They are what we believe, what customers can expect, and how we deliver<p><br></p><strong><u>Project Summary</u></strong><p><br></p>Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.<p><br></p><strong><u>Major Responsibilities</u></strong><p><br></p>Manage combined Bechtel and client Engineering Department consisting of multi-disciplined Area Engineering Managers, Project Engineers, Engineering Specialists and Engineering Contracts & Project Controls personnel.<p><br></p><strong> Responsible for; </strong><p><br></p><ul><li> Maintaining and improving technical standards, engineering processes and procedures </li><li> Preparation of conceptual designs and management of detailed design consultants, preparation of scope documents for contract packages. </li><li> Preparation of scopes, estimates, budgets and coordination of a wide range of technical studies, </li><li> Provision of technical support to investment development specialists </li><li> Provision of construction technical support. </li><li> Training and development of assigned personnel. </li><li> Planning and control of Engineering budgets for in house personnel and Engineering Consultants. </li><li> Planning and coordination of the project and staff engineering efforts for assigned project. </li><li> Maintaining contacts with key personnel of client organizations relating to engineering and, as appropriate, to business development matters. </li></ul><p><br></p><strong><u>Job Dimensions</u></strong> <strong> B. Contacts </strong><p><br></p><ul><li> Supervision Received </li><li> Receives administrative supervision from global business unit management, Jubail Program Manager and Royal Commission Director of Engineering. </li><li> Exercises technical supervision over all phases of the engineering activity for studies and projects and provides operational supervision over assigned Area Engineering Managers, Chief Engineers and Project Engineers. </li><li> Working through the Project Manager, acts as primary engineering management contact with client management on matters related to project progress and quality. Participates, as appropriate, in contacts with prospective and present clients to help develop new and follow-on business for the global business unit. Maintains contact with Engineering Management of other global business units for planning project staffing. </li></ul><p><br></p><strong><u>Essential Job Duties</u></strong><p><br></p><ul><li> Supervises assigned Area Engineering Managers, Project Engineers and Chief Engineers responsible for the engineering effort on assigned projects and engineering groups. </li><li> Makes contact with client management at key points throughout projects to ensure that engineering aspects are meeting client requirements. </li><li> Directs and reviews the engineering activities to ensure that work quality is satisfactory and appropriate technical personnel development programs are conducted. </li><li> Participates in project planning sessions at the proposal stage to provide technical guidance and information. </li><li> Endorses for approval engineering staffing estimates for use in bid budgets, definitive estimates and final budgets, etc. </li><li> Participates, as required, in engineering and construction reviews, management reviews and proposals. </li><li> Reviews and monitors engineering progress to ensure that budgets and schedules are being met. Initiates appropriate corrective action, if required, and contributes experience and expertise in the solution of difficult problems. </li><li> Keeps abreast of technological development and trends that could lead to new applications or new markets for the global business unit and participates in special studies to examine long term trends and business prospects. </li><li> Endorses policies, as appropriate for approval, and approves programs which are unique to a project. </li><li> Regularly reviews and appraises the structure of the organization for which responsible, in terms of its ability to meet short and long term objectives, and institutes appropriate changes. </li><li> Represents Engineering Management as required. This may include licensing hearings, meetings with major equipment suppliers or special communications. </li><li> Directs the annual performance review program within Engineering and conducts performance reviews, coaching, and career development discussions with Engineering employees. </li><li> Champions for global business unit Engineering the creation of a work environment, supported by leadership, that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. </li></ul><p><br></p><strong><u>Skills And Qualifications</u></strong><p><br></p><strong>Essential Technical: </strong><p><br></p><ul><li> A recognized degree in an engineering discipline with minimum 20 years works experience. </li><li> Minimum of 10 years experience in an Engineering leadership position. </li><li> Extensive technical knowledge of engineering systems, engineering calculations, detailed design, engineering studies, applications of engineering methods and materials, and planning of large-scale industrial complexes. </li><li> Extensive experience in general infrastructure projects including civil work, utilities, buildings and security. </li><li> Extensive progressive work experience, including Engineering Management, preferably in project and staff design engineering or other relevant types of engineering such as field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms. </li><li> Extensive experience in Major Projects fields related to Engineering including Scheduling, Cost Engineering, Contracts formation and administration, budgeting and staffing. </li></ul><p><br></p><strong><u>Essential Behavioral</u></strong><p><br></p><ul><li> Demonstrates treating others respectfully, fairly and transparently, whether things are going well or when under pressure.
