<strong>Role Purpose </strong><p><br></p>The Consultancy Procurement Category in NEOM is a sub-category of the Enterprise Procurement Strategy. The <strong>Category Manager</strong> delivers world-class results and a competitive advantage to NEOM via strategic approach to sourcing Professional Services, Secondees and Supplementary Manpower services.<p><br></p>They contribute to the development of the Enterprise Category strategy or leading it for sub-categories; support, own and enable delivery of Enterprise Category strategy; bring in breakthrough ideas and best-in-class approaches.<p><br></p>They translate category strategies to sourcing and actions plan; define the team required to successfully deliver the category plan. They undertake category management activities as required; drive plans to successful execution.<p><br></p>They Business Partner with NEOM sectors to identify opportunities to drive cost savings and improve efficiencies.<p><br></p>They Drive Supplier Relationship Management (SRM) activities with key suppliers within Categories, creating joint action plans to deliver value for NEOM and itsβ subsidiaries.<p><br></p><strong>Key Accountabilities & Activities</strong><p><br></p><strong> Category Strategy Development and Implementation </strong><p><br></p><ul><li> Conduct historical analyses on business practices and stakeholder behavior to effectively derive and prioritize business requirements when interacting with supplier markets </li><li> Developing & implementing category and strategic sourcing strategies within a global environment </li><li> Develop, negotiate & performance manage contracts (including Framework Agreements) with strategic and/or material suppliers and for outsourcing of services </li><li> Tracking spend and savings performance within Categories, defining & reporting budgetary impact </li><li> Leading and/or monitoring strategy implementation and contract compliance </li><li> Business partnering with NEOM sectors to understand their priorities and risks, so that these can be translated into Business Requirements that will drive Category strategy </li><li> Championing and securing TCO reductions for the category across sectors </li><li> Leading the process to select and manage suppliers. Lead and support, when necessary, diverse negotiations teams to ensure the best outcomes according to Business Requirements. </li><li> Developing an expertise of the external Markets across the assigned Categories </li><li> Use research and market intelligence tools to monitor supplier industry trends and to validate and benchmark costs and competitive pricing </li><li> Manage projects within assigned categories with the ability to meet defined timelines and provide status updates to partners and business leaders </li><li> Manage supplier relationships and complete supplier performance management techniques following guidelines and in collaboration with partners </li><li> Monitor supplier performance observing contract obligations, SLA’s, KPI’s, and metrics to maximize compliance and avoid issues </li><li> Identify continuous improvement opportunities in procurement processes to increase efficiency and results across the department. </li><li> Deliver category strategies covering all bases of category management including contract, risk, spend, and performance </li><li> Develop and present professional presentation material, planning and governance documentation suitable for NEOM senior management as well as operational staff </li><li> Deliver relevant KPI targets (e.g. savings targets through strategic sourcing) for the managed categories as appropriate to the stakeholder needs </li></ul><p><br></p><strong>Background, Skills & Qualifications</strong><p><br></p><strong> Knowledge, Skills and Experience </strong><p><br></p><ul><li> 15+ years of combined Category Management, indirect procurement, contract negotiations, and global sourcing experience </li><li> Prior experience in Professional Services/Consulting as a category lead, manager or a consultant </li><li> Advanced knowledge of procurement solutions (e.g., framework agreements, governance and pricing structures) </li><li> Strong and effective decision-making capacity </li><li> Effective at interpreting complex and multiple sources of information to make decisions </li><li> Strong technical writing and presentation delivering skills </li><li> Strong program/project management skills </li><li> Highly effective collaboration skills </li><li> Effective at influencing others, inc. executive management </li><li> Knowledge and use of various analytical platforms and data sources (e.g., ERP, supplier data, MS Excel and Power BI applications) </li></ul><p><br></p><strong>Qualifications</strong><p><br></p><ul><li> Bachelor’s degree or equivalent, Masters preferred in Commercial, Business, or technical areas. </li><li> Professional qualification/certification from related professional organizations (e.g., CIPS, CPM, CPSM, APICS)</li></ul>
