Project Summary

Heartland Alliance International (HAI) is implementing a second phase of Aman Project for combatting trafficking in persons in Iraq, called Aman II: Combating Severe Forms of TIPs in Iraq. The project seeks to work with the Iraqi government to more effectively protect victims of trafficking and prosecute traffickers. Project activities will be implemented in Baghdad and other governorates of Federal Iraq, with potential referrals to the KRI governorates. The project consists of two interrelated and mutually-reinforcing objectives: Objective 1: Institutional changes are created to enhance the prevention, protection, and prosecution of human trafficking in Iraq by creating synergies between stakeholders and leveraging existing structures;  Objective 2: VoTs have access to comprehensive services that are fundamental in responding to their needs.

Essential Duties and Responsibilities

The project coordinator will be based in Baghdad, with travel as needed to other governorates, including Erbil and Sulaymaniyah. He/ She will work directly under the supervision of the project manager to assist with program implementation, ensuring that all program activities will be implemented in line with the project work plan and in accordance with HAI and the donor’s standards and requirements. The project coordinator will provide support for technical oversight of all components of the project, including working closely with HAI’s M&E, technical, finance and HR/administrative teams to ensure successful project implementation. 

Project Technical Support:

  1. Project implementation support
    • Following up the daily implementation of project activities;
    • Works closely with the project manager in identifying the needs and the necessary steps for implementing the project effectively, toward reaching objectives;
    • In close coordination with the project team, project reporting officer and the HAI M&E team to monitor and report the developments of the program activities;
    • Provides administrative and technical support for planning, organizing, and preparing trainings, roundtable discussions, events, campaigns and other activities to achieve project objectives;
    • Assist the project manager to monitor work plans, budgets, and progress reports as required by HAI and the donor;
    • Assists in supporting, monitoring and counseling project team members to enhance effectiveness of activities, including providing on-site training and mentoring to staff.
    • Participating in regular visits to governorates and participating in the meetings 
  2. Communication and Monitoring & Evaluation
    • Collaborates closely with project manager to continuously assess status of implementation against project work plan and makes recommendations for appropriate steps to ensure project is on track in meeting deliverables.
    • Assist the project manager in coordinating the drivers and track movement for security reasons.
    • Ensure accurate data collection from project team members in HAI M&E tools.
    • Take the lead in gathering and writing of weekly, monthly, quarterly, and annual project reports, ensuring timely and high quality reporting with the program reporting officer.
    • With the project manager, represents HAI to NGO partners, government officials, funding sources, other partners, beneficiaries, and at conferences, meetings and other outreach opportunities.
    • Regularly attends the relevant Task-Force- working group meetings in coordination with the project manager.

 

  1. Financial management.
    • Manages project expenses and reimbursements under direction of the project manager.
    • Assists project manager in monitoring and preparing monthly budget forecasts and projections.
    • Works with project manager and director of finance to monitor and revise budgets, as needed.

 

  1. Other duties, as assigned

RELATIONSHIPS:

  • Reports to Project Manager, with oversight from Senior Program Manager and Country Director.
  • Supports project manager in managing team relationships and serves as back-up point of contact for project team members in absence of project manager.
  • Collaborates closely with project manager and Senior Program Manager on a daily basis.
  • Provides support and interacts with project partners in Iraq, and the Kurdistan Region of Iraq.
  • Communicates with country director, Senior Program Manager and Country Director, Security Coordinator and support staff, as needed.

 

QUALIFICATIONS

Essential

  • Bachelor degree in international relations, social science, or other relevant degree; master degree preferred.
  • Minimum of 5 years experiences working with an international non-governmental organization;
  • Previous experience in  the implementation Human Rights programs in Iraq.
  • Proven project coordination and management skills with experience supporting complex projects.
  • Strong interpersonal skills and mentoring skills to work effectively with partners, government officials, local NGOs, media, and staff.
  • Demonstrated success in supporting effective, efficient and timely project planning, financial management, program monitoring, report writing, and identifying and procuring technical assistance. 
  • A track record that demonstrates energy and creativity, and the ability to successfully prioritize and manage competing priorities
  • Excellent verbal and written communication skills
  • Ability to reside in Baghdad and travel to project locations when needed.
  • Ability to remotely communicate and support the project team.

Languages

Required – Fluent in English (read, write and communicate), Arabic and any other local language

Computer Skills:

·   Microsoft  Project, Microsoft Office (e.g. Outlook, Excel, Word, PowerPoint), and other software applicable to the area of work
