<strong>Role Purpose </strong><p><br></p>A Procurement Manager is responsible for leading the sourcing effort, identifying potential suppliers and conducting negotiations on high-value or strategic categories. Leads and supervises the execution of all procurement activities within the OPERATIONS procurement, including pre-qualification, scope clarification, RFP preparation and execution and award. Assigns work and manages the workload of the procurement professionals allocated to their team. Ensures close collaboration with NEOM Legal and Finance departments. Key success factors include speed to market, compliance, optimized cost and impeccable compliance. Is expected to contribute as part of the broader Procurement leadership team and to support improvement of processes and procedures. Is able to build relationships with business stakeholders across the organization to ensure alignment of objectives and priorities.<p><br></p><strong>Key Accountabilities &amp; Activities</strong><p><br></p><ul><li> Development of procurement strategies </li><li> Creation and management of short-, mid-, and long-term goals and objectives for themselves and the team under management </li><li> Creation and improvement of best-practice based processes (e.g., leadership of high-value/strategic sourcing efforts) </li><li> Management of business process and optimization </li><li> Identification and realization of cost-saving and cost-reduction opportunities </li><li> Optimization and management of procurement systems and solutions </li><li> Actively lead bid slate development and run RFPs independently </li><li> Manage contract negotiations and manage pre and post award activities </li><li> Managing the skills and competency development of procurement staff, including training development and knowledge management capabilities </li><li> Leadership of cross-functional teaming across other business functions and initiatives </li><li> Budget management for categories under management – and for procurement itself </li><li> Development of benchmarks to be used for continuous improvement </li><li> Assist in development financial analytics to support commercial term negotiations with performance dashboards and ROI based evaluation tools </li></ul><p><br></p><strong>Background, Skills &amp; Qualifications</strong><p><br></p><strong> Knowledge, Skills and Experience </strong><p><br></p>Skills:<p><br></p>Has the ability to both lead and being led effectively; is a team player. Has a solid understanding of services procurement, including Framework Agreements, Master Service Agreements. Has a well-developed business acumen, a commercial sense. Has a working knowledge of finance and accounting in terms of budgeting, cost management, financial accounting, treasury, risk management. Industry knowledge in terms of broad industry dynamics and trends. Has the ability to speak the same business language with the key stakeholders.<p><br></p>Has excellent communication skills and even better listening skills that allows the EPD to get the “voice of the internal customer”. Is an ambassador of the procurement ethos to the other departments and sectors. Able to “sell” procurement’s value and to run procurement as a professional services business. Has an in-depth knowledge of sourcing and procurement principles and best practices, awareness of current trends within procurement and supply chain globally. Has strong negotiation skills to use for large commercial deals.<p><br></p>Has experience with modern sourcing and procurement systems. Is familiar with relevant legislative and regulatory requirements, as well as understanding of standard contractual terms and conditions to mitigate legal risk. Has a strategic mindset and problem-solving skills.<p><br></p>Change management skills and self-awareness to take varying approaches with a dynamic set of stakeholders (e.g., expert model vs. facilitative model). Knowledge of enterprise risk management and business continuity planning. Has an agile and analytical mindset, able to find solutions and use non-traditional approaches.<p><br></p>Experience:<p><br></p>At least 10 years of experience strategic sourcing, procurement or vendor management experience; in a high growth technology environment preferred.<p><br></p>Candidates typically come up from the ranks or from procurement organizations of another firm (usually within a similar industry – but not always), but for those who come from:<p><br></p><ul><li> Other parts of the business (finance, supply chain, engineering, etc.) </li><li> Procurement consulting (i.e., partner level for many years) </li><li> The sell-side of a large supplier segment (i.e., someone who was on “the other side of the negotiating table”) </li></ul><p><br></p><strong>Qualifications</strong><p><br></p><ul><li> Bachelor’s degree in supply chain management, business or related field </li><li> Technical qualifications in engineering or applied sciences are preferred </li><li> Minimum of 8 years of experience in a procurement role, with a focus on business partnering </li><li> Experience managing and developing supplier relationships </li><li> Strong negotiation and contract management skills </li><li> Excellent communication and stakeholder management skills </li><li> Strong analytical and problem-solving skills </li><li> Ability to work well under pressure and meet tight deadlines </li><li> Experience in procurement systems</li></ul>
