<p><strong>Terms of Reference</strong></p><p><strong>Positions Title: </strong>BRCIS Program Coordinator <strong>Reports to: Program Director</strong></p><p><strong>Locations: Garowe (50%) and Galkayo (50%) Job Grade: Level 5</strong></p><p><strong>No of staff Supervision: minimum 2 Employees.</strong></p><p><br></p><p><strong>About KAALO</strong></p><p>KAALO Aid and Development (KAALO) is a non-profit, humanitarian, and development organization with its headquarters located in Garowe, Puntland – Somalia. The organization’s vision is to alleviate poverty and injustice in Somali society by building household and community resilience and promoting equitable and sustainable development.</p><p><br></p><p>KAALO was established in March 1991 by a volunteer group of intellectuals just after the Somali central government’s collapse to assist the vulnerable and marginalized communities who had been displaced from their homes due to the civil war that erupted. Since then, KAALO has been responding to the needs of vulnerable and destitute populations in complex protracted emergency situations, providing both lifesaving and long-term support, complementing the efforts of the government and other humanitarian partners.</p><p>KAALO manages programs in a range of sectors including health, nutrition, water, sanitation, hygiene (WASH), education, food security and livelihoods, gender, and human rights and governance. KAALO is strategically positioned to respond to the needs of vulnerable crises – affected communities through immediate lifesaving humanitarian response programs, Recovery and resilience building programs and, and human rights/governance programs.</p><p><br></p><p>KAALO targets vulnerable, impoverished, and marginalized community groups affected by crises including Women, children, elderly people, internally displaced persons, returnees, refugees, asylum seekers, marginalized disadvantaged rural communities, and duty bearers.</p><p><br></p><p><strong>Strategic Objectives</strong></p><ol><li>Improve the provision of timely emergency and humanitarian response services to the communities affected by human and natural disasters in our target operational areas.</li><li>To promote nutrition, food security, income security, and resilience among the most vulnerable household and communities in Somalia</li><li>To enhance the delivery of human rights, democracy, and effective governance in Somalia</li></ol><p><br></p><p><strong>ABOUT THE PROGRAM</strong></p><p>vulnerable rural communities to cope with shocks and stresses. The program aims to contribute to <strong>reduced severity of humanitarian needs and displacement in Somalia (Impact)</strong>, to be evidenced by the reduction in populations in IPC3+ and reduced displacement from BRCiS communities. This will be achieved when marginalized <strong>communities in disaster-prone, rural Somalia have sufficient social, financial, and environmental assets to better cope with shocks and stresses (Outcome), </strong>demonstrated by increased average resilience capacities of communities per the Analysis of the Resilience of Communities to Disaster (<span>ARC-D</span>) scale, increased sustainable access to safe water for domestic and productive use, increased household financial assets, and an increased percentage of early and/or anticipatory actions that are resourced locally.</p><p><br></p><p><strong>SUMMARY OF JOB</strong></p><p><strong>BRCIS Program Coordinator </strong>will work under the supervision of the Program Director and will be responsible for coordinating and supporting the implementation of the Building Resilient Communities in Somalia III (BRCiS III) project which Supports vulnerable rural communities to cope with shocks and stresses. The incumbent will ensure the achievement of the project’s results and indicators, fulfilling the projects’ contractual obligations, and ensuring timely and quality implementation. He/she will be the program focal person in the coordination between KAALO BRCiS Program Management teams and government coordination.</p><p><br></p><p><strong>Specific Duties and Responsibilities</strong></p><ul><li>- Coordinate and oversee the program’s implementation in terms of the work plan, budget, and result framework.</li><li>- Support Project teams to ensure the quality of implementation and timely reporting.</li><li>- Provide leadership and technical guidance to the project teams.</li><li>- Support and facilitate the project management meeting for project teams and ensure</li><li>project files are regularly updated.</li><li>- Compile the program reports and submit compiled reports to Donors as per contractual</li><li>guidelines.</li><li>- Document and utilize the project’s key lessons learned for improvement program</li><li>delivery.</li><li>- Closely Coordinate with operation teams to ensure compliance and utilization of project</li><li>budget effectively.</li><li>- Support and coordinate the project Meal activities with CMU and KAALO MEAL</li><li>departments.</li><li>- Provide Regular updates to the SMT to progress and key challenges of the project.</li><li>- Strength the positive and trusting relationships between the project team as well as</li><li>BRCIS CMU, and consortium Members which foster professional development, program ownership, and decision-making of project staff to reach greater program impacts.</li><li>- Represent KAALO to BRCIS program Management teams and Working groups.</li><li>- Represent KAALO to Government coordination related to the program and other</li><li>stakeholders.</li><li>- Work closely with KAALO’s Proposal development teams and support efforts of</li><li>fundraising.</li><li>- Contribute and participate in KAALO ‘s Strategic Plan development-related sector.</li><li>- Participate the KAALO’s Fundraising Initiatives and donors’ Engagement.</li></ul><p><br></p><p><strong>Required Qualifications and Experiences</strong></p><ul><li><span>Master’s degree in agriculture, Agro forests, Animal Husbandry Development Studies, Social Sciences, Economics, Business, Environment, and or other discipline relating to Livelihoods and resilience.</span></li><li><span>A minimum of Five (5) years of progressively responsible experience in a similar role – specifically Building a community resilience program Management</span></li><li><span>Strong planning, monitoring, and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks.</span></li><li><span>Very strong experience in resilience and livelihoods programming at both strategic and operational levels</span></li><li><span>Demonstrated experience in integrating gender and diversity issues into programs.</span></li><li><span>Certified in Project management Professional Evidence of project cycle management</span></li><li><span>Experience, including strategic planning, budgeting, reporting, monitoring & evaluation.</span></li><li><span>Ability to work with local authorities and rural communities including traditional and political leadership.</span></li><li><span>Demonstrated ability to provide leadership in a highly motivated team</span></li><li><span>Strong skills in networking, representation, and building relations with diverse stakeholders.</span></li><li><span>Experience in building the capacity of the team internally and of external stakeholders.</span></li><li><span>Excellent oral and written English skills.</span></li></ul><p><br></p><p><strong>How to apply</strong></p><ul><li>If you meet all the above requirements, please send your resume and cover letter to <span>hr@kaalo.org</span>.
