<p><strong><u>NEOM Green Hydrogen Company Limited (NGHC)</u></strong></p><p>Air Products has entered into an agreement with ACWA Power and NEOM (all 3 have equal ownership) for the development of a $8.4 billion green hydrogen-based ammonia production facility sited in NEOM. This is based on renewable energy principles and the project will integrate over four gigawatts of renewable solar, wind and storage power. It will produce green ammonia for export to global markets. The project is scheduled to be onstream in 2026.</p><p> </p><p><strong><u>JOB DETAILS</u></strong></p><p>REPORTS TO: CEO</p><p>Division: Supply Chain</p><p>LIAISE/COOPERATE WITH: Project Execution, Corporate Functions and O&M team.</p><p> </p><p><strong><u>POSITION SUMMARY</u></strong></p><p>This position is responsible for setting up and managing the procurement and logistics (Supply Chain) department, reporting to the CEO. The principal responsibilities to stand up the department during the construction phase and to develop the Supply Chain for the NGHC long term Operations and Maintenance requirements.</p><p> </p><p>The department head is charged with the efficient and effective liaison with AP procurement and logistics leads for the planning and execution of the project equipment and materials from sourcing, expediting, inspection, transport, and receipt, including the monitoring of local vs. OOK sourcing decisions. Measures of success are the seamless management of imported goods by AP EPC by close coordination with AP EPC project procurement team for customs clearance team (falls under the commercial department) to obtain the necessary duty exemption. </p><p>The department supports NGHC departments in the procurement and delivery of the functional departments’ needs of materials and services. The role would entail developing competitive sourcing strategies, actively engage suppliers, professionally negotiate purchase orders, and resolve performance issues.</p><p> </p><p><strong><u>NATURE & SCOPE</u></strong></p><p>This position holder is expected to build the NGHC Supply Chain Organization and put in place all the needed contracts for the safe, reliable and cost-effective operation, as well as ensuring the organization has the system, tools and processes in place to function effectively and with compliance to NGHC corporate policies. This position is expected to manage NGHC’s Supply Chain policies and procedures, from vendor registration to award recommendation and post award management. </p><p>This position challenges technical specifications, commercial practices, operating practices and business processes with a focus on driving cost-effective solutions for all of NGHC’s departments’ needs. Strong planning, project management, cost control, sourcing, communication, and negotiating skills are required. </p><p>A strategic thinking, experienced individual is sought with ability to set up an effective organization (recruit and train, retain and motivate), set up the required supply chain and procurement processes & procedures to support an operating organization. Work in KSA and outside KSA to bid out, sign, manage and maintain contracts and supply agreements to support the NGHC long term Operations and Maintenance, including routine, major and turnaround maintenance.</p><p> </p><p> </p><p><strong><u>PRINCIPAL DUTIES AND RESPONSBILITIES </u></strong></p><p>Key requirement is to build the NGHC Supply Chain team and then put in place all the needed contracts for safe, reliable and cost-effective operation, as well as ensuring the organization has the system, tools and processes in place to function effectively and with compliance to NGHC corporate policies.</p><p><br></p><ul><li>Act as single point of contact between the Supply Chain team and the Project Execution team, Operations and Maintenance team and corporate functions (i.e. finance, marketing, HR and commercial) </li><li>Direct the team and work closely with AP EPC and strategic vendors to successfully plan and execute the Capital Equipment and Spares Procurement scope within AP EPC procurement and logistics teams.</li><li>Develop Project Procurement Strategy for the Project Co. functions aligned with overall Project Execution Strategy & the Corporate Goals</li><li>Setting up Plant and Facility Operation and Maintenance related services, contracts and agreements for the operating period, including; local maintenance and engineering services, supply of chemicals & fuels, security services, vehicles, waste management, industrial services, etc.</li><li>Working with NGHC’s Operation team, lead and manage the procurement for Capital and Operation spares within budget, including the cost and planning of imports and DELs.</li><li>Coordinate with AP EPC and maintain Project Material Registry to plan and track equipment and material delivery status</li><li>Prepare and issue enquiries, requisitions, and purchase orders according to Project Co. functions’ needs</li><li>Negotiate with Suppliers to obtain globally competitive price, delivery, and contract terms</li><li>Author Bid Tab evaluations and Sole Source justifications</li><li>Run and analyze material status reports, and communicate risks and problem areas to Project</li><li>Liaise frequently with NGHC’s commercial team to assist with obtaining duty exemption and provide the logistics lead with prompt procurement reports to ensure the logistics lead is monitoring the delivery schedules and the required marine cargo insurance notification. </li><li>Lead timely resolution of escalated supplier issues</li><li>Maintain Commercial interface with Suppliers and communicate internally to Project Co. functions. </li><li>Support NGHC’s contract manager in maintaining and managing the AP EPC major subcontracts’ warranties, and liquidated damages and other financial T&Cs.</li><li>Work with cross-functional team to manage supplier qualification status and performance.</li><li>Monitor global market conditions and business drivers to maximize leverage and minimize risk.</li><li>Work with the NGHC IT and other functions in setting up the ERP system for Procurement and Materials Management</li><li>Work with the Materials Management team to develop a Master Data cataloguing service (Capital and Operational Spare parts) contract.</li></ul><p><br></p><p><strong><u>PEOPLE MANAGEMENT</u></strong></p><ul><li>Individual needs to be a self-starter, with an independent, target driven attitude, ability to motivate and develop a new department and a track record of running successful teams.</li></ul><p> </p><p><strong><u>QUALIFICATIONS REQUIRED</u></strong></p><ul><li>Bachelor’s Degree or higher, in Engineering or Business Management.</li><li>20 years’ experience in Technical, Engineering, Commercial or Project environment.</li><li>A strategic thinking, experienced individual with ability to set up an effective organization (recruit and train, retain and motivate)</li><li>Track record of setting up and managing a supply chain and procurement processes & procedures to support an operating organization.</li><li>Experience in similar roles in KSA and internationally.</li><li>Knowledge of commercial purchasing procedures and practice, including aspects of negotiation and contracts legal frame and risk profile.</li><li>Able to set up and manage ERP systems (SAP as minimum)</li><li>Preferable – Accreditation from Supply Chain industry organization (i.e. MCIPS, CPSM).</li></ul><p> </p><p><strong><u>DESIRED EDUCATION</u></strong></p><ul><li>EPC experience is preferred.</li><li>Industrial Gas, Chemical industry or Renewable Energy generation experience is preferred.</li></ul><p><br></p><p><strong><u>MINIMUM YEARS EXPERIENCE:</u></strong></p><ul><li>20 years in a Supply chain Management role</li><li>10 years of work experience in projects procurement</li></ul><p></p>
