The Opportunity

The Food Security & Livelihoods (FSL) Community Mobilization Officer will implement activities in an effort to address food insecurity and poor nutrition levels in the governorate. With a focus towards community mobilization s/he will oversee program activities in the targeted areas, register families according to vulnerability criteria, will oversee the execution of cash for work, Cash for assets, GFD Projects activities and distribution of cash/vouchers. S/he will monitor payments as well as support with reconciliation processing, as necessary. In addition, the Project Officer will represent SCI during community meetings and will ensure that strong M&E systems are in place and results are integrated throughout the projects.

Key Areas of Responsibilities

Community Mobilization:

  • Sensitize local authorities and communities to the project’s objectives, activities, and selection criteria. 
  • Review and develop beneficiary selection criteria with government, local authorities, and community members to identify project beneficiaries according to SCI’s economic, vulnerability and target criteria. 
  • Organize and run community meetings and workshops in a participatory and inclusive manner, to ensure that project activities are developed in consultation with communities. Conduct trainings as necessary. 
  • Take into account the structures of local government and communities and ensure all project activities have considered the needs of children, women, vulnerable groups, and the environment. 
  • Be in regular contact with communities, to link them to SCI and ensure transparency and information sharing. 
  • Lead in conflict resolution of disputes between communities and members related to SCI project activities.
  • Work closely with the community to develop appropriate interventions to develop project proposals based on needs and community priorities.
  • Any other tasks as assigned by the line manager.

Activity Implementation: 

  • To ensure that the planned food security interventions (WFP GFD, Cash for work, FFA, Distribution of Cash/Vouchers and vocational training) are carried out in a way that is together timely, cost effective and have the highest quality.
  • Develop project implementation plan with communities, supervise, guide and advise them in the selection of beneficiaries and community projects/training based on set criteria that are agreed by all stakeholders.
  • Register and verify beneficiaries as per the selection criteria.
  • Follow-up with technical project officers (engineering, veterinarian, agriculture) and Logistics to ensure project designs are completed and materials are procured according to the workplan and project timeline. 
  • Ensuring attendance, project monitoring, and progress reports are completed during working/training. 
  • Support beneficiaries to receive their payments according to agreed timelines and processes. 
  • Develop distribution plans, attend, and ensure that distributions are organized, transparent, and safe. 
  • Identify and inform Programme officer and project officers of any problems, constraints, or complaints. 
  • Assist in recruitment, training, and supervision of project monitors. 

If required, assist in the recruitment and supervision of Master Trainers for Vocational Training activities.

Coordination:

  • Coordinate with other project officers to ensure that activities are carried out in line with community needs.
  • Coordinate with the relevant government ministries to ensure compliance and good relations. 
  • Support the mobilization, implementation and monitoring of FSL programs activities. 
  • Participate in Field Office meetings with management and other departments, as required. 

Monitoring and Evaluation

  • Work with the FSL Database Assistant to ensure a beneficiary database is complete and regularly updated. 
  • Assist the M&E team in creating appropriate monitoring tools for project impact, quality, Post Distribution Monitoring, and measurement of IPTT indicator tracking. 
  • Conduct regular feedback sessions with the M&E Officer and Accountability Assistants to ensure that all findings are addressed, and adjustments made to the project throughout implementation. 
  • Carry out regular implementation monitoring and submit relevant reports to the Programme Officer.
  • Assist in FSL assessments, surveys, data collection/enumeration, and analysis as required by sector managers.
  • Response and feedback to any complaints raised by community through MEAL tree channels and MEF system.

Reporting

  • Compile and write weekly and monthly progress reports (narrative and data) in English.
  • Prepare distribution & FSAC achievement reports.
  • Write and update monthly IMPACT report in the system.

FSL Community Mobilization Officer is expected to:

  • Inform the Program coordinator of any professional problems encountered in the field.
  • Conduct all duties in a professional manner following SCI regulations.
  • Be flexible and adaptable with regards to the implementation of the daily work.
  • Explain the project’s activities and objectives to partners and the population.

Act as a link between the organization and the beneficiaries.

Qualifications and Experience:

  • University degree (B.Scs.) in social science, economics, agriculture, geography or other discipline relevant to urban/rural livelihoods.
  • Two years of experience working with International NGOs.
  • One-year experience working in Community Mobilization activities (ex. extension/outreach work, campaign and awareness raising, thematic promotion activities with communities, gathering people)
  • One-year experience working in Food Security and Livelihoods activities (ex. food/commodity vouchers, food/NFI/cash distributions, vocational skills training, agricultural/livestock projects, etc.). 
  • Strong ability to verbally communicate complex ideas to rural populations (in Arabic).
  • Ability to diplomatically and sensitively resolve conflicts within and between communities/stakeholders. 
  • Knowledge of the areas of intervention (Taiz north & Ibb) and ability to relate with stakeholders.
  • Experience using participatory approaches in community engagement (mapping, prioritizing, evaluating, etc).
  • Communication skills to operate with a multinational and multilingual team.
  • Computer skills to create and input into Word and Excel documents.
  • Ability and willingness to travel extensively to the field, under sometimes difficult and insecure circumstances. 
  • Ability to organize time, manage multiple tasks, and analyse information from many sources. 
  • Attention to detail and compliance with selection criteria and financial processes. 
  • Experience supervising others and managing their performance.
  • Experience writing and compiling narrative and analytical reports in English.
  • Very good English skills (speaking, writing, reading, and typing is essential.)
