We aspire to transform the nature and impact of development assistance and work to strengthen organizations and institutions through innovative approaches to organizational development, reform, and change.</span></span></span></span></span></p><p></p><p><span><span><span><span><strong><span><span>Jordan Monitoring, Evaluation, and Learning Activity Overview</span></span></strong></span></span></span></span></p><p><span><span><span><span><span><span>The Jordan Monitoring, Evaluation, and Learning Activity (“the Activity”) is designed to ensure United States Agency for International Development (USAID) activities in Jordan achieve their intended results through Monitoring, Evaluation, Learning (MEL), strategic assessments, and USAID’s Collaborating, Learning, and Adapting approach (CLA). The Activity helps USAID create a dynamic learning environment among development actors focused on innovation, quality MEL practices, and knowledge sharing. Through the Activity Accelerator, a rapid procurement mechanism, a cohort of Jordanian firms work with the Activity team to successfully deliver projects while simultaneously strengthening their management and compliance systems. This approach provides USAID with high-quality MEL services across its portfolio, builds the capacity of local MEL organizations (LMOs), and ensures USAID programs meaningfully empower and enhance local participation. The Activity team ensures program sustainability by building the technical and institutional capacity of one or more local organizations to be capable of managing the MEL contract that follows the Activity.</span></span></span></span></span></span></p><p></p><p><span><span><span><span><strong><span><span>Background and Objectives</span></span></strong></span></span></span></span></p><p><span><span><span><span><span><span>The Activity is looking for a short-term consultant for four months – with possible extension – to support its training, capacity development and learning interventions that aim to strengthen the capacity of the Government of Jordan (GoJ) organizations, local firms, Implementing Partners (IPs), USAID staff, and professionals to implement MEL activities.</span></span></span></span></span></span></p><p></p><p><span><span><span><span><span><span>This is a local field office position open to Jordanian Nationals or those eligible to work and</span></span></span></span></span></span></p><p><span><span><span><span><span><span>already based in Amman, Jordan. </span></span></span></span></span></span></p><p></p><p><span><span><span><span><span><span>The Training Consultant will report to the CLA Lead and work closely with the Senior Organizational Specialist and the Senior Training and CLA Specialist to assess training and capacity development needs, develop and implement the Training and Capacity Building Plans, and report on progress and lessons learned during implementation. S/he will deliver MEL trainings and work closely with the CLA Team and the MEL Team in scoping discrete tasks for firms to engage in the Activity services aimed at building an effective, self-reliant, and sustainable MEL ecosystem in Jordan.</span></span></span></span></span></span></p><p></p><p><span><span><span><span><strong><span><span>Responsibilities</span></span></strong></span></span></span></span></p><p><span><span><span><span><span><span>Responsibilities and tasks will include, but are not limited to:</span></span></span></span></span></span></p><ul><li><span><span><span><span><span><span>Develop Activity Training and Capacity Building Plans. This would include general Mission and IPs staff trainings as well as GoJ and LMOs capacity building activities;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Develop customized MEL training approaches for GoJ entities, based on USAID requests, or other demand-driven assignment.</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Design and facilitate trainings, workshops, and events to build Mission, IPs, LMOs, and GoJ organizations’ capacity in designing and implementing MEL activities. This would include, but not limited to, the following:</span></span></span></span></span></span></li></ul><ul><li><span><span><span><span><span><span>Coordinating with the Operations Team and regarding training logistics (venue booking, registration sheet preparation, training evaluation form preparation, training certificates preparation, person hours of training tracking, etc.).</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Coordinating with the Strategic Communications Specialist to promote training and learning events on different platforms; </span></span></span></span></span></span></li><li><span><span><span><span><span><span>Developing PPT presentations and other handouts needed for the training courses and coordinating with the Strategic Communications Specialist regarding branding; </span></span></span></span></span></span></li><li><span><span><span><span><span><span>Engaging with the Gender and Inclusion Specialist on trainings and events to ensure alignment with USAID’s policies, procedures, and best practices;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Delivering/outsourcing training courses;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Coordinating with the local MEL firms who are subcontracted to deliver selected trainings;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Sending follow-up emails to trainees, which would include training evaluation form, training materials used during the sessions, and any information related to the assignments they are required to complete (if any);</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Support in data analysis of training inputs (e.g., number of trainees, types of stakeholders, level of satisfaction, etc.) to support adaptive management in training delivery;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Supporting the Activity in conducting “pause and reflect” sessions;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Developing working groups reports and learning documents;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Implementing performance standards and report against indicators.</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Develop and implement a Training and Capacity Development Tracker to regularly monitor participation, learning and outcomes in knowledge, attitude and practice </span></span></span></span></span></span></li></ul><p></p><p><span><span><span><span><strong><span><span>Qualifications</span></span></strong></span></span></span></span></p><ul><li><span><span><span><span><span><span>Bachelor’s degree in Business Administration, Communications, Social Sciences, or a related field;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Experience in designing and facilitating interactive training and learning events and designing curricula using blended learning and innovative technologies;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Experience in various training delivery methods including web-based and webinars;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Excellent training or learning event facilitation, presentation and communication skills;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Strong background in MEL processes and knowledge of USAID MEL tools and requirements;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Able to confidently engage with staff at all levels to define needs and expectations, collaborate on projects, and communicate results;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Strong proficiency in written and spoken English and Arabic;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Jordanian National or valid work permit and currently based in Amman, Jordan.</span></span></span></span></span></span></li></ul><p></p><p><span><span><span><span><strong><span><span>Preferred Experience</span></span></strong></span></span></span></span></p><ul><li><span><span><span><span><span><span>Minimum 8 years of demonstrated experience in designing, implementing, and managing learning and adaptive management approaches with USAID or other organizations;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>At least 1-2 years working in a developing country with diverse staff;</span></span></span></span></span></span></li><li><span><span><span><span><span><span>Knowledge and understanding of the USAID CLA Framework, tools, and approaches is a plus.</span></span></span></span></span></span></li></ul><p></p><p><span><span><span><span><em><span><span><span>Kaizen a Tetra Tech company is a progressive Equal Opportunity Employer.
