Summary

The purpose of the role is to assist and ensure all engineering controls are present within Port Automation Operations and to report on performance for continuous improvement as well as to measure compliance of procedures and to champion HSE in all activity areas. Support and ensure the continuous improvement of Health, Safety and Environmental performance, design, and awareness within NEOM.

Responsibilities

The primary purpose is to manage, analyze and report NEOM’s HSE (Health, Safety and Environment) data and training as well as providing security support to leading the core services within Port container operations.

  • Design HSE is the fundamental discipline which ensures a safe Port automation design.
  • Assist and carry out Design HSE work on within the Port
  • Perform HAZOP, HAZID, consequence modeling and SIL assessment
  • Develop hazardous area classification using API 500, API505 NFPA 497 & IP 15
  • To work in a collaborative multi-disciplinary Port , through proactive liaison with other disciplines and to ensure integration of Design HSE into the overall engineering design.
  • Assist with port automation FEED
  • ALARP Demonstration and CBA Techniques Human Factors Engineering
  • Provide efficient, reliable, quality data for the purposes of scheduled and ad hoc reporting requirements – weekly, monthly, quarterly, and annual basis.
  • Collection of data and development of management reports related to critical risk and the effectiveness of implemented controls and performance
  • Develop, test and document robust analytic models for identifying trends and monitoring performance to facilitate and provide evidence for continual improvement.
  • Provide input/ advice for the development of robust and consistent metrics, inclusive of lead and lag performance indicators, which provide effective and consistent tracking of HSE performance against its objectives.
  • Monitor Implementation and compliance of all Health, Safety and Environment procedures within port units container operations
  • Review existing policies and measures and update according to legislation
  • Report, monitor and measure all accidents/incidents/near misses
  • Assist in investigation of all accidents/incidents
  • Perform HSE audits and inspections
  • Assist to review design packages for HSE standard compliance
  • Assist, develop and review HSE standards and procedures.
  • Monitor HSE induction & appropriate PPE to all site personnel (including visitors, client, suppliers, and contractors)
  • Participate in HSE team meetings and tool box talks to support HSE compliance
  • Perform ad hoc site assessments
  • Source, evaluate and support consultancy work
  • Organize, plan and prioritizing Work
  • Effectively participate in incident investigations following NEOM’s procedures and regulations and the industry best practices.
  • Be accountable for the developing, maintaining, and continuous improvement NEOM’s incident reporting and investigations procedures and practices.
  • Review all incident investigations reports and be accountable for the completeness, accuracy, and integrity of investigation documentations.
  • Track incident investigation actions/recommendations implementation and closure.
  • Maintain records and database of all incidents reports, lessons learned and generated actions.
  • Conduct trend analysis of investigations findings to address deficiencies and identify appropriate corrective actions.
  • Monitor the compliance and identify and address HSE issues that would lead to potential incidents.
  • Undertake regular inspections of the premises to identify any potential hazards
  • Liaise regularly with site management staff over identified hazards within their area of responsibility.
  • Develop and organize proper incident investigation training as required.
  • Work on the development of advanced user-friendly incident reporting platform.
  • Carry out Audit and Inspection functions.
  • Undertake assignments related to HSE management and loss prevention
  • Participate in design reviews and HSE studies.
  • Develop and update HSE standards and procedures
  • Work with Operations, Engineering and Automation departments to identify HSE concerns and develop practical and cost-effective solutions to address them.

Qualifications

  • 10 years of experience in Occupational Health, Safety, Environment and Port Container Terminal operations
  • BSc in Engineering (electrical, mechanical, industrial, or systems engineering)
  • Knowledge of developing HAZOP and FEED within Container Port Automation projects
  • Hold an incident investigation certificates from credited organization
  • In-depth knowledge of HSE guidelines and practices
  • Experience of HSE container port terminal operations
  • Experience in HSE reporting and developing policies
  • Experience in implementing HSE training programs
  • Occupational Health and Safety related Certification (NEBOSH General Certificate or equivalent)
  • Environmental Certification (NEBOSH, IEMA or equivalent)
  • Extensive knowledge of root cause analysis and investigations
  • Excellent communication skills in both English and Arabic
