br></li></ul><strong><u>Skills And Qualifications<br><br></u></strong><strong>Essential Technical: <br></strong><ul><li> University degree in an engineering discipline. </li><li> Minimum 10 years work experience in engineering with 5 of those years in planning and design of civil infrastructure. </li><li> Understand and adapt industry standard design procedures and be able to explain and communicate them with clarity in both written and verbal form. </li><li> Proficient knowledge of project engineering processes and procedures. <br></li></ul><strong><u>Essential Behavioral<br></u></strong><ul><li> Skill in oral and written communication. </li><li> Capable of dealing and interacting with challenging people and situations. </li><li> Multi-tasking co-ordination skill while executing complex and challenging project /program execution. </li><li> Able to work in a culturally diverse environment <br></li></ul><strong><u>Preferred Technical<br></u></strong><ul><li> Masters or higher degree is desirable but not required. </li><li> Hands on ability to critique consultant presentations to client for clarity and fit for purpose. </li><li> Proficient knowledge of project engineering processes and procedures. </li><li> Proficient knowledge on planning, application and coordination of 2-D and/or 3-D Computer Aided Design (CAD) design processes on a project. </li><li> Knowledge of industry/regulatory codes and standards and design criteria pertinent to the particular discipline. <br></li></ul><strong><u>Preferred Behavioral<br></u></strong><ul><li> Multi-tasking co-ordination skill while executing complex and challenging project /program execution, proposals. <br></li></ul><strong>Shaping tomorrow together<br><br></strong><strong>Bechtel is one of the most respected global engineering, construction, and project management companies.
