Position:  FSL Project Coordinator – ECHO
Location: Hajjah 
Grade: 3b
Contract Length: 11 months

The Opportunity:

The FSL Coordinator will be responsible for the overall management and quality implementation of all Food Security and Livelihood (FSL) project work packages. This includes the planning of task (development of detailed implementation plan – DIP) and mobilization of resources (staff organisation and management, budget forecast and management and coordination of support functions – MEAL, procurement and logistics, security and finance functions) for timely and efficient achievement of FSL project outputs agreed with donor.
She/ He will work closely with the Deputy Field Manager and Field Manager at Field Office and ECHO Project Lead at Country Office to oversee FSL project activities, developed appropriate implementation tools to track progress and issues and monitor the context and prepare regular reports for the project and share with the Deputy Field Manager/Field Manager and ECHO Project Lead. She/ He will also build capacity, and identify capacity needs, of FSL Officers and Assistants to ensure they are able to implement activities to a high standard. She/ will also liaise and engage with other actors to ensure effective coordination.
Key Areas of Responsibilities: 
Program Design and Planning:
•   Participate in the technical design of proposed project activities related to UCT, FSAC, and livelihood by gathering field information, consulting with communities, and collaborating with the team.
•   Contribute to the analysis of the situation and response, and participate in the development of food security and livelihoods strategy documents and sector response plans.
•   Participate in the assessment and analysis of general and multisectoral humanitarian needs.
•   Ensure the integration of FSL activities with other project activities in the areas of intervention, in close coordination with other sector leads.
•   Collaborate with other Programs team members to develop and update the Programs Strategic Plan in a cooperative manner.
•   Contribute to program design and proposal development.
•   Work closely with the Technical Advisor to develop appropriate targeting criteria and mechanisms to ensure that the needs of identified vulnerable groups are met.
•   Report on humanitarian needs and provide clear and detailed recommendations for FSL interventions required to respond to these needs.
•   Develop master budgets and implementation plans, including phased budgets, M&E, and indicator tracking plans for all awarded grants.
•   Ensure the implementation of FSL project activities, guaranteeing that services are delivered on time and within budget.
•   Manage program budget lines and ensure proper and effective use of program resources.
•   Manage the FSL team, ensuring that staff have updated work plans in place, and regularly following up with FSL project team members to ensure that activities are on track.
•   Oversee the monitoring of program progress against both programmatic and budgetary targets in collaboration with the MEAL team and related supporting departments.
•   Prepare timely program and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
•   Work closely with the HR team to identify FSL staffing needs and support the recruitment of FSL posts.
•   Identify FSL program supply needs and coordinate with the logistics team to develop a sensible phased procurement plan.
•   Develop Project Implementation Plans to guide Project Officers in the implementation of field activities.
•   Coordinate the implementation of food security and livelihood projects/interventions in the Program Area according to SC strategy, as well as based on proposals, budgets, and plans.
•   Ensure that activities are completed within the specified timeframe and to acceptable levels of technical and program quality.
•   Continuously monitor and supervise project activities, overseeing the technical design and execution, and evaluating progress through outputs and impacts using both quantitative and qualitative data.
•   Ensure the preparation of high-quality monthly progress reports and other documents, and submit them to the Project Lead and Field Manager.
•   Lead and participate in any FSL technical needs assessments during project proposal development and inception phases.
•   Collaborate with the MEAL team to analyze data from needs assessments and provide evidence-based justifications to the Project Lead, Field Manager, and Technical Advisor.
•   Undertake regular field/on-site visits to provide technical support to project staff and ensure proper monitoring of activity implementation in the area of operation.
•   Facilitate regular meetings to promote information sharing among project staff/FSL Program team, ensure that all FSL project staff members are aware of current work plans, and provide opportunities for feedback.

Project implementation:
•   Provide guidance to project staff for project oversight, monitoring, reporting, field missions, spot checks, and evaluations.
•   Ensure that beneficiary selection processes and criteria are applied before distributions take place.
•   Prepare the work plan for cash distributions.
•    Ensure that Centrality of Protection (CoP) is integrated into the project.
•   Ensure timely preparation of causal labor payments.
•   Work closely with other support organization teams to ensure accurate and appropriate project implementation in line with organizational policies.
•   Organize cash distribution according to the work plan after consulting with the project team.
•   Implement, adapt, monitor, and evaluate distribution activities.
•   Supervise and assist in the training of the field team and ensure that staff are trained.
•   Regularly review staff performance and provide timely feedback to address performance issues.
•   Report any field needs to the Project Lead to ensure quality work.
•   Participate in livelihood and other project interventions if needed, including need assessments, community consultations, and technical design of the intervention.
•   Explain the project’s activities and objectives to partners, authorities, and the population.
•   Work closely with other members of the organization team to ensure an integrated approach to meeting the needs of the population, incorporating malnutrition prevention into programs.
•   Participate actively in the preparation and smooth organization of visits from donors if needed.
•   Establish and maintain good relationships with local authorities and stakeholders and seek their support when needed.
•   Submit weekly reports and other internal information or reports to the base managers and Project Lead.
•   Ensure that project implementation meets the required standards/specifications and corresponding timetable of the project.
•   Supervise, plan, organize, and monitor all project and distribution activities carried out by the field coordinator.
•   Prepare success stories, review them, and share them with the ACCM team
•   Perform any other tasks as assigned by Project Lead or Field Manager

Capacity Building:
•   Identify capacity-building needs of FSL field staff and appropriate opportunities to support staff development through mentorship and coaching;
•   Support FSL field staff to set development objectives that contribute to personal achievement and achievement of FSL project deliverables.

Representation & Advocacy & Organisational Learning
•   Ensure that Save the Children’s work is coordinated with efforts of other agencies and government, and take a leadership role within coordination meetings in the area, ensuring the specific needs of children are being addressed.
•   Serve as the focal point and representative of the organization in the FSAC meeting in Hajjah Hub.
•   Represent the organization in several meetings and events related to the FSL sector, such as the FSAC cluster and TWGs, and prepare and present minutes from these meetings to the Project Lead, Field Manager, and TAs.
•   Coordinate with governorates, district offices, local representatives, and community committees to build links and networks with stakeholders and enhance cooperative efforts.
•   Advocate that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

General

Qualifications and Experience:

Essential:
•   At least 4-year experience working with an international NGO implementing Multi-Purpose Cash Assistance and food security & livelihoods (FSL) interventions.
•   Bachelor’s Degree, preferably in a discipline such as social sciences, geography, anthropology, business management, economics or other discipline relevant to urban/rural livelihoods.
•   Strong experience in managing a team
•   Previous experience of project management, including multi-sector programs 
•   Sound Budget management experience
•   Excellent communication skills
•   Excellent written and spoken English skills
•   Strong influencing skills and experience in advocacy
•   Flexible and able to work under pressure
•   Demonstrable experience in Monitoring and Evaluation and beneficiary accountability
•   Politically and culturally sensitive with qualities of patience, tact and diplomacy
•   The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.
•   Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support

Desirable 
•   Economic recovery programming in humanitarian response
•   Ability to make decisions immediately and in a very short span of time
•   National level representation with key stakeholders and co-ordination with other NGOs/UN
•   Able to work with the minimum level of supervision;
