The incumbent is responsible to ensure that CBI is compliant with the CBI policy, technical guidance and administrative instructions on CBI, in collaboration with the relevant multi-functional team (MFT) members. S/he will ensure the strategic and coherent use of CBI in UNHCR and monitor it adequately. S/he will ensure adequate coordination of all CBIs in line with the collaborative cash delivery principles and provide technical guidance on CBIs to UNHCR staff. Internally the Programme CBI Officer will liaise with UNHCR country offices and/or Bureaux and/or HQ. Externally, s/he will liaise with Implementing and Operational Partners, National Governments, line ministries, UN agencies, members of Cash Working Group, donors and other stakeholders. The incumbent is expected to work in line with the multi-functional team (MFT), ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties – Promote cash assistance, and the strategic and coherent use of CBI, ensuring that CBI is maximised to meet protection needs, in assistance and service provision throughout the displacement cycle, including in emergencies. – Promote and ensure linkages with social protection and financial inclusion. – Provide technical support on strategic planning and policy making on activities within the area of CBIs, including assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modalities, coordination and monitoring. – Support to ensure that CBI is fully, effectively integrated into the country operations plan and protection and solutions strategies. – Support and collaborate with protection and sectors to increase the use of CBI in e.g. protection, education, shelter, livelihoods, health and WASH programmes. – Establish sound monitoring process for cash assistance. Analyse trends and interventions, including CBI expenditure, upstream and downstream activities. Ensure post distribution monitoring (PDM) is conducted regularly and in line with the relevant guidance. – Ensure fluid communication and information exchange with key stakeholders internally and externally, and participate in relevant coordination and collaboration structures. – Represent UNHCR in inter-agency coordination mechanisms and fora, promote and maintain collaborative cash arrangements and strong relations with partners and other key actors. – Generate data and analysis for evidence-base, communication, and visibility. – Organise and/or support CBI-related learning and capacity building, including organising trainings and learning events. – Fulfil CBI-related reporting requirements. – Support the use of UNHCR CashAssist. – Perform other related duties as required. In Country Operations: – In close collaboration with the Senior Management and under their leadership, ensure the functioning of the CBI component of the Multi-Functional Team (MFT). – Ensure CBI is implemented according to UNHCRΒΏs policies, rules and processes. – Ensure CBI is included in the preparedness and response planning, and prepare UNHCR to be the first responder to new emergencies/ and return situations with CBI. – Conduct required assessments to ensure optimal CBI design. – In collaboration with Finance, establish CBI Standard operating procedures (SOPs) for the operation, and coordinate the review with RB and final clearance with HQ. Support partners in developing SOPs. – Coordinate the implementation of CBI in accordance with the SOP, ensuring audit trail and proper accountability. – Coordinate with Supply for timely procurement of financial service providers, including the technical evaluations and any other procurement related issues, as well as contracting of financial service providers. In Regional Bureaux: – Ensure the coordination of CBI across the Regional Bureau and the country operations. – Provide technical support to country operations in all aspects of CBI across the programme cycle, in line with UNHCRΒΏs guidance and policy. – Review and provide inputs for CBI Standard operating procedures (SOPs) for the operations and coordinate the review and final clearance with HQ. – Review and provide inputs on issues and documents relating to procurement and contracting of financial service providers, including participation in technical evaluations as required. In Headquarters: – Contribute to and generate guidance, policies, tools, and evidence-base on the use of CBI, including policy documents, technical guidance, evaluation, lessons learnt, communication and visibility materials, reports, and synthesis. – Provide technical support for the rollout and the implementation of CBI to regional bureaux and operations. – Contribute to CBI-related knowledge management, training, and learning. – Contribute to the clearance of Standard Operating Procedures with DFAM, review CBI procurement-related documents with SMS, review CBI-related contracts with Financial Service Providers with LAS, and collaborate with other divisions as required. S/he is required to have strong technical expertise in cash based interventions, including implementation of CBI using different delivery mechanisms in forced displacement context, and be conversant with the relevant UNHCR policies, initiatives, and global trends in relation to CBI, especially in relation to targeting, common cash facilities, cash coordination and/or link between humanitarian cash assistance and social protection. S/he is expected to have good understanding of the UNHCR programming and M&E in general, who is also able to contribute to strategic planning. S/he is also required to have good coordination and communication skills. A major challenge is the provision of <u>reliable electricity</u> across the country. Many of the residential buildings have installed generator-based back-up systems, however due to diesel shortages and increased fuel prices, electricity cuts are noticeable, between 6 to 20 hours a day. The cost of reliable electrify supply increased significantly and can be up to USD1,000 per month. The <u>shortage in medical supplies</u>, availability of medical specialists also needs to be considered during the application process. Similarly, a shortage in water supply takes place across the country and needs are covered by local water trucks most of the time.<br><br><strong>Nature of Position:<br><br></strong>UNHCR leads the development and implementation of the Lebanon Crisis Response Plan to the Syrian refugee crisis, together with the Ministry of Social Affairs and UNDP, and maintains sectoral leadership in the areas of protection, basic assistance, shelter, health and social stability. UNHCR Lebanon implements large scale cash-based programmes, such as multipurpose and seasonal/winter support cash assistance programmes, Protection cash assistance programmes, Cash for Rent, DAFI (education), in addition to in kind assistance and direct intervention programmes in WASH, Shelter and individual support in emergency situations. Overall, cash modality is being applied for an operational value of over USD 100 million on an annual basis. UNHCR needs to continuously demonstrate its leadership, technical expertise, on cash interventions throughout each step of the operational management cycle in the diverse and dynamic interagency and inter-organizational forums. These includes the inter-agency cooperation platform Lebanon One Unified Inter-Organizational System for E-cards (LOUISE), Basic Assistance Working Group of the LCRP coordination structure among others. Moreover, there is a high interest from key donors on cash programmes for refugees in Lebanon on its integrity, cost-effectiveness and efficiencies, innovations, replicability, and refugee data protection.<br><br>Reporting to the Senior Programme CBI Officer, the Programme CBI Officer manages the operational aspects of the Basic Assistance/Cash programmes, including multi-purpose cash/winter assistance (cash) programmes and delivery mechanisms to other cash modality. The Programme CBI Officer oversees and ensures timely, relevant, and efficient delivery and management of Basic Assistance Cash Assistance Programmes in line with UNHCR Policy on CBI and pertaining Guidance Notes and toolkits. It includes providing oversight, technical advice and support to the UNHCR Basic Assistance Unit as a whole, other UNHCR Technical Units, Senior Management and Field Offices in relation to planning, design, targeting and implementation and monitoring of cash based interventions and basic assistance programmes in Lebanon. He/She will have to keep abreast of all new trend in the global cash sector and try to apply innovative, and yet simplified, procedures for implementation.<br><br>He/She assists in developing the Basic Assistance strategic and programmatic plans for UNHCR Lebanon. This includes supporting the preparation of project proposals, concept notes, workplan, dashboard and progress reports. It also encompasses working in close coordination and joint planning internally with relevant units (ICT, Programme, Finance, Communication with Communities, Protection, Registration, External Relations) and field offices, including initiating and coordinating dedicated multifunctional teams as needed, and externally with key stakeholders, especially WFP, LOUISE agencies, Financial Service Providers, and Basic Assistance actors.<br><br>Finally, the Programme CBI Officer leads technical projects and initiatives in relation to basic assistance programmes, which include issues related targeting/prioritization, cash delivery mechanisms and Financial Service providers assessment and selection, needs assessment, monitoring and evaluation, complaint and feedback mechanisms, contingency planning, information management and coordination.<br><br><strong>Living and Working Conditions:<br><br></strong>Lebanon has seen a drastic decline in living conditions and services in the last three years, especially outside of Beirut. UNHCR is present in Beirut and Tyre (classified in 2022 as C, family duty stations) as well in Tripoli, Qobayat, and Zahle (classified by ICSC in 2022 as category B, family duty stations). New hardship revision of duty stations in Lebanon is planned by ICSC for the end of 2022.<br><br>Most duty stations are within 1.5 hours of Beirut. Rafik Hariri International airport is located in the southern suburbs of Beirut, less than 10km away from downtown.<br><br>Lebanon has a Mediterranean climate – hot and dry in summer (June to August), cool and rainy in winter (December to February). In summer humidity is very high along the coast and daytime temperatures average 30Β°C, with night temperatures not much lower. Winter is mild, with daytime temperatures averaging 15Β°C. In the mountains, summer days are moderately hot (26Β°C on average) and the nights cool, while winters are cold, with snowfall above 1300m.<br><br>The timely issuing of the entry <u>visas and residence permits</u> has proven to be a challenge for UNHCR Lebanon, which may delay the staff member’s assignment process, including their dependents. Even though personnel can visit Lebanon using the UNLP and will receive a 6-month visa upon arrival, it is imperative that staff arriving from abroad to take up assignment in Lebanon receive the applicable entry visa at the Lebanese Embassy/Presentation closest to the point of their departure. The residency permit process can be only initiated when the staff and their dependents are able to secure Lebanese entry visa on their national passports. Preapproval process of the Lebanese entry visa depends on the approval granted by the MFA and take 4-5 weeks to obtain.<br><br>Due to near <u>collapse of the banking sector</u>, many international staff do not use local banks for their finances and rely more on international bank accounts to make transfers or relying on transfers though financial service companies. International staff arriving to the country should easily find furnished apartments across the country.<br><br>Lebanon is an unpredictable country and, and subject to the political climate within the country, protests can occur in different parts of the country and theft has seen a sharp rise. UN staff remain indirectly affected by crime but could be potential targets. The terror threat is slowly increasing partially due to the degradation of the inhibiting context.
