Our client a major Oil & Gas operator are looking to add a Process Engineer Technical Authority to their team working on their processing facility in Algeria.

Role will be a 28 day on 28 day off rotational basis, it will offer an excellent day rate and contract package for this role.

Role overview

The primary role of the Technical Authorities (TA) is to act as technical integrity advisor within designated engineering discipline by ensuring the safe and consistent application of national regulatory codes, site technical practices and engineering standards. The TA shall provide assurance to the EA that all equipment and systems under their responsibility meets the Standard of Performance, and that plans are put in place to rectify any deviation that is identified.

The position – Working closely with the EA, discipline TA’s and other operations stakeholders, the process TA is responsible for developing and maintaining all relevant process engineering discipline policies and procedures to ensure the safe and reliable operation of ISG processes, systems and equipment. 
The TA’s report to the Technical Support Team Leader or Integrity Engineer TL. However, issues like approval of technical concessions and STP’s shall be brought directly to the EA for his/her approval.
Process TA, will lead and coordinate all aspects of process management and technical integrity within the ISG Operations team supporting the Engineering Authority(EA), and TA’s.

The position is suited to an experienced senior engineer capable of working in remote locations, with minimum support, as part of an international team of professional engineers representing all joint venture shareholders (3 partners).   The position is also expected to work Back-to-back with and to be able to mentor in the Process Engineering discipline.

Responsibilities

  • Provide assurance to the Technical Manager on all aspects of Technical Integrity, process systems and the process engineering discipline within ISG.  
  • Support the implementation of the Integrity Management standard as it relates to process engineeringx.
  • Performance standards for safety critical systems and equipment.
  • Verification reports for Safety Critical Systems.
  • Corrosion management
  • The definition and reporting of relevant PI’s and KPI’s which demonstrate condition and performance of relevant systems and compliance with performance standard. 
  • Ensure process related site technical, operating and maintenance practices satisfy the requirements of relevant Technical Practices, codes and Algerian laws/regulations, with respect to the process engineering discipline.  Identify and assess the impact of any discrepancies.  Where necessary produce new STP’s.
  • Provide process technical input to Management of Change (MOC) process including review and approval of relevant project design deliverables associated with facilities modifications.  
  • Respond to process EQ’s raised by operations.
  • Interface between Shareholder companies, professional networks and ISG ensuring relevant lessons learnt and best practice in the process discipline are communicated and utilised effectively at ISG.
  • Coach/Mentor local and expat staff on principles and application of process engineering.
  • Custodian of Key Engineering Documents associated with the process engineering discipline:
  • PFD’s, P&ID’s
  • Process Basis of design
  • Register of safety related devices
  • Provide Technical guidance on the application of relevant technical cods and standards.
  • Provide assurance to Technical Manager that relevant Standard Operating procedures are aligned with relevant technical standards, vendor O&M manuals and industry best practice.
  • Provide technical input and leadership, a required, to ISG processes and procedures to manage engineering risk associated with MOC proposals and operations (risk Assessments, HAZOP, HAZID, PSSR, etc.) Ensue modifications are consistent with basis of plant design and do not undermine key design criteria (e.g. QRA).
  • Provide technical input and support, as required, to TAR and major overhauls.
  • Act as a focal point for specialist vendors, suppliers or providers of engineering services as necessary (e.g. BASF, simulation modelling).
  • Provide technical input to ISG management of change Process including approval of all modifications to process systems. Review and approve relevant design deliverables associated with proposed facilities modifications.

Qualification & Experience Requirements:

  • Essential – BEng – Chemical/Process Engineering
  • Essential – Post Graduate Qualification in Process Engineering
  • +12 years post grad experience
  • Language skills required:
    • English – Fluent
    • Arabic – Seen as an advantage
    • French – Seen as an advantage
