Summary
The process controls The SWRO desalination engineer is responsible for the execution plan, field implementation, commissioning, digitalization, and optimization processes to support water supply, i.e., water treatment (plants and mobile), storage, transmission, and distribution. The position ensures the plant’s operations are compliant with NEOM water management guidelines, regulations, and standards.
The role includes the execution of the strategies and supporting the process plans to enable the OT team to be at the cutting edge of engineering innovation, providing support for the OT digitalization team, and implementing AI platform tools for water supply assets.

The Process Control and Desalination Engineer is responsible for SWRO desalination plant control optimization support and integration with the OT team.
Key Accountabilities and Responsibilities
- The engineer will be optimizing the configuration of the design, both in terms of efficiency and the assembly of the SWRO process and the water treatment components. As the process control engineer, she or he will be in charge of making the water treatment process as cost-effective and reliable as possible while maintaining the water quality.
- Review the existing and coming projects, the water desalination process system architecture, design, and process optimization including the automation control philosophy.
- Owner of the P&ID, skid/system design, and functional description, which align with NEOM’s standards and data architecture.
- Assist on the selection of filters, pumps, valves, fittings, instruments, and skid designs when required.
- Prepare performance validation tests on a semi-yearly basis for an asset, commissioning checklists, and maintenance planning.
- The candidate should be well versed in water treatment process design, preferring SWRO and UF/MF Technology.
- A broad experience working with different types of process control systems (DCS or PLC).
- Adequate experience in desalination technologies and their pretreatment, membrane water treatment, tendering of desalination plants, and bid submittal deliverables.
- Experience in the preparation of scope split matrixes for vendor package requirements Review process design calculations, projections for RO and UF/MF systems, process flow diagrams (PFD), process and instrumentation diagrams (P&ID), and general arrangement drawings for the reverse osmosis plant.
- Provide process-related inputs for other engineering disciplines during tendering and project execution phases and interact with RO and other process equipment vendors. The process engineer should bring technical support to the SWRO team and be involved in the commissioning and start-up of operations at the SWRO plant.
- Knowledge of OT hardware and software and a clear understanding of IT and OT convergence
- Lead field activities include planning, implementation, commissioning, and maintaining the SCADA, DCS, and AI systems for the plant to ensure instrumentation data quality and a reliable and robust system to support the water desalination plants in their daily operations and business enterprises.
- Assist on the planning, timelines, execution plans, commissioning schedules, and coordination of field work with the plant operation manager, and the OT Digitalization team.
- Knowledge in Industrial Control Systems (ICS), Manufacturing Execution Systems (MES), Instrumentation, Control, and Automation (ICA) to support all NEOM water central plants, including water bottling plants.
Background, Skills
Knowledge, Skills and Experience
- 5 – 10 years’ experience in SWRO desalination control system design, system architecture, data analytics and AI.
- 5 – 10 years’ experience with DCS, PLCs for machinery control and related systems software such as Rockwell Automation, Siemens, Schneider, Delta, and Yokogawa, etc.
- Experience in process – filtration, separation, skid design, commissioning, etc.
- Demonstrate advanced understanding and cyber risk management in the following areas:
- SCADA with experience in securing ICS (Industrial Control Systems) security
- Internet of Things (IOT) architecture and security.
- Demonstrate advanced understanding of business processes and cyber risk management in the following areas:
- Service continuity management
- Data management
- Service continuity management
Qualifications
- Bachelor’s degree in chemical / mechanical / industrial engineering or equivalent related field.
- Excellent verbal and written communication skills with the presence and poise to present to OT Lead and gain consensus on complex topics.
- Fluency in English is essential. Arabic is an advantage.
