Programme Officer Organizational Setting and Work Relationships
The Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCRΒΏs Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCRΒΏs Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. Duties
– Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
– Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
– Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
– Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
– Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.
– Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. – Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
– Contribute to ensure consistent and coherent monitoring approaches, tools and systems in line with global standards and polices.
– Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. – Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities.
– Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. – Perform other related duties as required. Minimum Qualifications
Education & Professional Work Experience

Essential
Familiarity of UNHCRβs Operations Management Cycle, the Programme related procedures e.g. resource allocation and planning processes. Demonstrated experience in effective partnership management and multi-stakeholder collaboration in humanitarian or development contexts. Experience in strategic planning processes in a results-oriented and consultative way in the field and at Regional Bureau level. Knowledge of results-based management (RBM) concepts and tools as well as programming policies and approaches, including planning, implementation, and monitoring.

Experience in building and leading teams and coordinating consultative processes. Experience with organisational change processes. Experience with UNHCR and other UN programming and national development planning processes. Training in UNHCR’s protection and management learning programmes. Nature of Position:Under the direct supervision of the UNHCR Senior Programme Officer, the incumbent will need to demonstrate the capacity, skill set and competencies necessary to work in a challenging position in a highly complex operational context
The applicant should have solid experience in programme management with skill set for monitoring, remote monitoring and evaluation. Additionally, working experience with refugees, Internally Displaced Persons (IDPs), national institutions, operational/project partners, donors, civil societies, hosting community will be helpful. The candidate should possess excellent technical knowledge including UN/UNHCR Financial rules and regulations, experience in managing large-scale programmes with multiple Donor earmarking, experience in the emergency operations, experience in programme management/monitoring of complex operations, excellent reporting skills, knowledge of various Donor reporting requirements. Completion of Programme Management Learning Programme is an asset. Incumbent is expected to have an in-depth knowledge of a result-based framework including the use of theory of change and a problem-solving approach. Working knowledge of Arabic and completion of Programme Management Programme are assets. The incumbent will have supervisory role.
Living and Working Conditions:In Libya, UNHCR is currently working with a very small number of international staff, travelling to Libya on rotational basis for a continuous period of about one and a half months , while it is maintaining a back-office in Tunis where some functional Units are located. UNHCR national staff is based and operates in Libya. In view of the volatile security situation, UNHCR international staff in Tripoli currently work and live in two different locations, with overnight accommodation at a designated UN compound. All movements for international staff in Libya, including from the compound to the office are restricted and permitted only through the use of armoured vehicles. In Tripoli, international staff are accommodated in designated compound sharing an apartment with one or two colleagues and moving the personal items during the period of RnR due to staff rotation and limited space available. The incumbent is also expected to demonstrate flexibility with regard to the lengthy and unpredictable visa process for Libya which may require to ability to remotely manage the team in Libya from Tunis.
The incumbent should be prepared to work under very challenging conditions and be able to manage stressful situations and cope well in an unpredictable and pressurised environment
