Role Summary
NEOM Water is looking to recruit a Health, Safety & Environment (HSE) Engineer who shall be responsible for providing support for the design, installation, commissioning and operations of NEOM Water assets as well as safety guidance to the wider Water team.
This role will also champion safety in design and operations for the NEOM Water Sector by ensuring that safety design minimises harm to personnel, environment, and assets, and meets regulatory requirements.
Working closely with the WTS&D and Water Management Teams, the HSE Engineer will have at least 15 yearsโ experience in environmental health and occupational health and safety in design roles, advising the many levels of management in multi-disciplined organisations.
Key Accountabilities and Responsibilities
- Ability to develop, implement and effectively monitor health, safety, and environmental management systems. Knowledge of water and food hygiene requirements.
- provide expert HSE support and to design, project delivery and operations
- ensure uniformity of approach across projects while making sure that location specific requirements are accounted for
- lead or facilitate a wide range of hazard identification and risk assessment workshops, e.g., HAZOP, HAZID, SIL, LOPA, ALARP, ENVID, WEHRA, SIMOPS and bowtie assessments
- responsible for leading, coordinating and interpreting studies undertaken by external specialists
- maintain Safety Management Systems
- assess process safety risks and develop safety/HSE Cases for design and operation phases
- contribute to the development and upkeep of a safety related knowledge base
- development of safety related documentation, guidelines, and procedures
- Ability to support in the planning of processes, procedures and systems and effectively implement the same.

- Arranging and supporting water team in technical discussions/meetings as and when related to technical safety

- Proven experience and ability to communicate effectively in multi-cultural and non-native English-speaking environments.
- Proven ability to build trust and to inspire and encourage continuous improvement
- Proven ability to create a HSE culture of good practice within Water Sector, wider Neom community and with consultants and contractors.
- Produce timely technical reports on areas of technical safety and risk management with recommendations for continuous improvements.
- Identify bottlenecks in the HSE process, propose and implement remedial actions
- Identification, development, and delivery of effective training programmes and support to customers and operating partners
- Experienced and competent trainer, with proven ability to design and deliver tailored training programmes to a wide audience in incorporating lessons learned and best practice โ process/project focused as well as construction for lessons learned training
- Active and willing team player with ability to think outside of the box and get the best out of all team members at all levels
- Work with NEOM Authority to ensure HSE processes are aligned with NEOM Authority regulations.
- Engage with NEOM ERM and HSE Departments to ensure alignment.
- Review and provide feedback to Water Sector Senior Management Team
- Engage with other NEOM sectors to ensure a coordinated cross sector approach to HSE.
- Proven ability and experience in incident/accident investigations, enabling the identification of root causes, and advising management on suitable prevent messages to prevent reoccurrence.
Education & Experience
- Minimum Bachelors degree and post graduate qualification in engineering, industry engineering, industrial technology or a related field
- Excellent communication, organizational and coordination skills.
- Driven to effectively manage and exceed expectations.
- Strong analytical skills in your ability to identify a problem, its cause and potential solutions. By identifying potential hazards and risks at the design phase and developing solutions to prevent them.
- Quick to identify key issues and priorities and make practical and balanced decisions.
- Broad knowledge of health, safety, environmental health & hygiene
- Strong work ethic to challenge, learn and increase technical knowledge and process understanding.
- Experience of working within GCC and in particular KSA
- NEBOSH (level 3) Qualification or equivalent and membership of IOSH or OSHA
- Broad knowledge and interest in Quality, Health, Safety Environmental and activities applicable to the construction industry.
- Minimum 15 yearsโ relevant experience in technical safety engineering
- Experience/knowledge of water/chemical/oil and gas industry (processes)
- Good understanding of the various safety-related standards (e.g. ISO/API)
