They are what we believe, what customers can expect, and how we deliver.<p><br></p><strong><u>Project Description</u></strong><p><br></p>Saudi Arabian Bechtel Company is providing Project Management Consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.” NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.”<p><br></p>NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.<p><br></p><strong>Summary of Responsibilities:</strong> The Piping and Welding Supervisor implements processes and procedures in their designated site area to ensure piping installation, testing, and commissioning works are completed safely to the approved Contractor project ES&H, quality & schedule requirements and correctly to the project specification and in line with the Contractor ITP.<p><br></p><strong><u>Essential Job Duties</u></strong><p><br></p><ul><li> Monitor project Field Welding program for all welding operations.</li><li> Monitor project Positive Material Identification (PMI) program</li><li> Provide specialized welding engineering support for construction supervisors, field engineers, and craft to ensure construction complies with all code, project specifications and Bechtel’s procedures and standards.</li><li> Provide technical expertise for ASME, API, and AWS or other code designed and fabricated items.</li><li> Monitor contractors pre-and post-weld heat treatment program.</li><li> Monitor NDE subcontract to include scheduling and coordination with construction site and contractors to ensure NDE is performed with the least impact and cost to the project and client.</li><li> Monitor the welder qualification lab to ensure the qualification of skilled welder, issuing each welder a unique ID, and maintaining welder qualification and maintenance records.</li><li> Monitor welder and weld tracking program to ensure all welds are properly documented and NDE is performed per project requirements.</li><li> Perform field inspections of welding work to ensure workmanship and materials are in conformance with project requirements, document welding and inspections on an ongoing basis</li><li> Responsible for review of contractors submitted daily reports, using both information from the site and their own records</li><li> Maintain Bechtel’s Zero Accident Philosophy, and ensure contractor’s compliance to the project ES&H plans, site security plan, traffic plans, emergency response plan, housekeeping, fire protection and jobsite work rules</li><li> Raises and solves any construction issues with the Contractor craft staff and managers within their works area. Escalates issues appropriately as required if unable to be solved at site level</li><li> Reviews and provides comment on Contractor submittals to ensure they are constructable and suitable given any site constraints and considering other possible Contractor interface works.</li><li> Responsible for the implementation of procedures and processes within their work area to ensure they are completed as per approved quality plan, ITPs, RAMS, project procedures and the latest IFC drawings</li><li> Reviews and comments on all Material Approval Requests submitted by the Contractor to ensure they fully comply with project procedures and specifications</li><li> Responsible for ensuring all works are being completed within any permit and / or license conditions</li><li> Reviews and answers project RFIs, NCRs and FCDs while liaising with the relevant parties to ensure suitable close out in a timely manner to not effect program</li><li> Manages the onsite coordination between all stakeholders on site and ensures plans are in place to maintain the coordination</li><li> Manages the coordination of all disciplines such as ES&H, Quality, Survey, etc. to sure all discipline’s activities are completed to meet the project requirements and not affect schedule</li><li> Reports activities on site which will or are likely to lead to an increase in cost</li><li> Manages Subcontractor scopes on site to ensure all works are in line with contractual arrangements</li><li> Ensures suitable resource cover is available while on rotation and that the resource cover is adequately briefed on responsibilities. Takes ownership as required as cover for resources while they are on leave or rotation</li></ul><p><br></p><strong><u>Qualifications, Experience, Job Knowledge, And Skill Set Requirements</u></strong><p><br></p><ul><li> A recognized bachelor’s or master’s degree in Mechanical / Welding Engineering</li><li> Minimum 10 years of industry experience in welding & NDE relating to large scale construction projects.</li><li> Strong background in welding with experience in preheat & post weld heat treatment is required</li><li> CSWIP certification is preferred.</li><li> Must be knowledgeable in ASME (ASME B31.3, ASME B31.4 etc.), AWS, ASTM and other applicable industry standards</li><li> Knowledge in base materials, welding metallurgy, weldability characteristics, welding filler metal types, materials testing and specifications.</li><li> Thorough knowledge of international standards and specification and codes as applicable, including various Safety procedures and practices associated with the construction</li><li> Knowledge and experience in the implementation of ES&H and quality management systems</li><li> Experience in KSA / Middle east / GCC is preferred</li><li> Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the client, contractors, and other stakeholders throughout the project life cycle</li><li> Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of projects and provide sound technical leadership to contractor’s staff and field engineers</li></ul><p><br></p><strong>Shaping tomorrow together</strong><p><br></p><strong>Bechtel is one of the most respected global engineering, construction, and project management companies.
