<strong><u>Position Description<br><br></u></strong><strong>EnCompass LLC </strong>is seeking a <strong>Grants Manager</strong> for a 5-year, United States Agency for International Development <strong>(USAID) Makanati – Women’s Economic Empowerment and Leadership Activity in Jordan</strong>. The purpose of Makanati is to contribute to increasing women’s access to waged employment and leadership opportunities in Jordan by improving women’s access to the job market, addressing inequalities and prohibitive social norms and traditions, and enhancing the workforce enabling environment.<br><br>The Grants Manager will be responsible for assuming a key leadership role in <strong>managing and overseeing the Grants Under Contract (GUC) function. </strong>This position plays a critical role in supporting Makanati’s objectives by facilitating development approaches that are innovative, adaptable, and driven by the local context. Moreover, the Grants Manager will <strong>provide operations and administrative support to grantees</strong>, addressing a wide range of compliance, programmatic, and administrative requirements to ensure the effective implementation of grants.<br><br>The primary responsibilities of the Grants Manager includes managing and<strong> reporting on GUC funding</strong>, working closely with Makanati leadership to workplan and project manage GUCs, developing scopes of work with the technical team, <strong>advising on compliance</strong> and adherence to regulatory requirements, managing and moving forward selection processes, <strong>negotiating awards, monitoring expenditures</strong>, generating accrual reports,<strong> administering post-award activities</strong>, overseeing <strong>grants accounting and cash managemen</strong>t, conducting <strong>cost analysis,</strong> and ensuring ongoing compliance throughout the duration of the Activity.<br><br>The Grants Manager will <strong>supervise the grants team</strong> and report to the Deputy Chief of Party (DCOP). They will also work closely with the Chief of Party (COP) and Technical Component Leads to ensure timely and compliant implementation of GUCs.<br><br><strong>This position is full-time and based in Amman, Jordan with occasional travel to program sites in the field. <br><br></strong><strong><u>Essential Functions<br><br></u></strong><strong>Position Duties and Responsibilities <br></strong><ul><li>Responsible for managing and providing technical assistance related to the grants under contract (GUC) component and supervise the Grants team. </li><li>Actively engage in the review and maintenance of the activity grants manual, templates, trainings, and other team resources. </li><li>Ensure the timely management including reporting, financial management and compliance, and tracking support for Makanati Activity and EnCompass. </li><li>Maintain up to date knowledge of Jordanian and US Government Regulation and ensure compliance of GUCs with them. </li><li>Work closely with the EnCompass headquarters team to problem solve challenges and issues as they arise. </li><li>Effectively work with activity team members and resources to produce high quality grants </li><li>Communicate any challenges to grants implementation and escalate as needed. </li><li>Ensure that all financial and contracts management and reporting are compliant with USAID requirements and financial management regulations. </li><li>Ensure the completeness and accuracy of grants files and documentations. </li><li>Responsible for monitoring financial reports and expenditures of current grants and identifying trends associated with over/under expenditure and taking necessary actions. </li><li>Work with the DCOP, COP, and Finance and Operations Director to comply with USAID Jordan contract terms and conditions, manage deliverables, monitor spending, and GUC component. </li><li>Other duties as assigned. <br></li></ul><strong><u>Qualifications<br><br></u></strong><strong>Position Requirements <br><br></strong><strong><u>Academic Qualifications<br></u></strong><ul><li>University degree in Accounting, Finance, or Business Administration or related discipline <br></li></ul><strong><u>Experience And Skills<br></u></strong><ul><li>Minimum of six (6) years of specific experience related to the position with at least 3 years in a managerial position. </li><li>Previous experience working with GUCs is strongly preferred. </li><li>Demonstrated knowledge of U.S. Government regulations (FAR, CFR, etc.) with a specific emphasis on USAID (AIDAR, ADS, etc.). </li><li>Demonstrated negotiation, presentation, and team management skills. </li><li>Budget development/planning, data consolidation and budget monitoring. </li><li>High level of attention to detail and strong organizational skills, and, at the same time, ability to think broadly and analyze trends. </li><li>High level of attention to detail and strong organizational skills, and, at the same time, ability to think broadly and analyze trends. </li><li>Excellent written and oral communication skills, with the ability to communicate complex technical, budgetary, and grants administration details to grantees, staff, and client. </li><li>Ability to design and implement effective workflow processes and procedures. </li><li>Ability to multi-task, prioritize, and follow through to effectively manage work and meet multiple deadlines. </li><li>Setting up and training on administrative and financial systems for new projects and programs </li><li>Understanding of audit requirements, ability to audit sub-grantees. </li><li>Computer skills (Excel, Word processing, Power Point, and the Internet). </li><li>Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team, and with partner organizations. </li><li>Familiarity with USAID/Jordan Mission is preferred </li><li>Superior skills in English, both written and verbal, required.
