Role Purpose
The Programme Manager takes accountability for delivering the intended programme business results within time and budget, scope and quality. They are responsible for managing and implementing all aspects of change (both business and technical) through the lifecycle of the programme. They are responsible for regular and effective communication with project sponsors and other key stakeholders to report progress, resolve issues and mitigate risks where necessary
Key Accountabilities & Activities
General
- Defines and implements the overall programme, structure and approach, including the programme plan and interdependencies and critical success factors.
- Manages a multi-disciplinary team to drive the programme to achieve the intended business outcomes against the defined critical success factors.
- Manages supplier relationships to ensure delivery across the programme.
- Ensures the programme workstreams and projects are effectively defined and planned and aligned to the overall programme.
- Manages the key interdependencies within and external to the programme.
- Manages changes in programme direction, scope, costs and timing.
- Provides direction for all programme level risks and issues.
- Defines, implements, and manages the programme governance to ensure effective reporting and communication are in place.
Programme Management
- Identification, planning and coordination of a set of related projects within a programme of business change, to manage their interdependencies in support of specific business strategies and objectives.
- Applies the appropriate delivery methodology for the programme.
- Determination, monitoring, and review of programme scope, costs, and schedule, programme resources, inter-dependencies, and programme risk.
- Plans, schedules, monitors, and reports on activities related to the programme, ensuring that there are appropriate and effective governance arrangements, supported by comprehensive reporting and communication.
- Plans, directs, and co-ordinates activities to manage and implement complex programmes from contract /proposal initiation to full integration with “business as usual”.
- Aligns the programme objectives with business objectives.
Relationship Management
- Gains commitment to action through consultation and consideration of impacts.
- Leads the development of stakeholder management strategies and plans.
- Builds long-term, strategic relationships with senior stakeholders (internal and external).
- Facilitates the engagement of stakeholders.
- Ensures ongoing communication with stakeholders to understand and agree what will meet their needs.
- Gains appropriate feedback from key stakeholders to ensure the programme maintains its delivery schedule.
Background, Skills & Qualifications
Knowledge, Skills and Experience
- In depth knowledge and experience of all stages of the project and programme lifecycle, including development of business cases, mobilization of programmes.
- Knowledge of multiple project management methodologies, i.e., Prince2, MSP
- Experience of delivering complex programmes in a multi-vendor environment
- Ability to develop a strong programme team, potentially across multiple organizations and locations.
- Strong interpersonal and communication skills (both verbal and written)
- A good understanding of the stakeholder political pressures on projects.
- Strong stakeholder management skills
- Be able to think holistically and analytically and know when to take which approach.
- Be capable of visualizing a problem context/situation, develop several resolution options and think them through from concept to implementation.
- Have a clearly methodical approach.
Typical background for this role requires 10 years’ experience of project and programme management, ideally gained in strategic complex projects for large organizations.
