<strong>Position: </strong>Manager, Business Licensing<p><br></p><strong> Reports to: </strong>Director of Commercial Enterprise<p><br></p><strong>Sector: </strong>Department of Commercial Enterprise (DCE)<p><br></p><strong>Job Location: </strong>Sharma, KSA<p><br></p><strong> Role Purpose: </strong><p><br></p>NEOM aims to foster a vibrant economy, with a regulatory environment that is conducive to business growth.<p><br></p>The Department of Commercial Enterprise (DCE) plays a key role in streamlining the business licensing process and protecting the public. The DCE is a “catch-all” licensing authority — it licenses, and oversees compliance with license conditions, for business activities that pose potential risks and are not covered by other NEOM regulators.<p><br></p>The Department has the exclusive authority to evaluate the eligibility of a license seeker for a given license in the first instance. It can issue requests for the production of records required for the assessment a of a license seeker’s eligibility.<p><br></p>As one of the first members of the DCE, the Manager, Licensing will establish the license requirements and risk-level categorizations of various business activities, and oversee the administration of licenses .<p><br></p><strong> KEY ACCOUNTABILITIES &amp; ACTIVITIES </strong>:<p><br></p>The Manager, Licensing shall be responsible for the development of licensing requirements and the administration of DCE licenses. In particular, this will include:<p><br></p><strong>Develop License Requirements</strong><p><br></p><ul><li> Develop and update risk-based license requirements for various business activities </li><li> Develop administrative guidance (e.g., statements of policy), describing the DCE’s licensing process and requirements </li><li> Periodically review license requirements to maintain that the requirements continue to mitigate business activities’ risk of harm while minimizing administrative burden on businesses </li></ul><p><br></p><strong>Oversee Administration of Licenses</strong><p><br></p><ul><li> Administer the granting of full and provisional licenses </li><li> Provide direct support to the unit for any difficult licensing determinations </li><li> Provide reports on licensing approvals, amendments, incidents, etc. </li></ul><p><br></p><strong>Coordinate with Stakeholders</strong><p><br></p><ul><li> Coordinate with other regulators to delineate which business activities fall within the DCE’s licensing jurisdiction </li><li> Coordinate with relevant experts and regulators as necessary to develop effective licensing requirements for these business activities </li><li> Coordinate with KSA authorities in areas of mutual interest or concern </li><li> Consult with the public, businesses, and other stakeholders for any proposed policy changes </li></ul><p><br></p><strong>Develop Departmental Policies</strong><p><br></p><ul><li> Under the direction and guidance from the Director, develop DCE-wide policies to achieve operational excellence </li></ul><p><br></p><strong>Other Responsibilities</strong><p><br></p><ul><li> Handle daily licensing-related operations and contribute to its strategic direction </li><li> Monitor KPIs, and consistently enhance performance </li><li> Be part of an inclusive and motivating work environment </li></ul><p><br></p><strong> BACKGROUND, SKILLS &amp; QUALIFICATIONS: </strong><p><br></p><strong>Knowledge, Skills and Experience:</strong><ul><li></li><ul><li> Deep knowledge of the business licensing process, including understanding of licensing requirements for various business activities, regulatory issues, and international best practices </li><li> A proven track record of developing and managing teams </li><li> Demonstrated experience in policy formulation and execution of strategies to encourage commercial business creation is preferred </li><li> Likely previous employers:Ministries/government institutions focused on business promotion (e.g., Ministry of Economy, Ministry of Commerce, Small &amp; Medium Enterprise promotion agencies); Private and international organizations working closely with businesses (e.g., World Bank, IFC, World Economic Forum, reputable investment banks and management consultancies) </li></ul></ul><p><br></p><strong>Qualifications And Experience.</strong><ul><li></li><ul><li> Master’s or Doctorate degree in Business, Public Policy, or a related field </li><li> 8-10 years of experience in interdisciplinary and analytical fields </li></ul></ul><p><br></p><strong>Benefits</strong><p><br></p><ul><li> Free Accommodation. </li><li> Free Laundry and housekeeping. </li><li> Free transportation. </li><li> 2 flights per month domestic round trip. </li><li> 1 Annual Travel Allowance. </li><li> Relocation Flight. </li><li> Free Meals ( breakfast, lunch, dinner ). </li><li> Schooling – 60K SAR per child up to 3 children. </li><li> Bonus 20-30% annual (performance based). </li><li> Savings Plan ( Long-term incentive plan ). </li><li> Medical insurance ( VVIP health coverage), for Employee, Family &amp; Parents. </li><li> Annual Leave 30 working days annual. </li><li> Remote Working 24 working days annual</li></ul>
