<strong>Overview</strong><p><br></p><strong> Position </strong><p><br></p><strong> Health & Safety Manager </strong><p><br></p><strong> Job Code </strong><p><br></p><strong> Reports to </strong><p><br></p><strong> Health & Safety Senior Manager </strong><p><br></p><strong> Direct Reports </strong><p><br></p><strong> Division </strong><p><br></p><strong> HSEQ Enterprise </strong><p><br></p><strong> Sector </strong><p><br></p><strong> NEOM Projects </strong><p><br></p><strong> Role Purpose </strong><p><br></p><ul><li> Implement the Health & Safety Management system in compliance with NEOM Health & Safety Construction Plans, local statutory requirements, and international best practice standards on all NEOM Projects. </li><li> Manage H&S compliance monitoring through leading, advising and directing of H&S management concerns. </li><li> Conduct H&S evaluations on Contractors, Vendors, and independent inspection agencies to assess their competence with regards to Health and Safety. </li><li> Establish programs to improve Health & Safety compliance in all Projects by providing innovative solutions, with the support from fellow professionals, and maintain continuous improvement of Health & Safety. </li><li> Establish H&S engagement programs, with all project stakeholder management teams, that helps and encourages the Project to maintain and improve the Health & Safety performance and levels of compliance. </li><li> Review Contractor’s incident reporting, investigation, and data analysis to ensure the implementation of proactive recommendations, aimed at preventing reoccurrence of such incidents. </li><li> Develop and implement methods of training and awareness that improve the safety culture of contractor employees, utilizing all methods of communication and media </li><li> Provide advice and support in the development and implementation of Contractor Health & Safety Construction Plans </li></ul><p><br></p><strong>Key Accountabilities & Activities</strong><p><br></p><strong> Key Responsibilities </strong><p><br></p>Responsible for setting the standards to assess compliance against the Health & Safety Construction Plan in NEOM Projects and assuring that these standards are met. This includes validation through audit, reviews, monitoring of agreed KPIs and effective action management and follow up. In addition, The Health & Safety Engagement Manager has the following responsibilities:<p><br></p><ul><li> Ensure the effective achievement of functional objectives through leadership, setting Health & Safety department and individual objectives, managing performance and talent, developing and motivating staff, provision of formal and informal feedback. </li><li> Assure that Contractor has a robust Health & Safety Construction Plan. </li><li> Support and advice Project Management in the safe execution of NEOM Projects in the construction phase. </li><li> Support and advice Project Management in the safe execution of NEOM Projects in the construction phase. </li><li> Support and advise contractor management in the safe execution of NEOM Projects in the construction phase. </li><li> Review Contractor Health & Safety Construction Plan, Health & Safety Audit Plan, and special procedures for critical tasks & submit for approval from NEOM Health & Safety Department. </li><li> Review PMC contractor health & safety professionals & obtain final approval from NEOM Health & Safety Department. </li><li> Review of the Contractor Health & Safety audit plan & Submit to NEOM H&S Department for approval. </li><li> Health & Safety professionals should participate in any Health & Safety audits/ assessments. </li><li> Plan and execute regular Health & Safety audits for the PMC contractors. </li><li> Attending KOM at project launch for outlining NEOM’s H&S expectations and requirements. </li><li> Provide the necessary support to NEOM project contractors in the preparation and evaluation of critical activities. </li><li> Monitor the critical activities in projects and provide the necessary consultation and support to execute them safely. </li><li> Manage and conduct a periodic H&S evaluation program for all NEOM projects as part of Health & Safety and highlight the findings and observations to project management and follow up with them to ensure observations are effectively closed. </li><li> Establish a Behavioural Based Safety (BBS) program in all projects and analyse all data received, regularly updating the NEOM HSEQ Projects Leadership Team. </li><li> Implement weekly Health & Safety walkthroughs, reporting any safety observations in a timely manner </li><li> Provide the necessary consultation and clarification to contractors related to construction health and safety. </li><li> Establish an investigation team for serious health and safety related incidents, maintaining close communication with the contractor’s management team and regularly updating the HSEQ Projects Leadership Team. </li><li> Monitor Health & Safety performance of project contractors through the gathering and analysis of relevant data, providing inputs and statistical reports to NEOM H&S Management. </li><li> Ensure contractor has implemented a reward and recognition program to motivate their employees </li><li> Investigate all Health & Safety concerns observed on a periodical basis and communicate concerns to the contractor management team. Escalate unresolved issues and concerns to NEOM H&S Management. </li><li> Review contractor emergency program and ensure the preparedness of the project emergency response. </li><li> Review the Implementation of Health & Safety campaigns, safety awareness and promotional programs for Prevention of Accidents. </li></ul><p><br></p><strong>Background, Skills & Qualifications</strong><p><br></p><strong> Knowledge, Skills and Experience </strong><p><br></p><ul><li> Minimum of at least 12 years (with at least 3 years as OSH Manager) and Auditor training </li><li> Knowledge of Incident Investigation and Root Cause Analysis techniques. </li><li> Leadership skills </li><li> Demonstrated knowledge of health and safety related legislation and international best practice with regards to heavy construction, including, but not limited to mobile plant and equipment, work at height, excavations, confined space, temporary works and lifting operations. </li><li> Experience preparing the required Health & Safety reports and a demonstrated record of driving safety performance improvements. </li><li> Knowledge of loss control, risk management principles and job hazard analysis </li><li> Ability to apply principles of measurement and analysis to evaluate Health & Safety performance.
