Job Description
JOB PURPOSE:
The Planning and Scheduling Engineer is responsible for applying the operational procedures defined in accordance with the Operation Direction. He/ She shall define, build, update and deploy the Transport Offers and the Schedules of Operation Employees.
RESPONSIBILITIES/DUTIES:
• Develops and ensures the Transport Offer is delivered in accordance with the Passenger Ridership Analysis considering the Trains fleet availability, staff headcount and the extensions of Cairo Metro Line 3.
• Is responsible for setting up processes, methods, and organization for Line 3 – Operations Engineering, such as:
o Running of Line 3 and its futures extensions (Phase 3) ensuring the optimization of Transport Offers,
o Providing the planning of Train Service Timetables, managing the Rosters of all Operations staff,
o Supporting the business objective of increasing Passenger Services Revenue income.
• Ensures work relations with various departments (Maintenance, Operations, Customer Service, Quality and HR … etc.).
• Leads the Dispatching Officers to provide effective daily Roster Management ensuring that all shifts are covered with the needed staff.
• Supports and Applies Operations medium- and long-term strategies and plans.
• Manages Employees’ Scheduling and Rostering software/database.
• Prepares, validates, and deploys corrective action plans following performance analysis related to Train Service Timetables, Service Reliability Analysis, Service Regulation, Performance, Staff Roster Planning and Duty Schedules.
• Informs the different calendar tools on time for Operations updates (for instance: OGT via CCP, HASTUS-GTFS via IT … etc.).
• Analyzes the Passengers’ Ridership to provide optimised Train Service Timetables considering all relevant constraints.
• Explores different ways for Timetable improvement and provides necessary proposals.
• Assists the Planning and Scheduling Manager in his/her duties and train new employees when required.
• Supports achieving relevant Operations KPI targets.
ESSENTIAL QUALIFICATIONS, KNOWLEDGE & EXPERIENCE
QUALIFICATIONS:
• Degree in Mechanical or Electrical Engineering.
• Problem Solving Skills, detail oriented and possess advanced IT skills.
KNOWLEDGE:
• English language and the local language.
• Good English writing skills for preparing the modules/procedures/communications.
• Advanced knowledge of Complex Software and Systems.
• Training Skills.
• Drafting Operation rules & procedures.
• Drafting Training documentation.
• Management and Leadership skills.
• Communication skills (Oral and Written).
Required:
• A medical test will be organized to assess the physical capability of the candidate for the job.
• Special psychometric tests to access candidate capabilities.
• A Valid Driving License is preferrable.
• Preferred qualified for Driving trains.
• Preferred qualified for Track access.
• Preferred qualified for Railway Operations roles (OCC, Mainline, …).
EXPERIENCE:
• Minimum 2 years’ experience gained in Railway Operation or similar environment.
• Demonstrated knowledge and skills in managing contracts and large operational workforce (human, social, organization and technical).
