Job Title : Lead Environment Project
Contract : 6 Months Only
ACCOUNTABILITIES
Anticipate the needs of environmental permit (CTC) for the Projects of COMPANY and interface with regulatory authorities to secure/update relevant environmental permit for new developmental projects.
Lead the environmental team to ensure that COMPANY developmental projects are compliant with all applicable regulations, permits.
Lead the Contractor’s Environmental Management System Review and ensure compliance during the execution of developmental project.
Lead and deliver the project EIAs & EBS and ensuring permits are obtained from MOECC for new developmental projects.
Lead and prepare the scope of work, contract procurement for environmental studies and ensuring timely execution.
Interfacing with other departments for survey planning, permitting and execution in line with project scope of work and requirements from the regulator.
Ensuring the Environmental Monitoring Survey (EMOS) is carried out as required by the CTO.
Ensure ENVID study is carried out for project
Lead and be responsible for review and delivery of Environmental procedures and documents for EPC projects and monitoring compliance.
Advising Projects of the Company environmental & regulatory requirements and review the procedures and plans as required during various project phases like FEED, pre-FEED and commissioning.
Ensuring the Best Environmental Practices are implemented in the design of new development projects.
Ensure that environmental audits (EMS) are carried out on regular basis.
support the Oil Spill response preparedness and capabilities including, Resources, Plans and Procedures. Develop tools for enhancing the OSR capability such as OSCP.
Lead the ISO 14001:2015 Implementation and maintain EMS in accordance with the EMS standards. Develop and update EMS documentation. Ensure that the external audits on COMPANY EMS are carried out in accordance with ISO 14001.
Lead in developing the internal audit programs and ensure that the audits are carried out as planned. Ensure that the audits are recorded in Synergi and actions are followed up and timely closed.
Ensure that MOECC recognized environmental analytical laboratory is contracted to carry out any external environmental analysis.
Develop/update the environmental training in coordination with HR training Dept.
Assign tasks to team members in accordance with departmental plans, programs and budgets
Assist to ENV Head in the preparation of the Annual Budget.
Deputize for the HSEQ/ENV Head as required through delegation of authority.
JOB DIMENSIONS
Work location: Doha with regular visit to offshore and project sites.
Job holder is responsible to ensure the Environmental Performance of COMPANY projects and act as focal point for Environment related queries and deliverables. In addition to the environmental responsibilities, this position requires an active participation in emergency response team.

Transverse Functional coordination Peer engineers in: Field Operations, HSEQ entities, Drilling, Engineering and Construction, Major Projects, Logistics and Planning and Development
High exposure to the local authorities (MOECC) and offshore operation team and reporting to TE(Enablon Planet team)
ACTIVITIES
Act as point of contact and liaison with regulatory authority, undertake regular visits to regulatory authorities to update the permits Consent to Operate (CTO), Consent to Construct (CTC) for any new projects.
Implement environmental monitoring/survey and reporting program, data collection cross functionally and review, consolidate in order to ensure that the environmental performance is in compliance with CTC and regulations.
Develop scope of works for environmental surveys, evaluation of bids and contract selection and contract administration.
Support and enhance OSTT capability and efficiency.
Participate as required in IOGP meetings.
Identity competent environmental data auditors and engage them for the environmental data verification audit every two years.
Develop annual internal audit program based on the previous audit finding criticality. Identify and assign the internal lead and support auditors. Issue audit notification to the auditee team.
Ensure that the internal audits are carried out as per COMPANY internal audit guideline and actions are entered in Synergi and followed up. Organize internal auditor trainings and update COMPANY EMS Internal Auditor pool.
Review of chemical toxicity assay report, Safety Data Sheet and support in chemical selection in case of new chemical is introduced in COMPANY operation or drilling and ensuring new projects are adhering to the requirements.
Participate in the development, review, sign-off and maintenance of EMS documents and other relevant CMS documents.
Support the OSTT team for any incident preparedness and attend trainings as applicable.
Ensure that the E learning package relevant to Environmental projects as necessary.
Facilitate the environmental trainings and awareness program including wildlife and ISO 14001:2015among COMPANY staff. Support efforts to advise department heads on appropriate training requirements for company employees and contractors on environmental compliance.
Validate quality assurance/control in all aspects of the implementation of requirements for projects, ensuring appropriate levels of documentation at all stages.
Promote and raise environmental awareness, at all levels of the organization, related to the impact of emerging environmental issues, and legislative requirements or best practice. Train staff at all levels in environmental issues and responsibilities.
Appropriate engagement with all stakeholder’s exposure to peers through Shareholder events (QE, TE)
Assist to ENV Manager in the preparation of the Annual Budget
Lead and be responsible with QE for securing endorsement for environmental project studies and seeking approval of scoping studies as per the procedure.
Leading the EIA study and delivering the permit as per the project schedule.
Manage and lead the EBS for multiple projects also ensuring technical, time and cost optimization as feasible.
Mentor and guide subordinates (when required).
Other activities which may arise and are related to the job assignment.
Appraise COMPANY operations to ensure compliance with all applicable regulations, permits (Consent to Construct) and COMPANY Key Performance Indicators.
Oversee the preparation, management and execution of oil spill drill and exercise, and actively participate when required
Manage COMPANY’s oil spill response capability audits in addition to Spill incident investigation
Actively participate in environmental identification and risk assessments for the projects.
Follow up with MOECC, Cost Guard, Fisheries, MOI and other relevant internal and external stakeholders on all the projects.
Oversee the management of the wastes produced from COMPANY projects and manage regular environmental monitoring as per CTC requirements.
QUALIFICATIONS & EXPERIENCE REQUIRED
B.Sc. degree in engineering discipline or Environmental Science with preferably an advanced master’s degree from an accredited university in related science or engineering discipline.
Minimum 10 years professional experience in an environment compliance team in an operational setting (preferably 10 to 15 years hands on experience in oil and gas industry projects).
Thorough knowledge and understanding of local environmental legislation.
Strong understanding of ISO 14001 EMS, preferably with experience of system auditing and implementation
Good understanding of International best practices and standards e.g. IFC, IPIECA
Demonstrated ability to develop long range goals, strategies and plans and ultimately implement such plans to successful completion.
Demonstrated leadership qualities in the supervision of highly qualified technical personnel
Experience with common office environment software, data base and computer technology.
Proven ability to work independently and meet deadlines
Strong report writing and analytical skills
Excellent written and verbal communication skills {English}
Understanding of financial management, expenditure approval and tendering processes including good business principles.
Demonstrate high standards for ethics and integrity and relate these to HSE-Q programs.
