Foreign Exchange Reserves Management and Operations Advisor
Job Description
<p><strong>Start date:</strong> Mid to late June 2023</p><p><strong>Work location:</strong> Remote with scheduled travel to Aden, Yemen</p><p><strong>LOE:</strong> 30-50% of the time or 10-12 days per month</p><p><strong>Period of Performance:</strong> Mid-June 2023 – June 2024</p><p><strong>Language: </strong>Arabic fluency required</p><p><br></p><p><strong>Responsibilities:</strong></p><p>Under the overall direction of the Technical Director and Chief of Party, the Advisor will carry out the following activities and provide core support on:</p><ul><li>implementation of outreach and remedial actions on frozen foreign reserve balances in overseas accounts,</li><li>update and implement the developed framework for systemic foreign reserve allocation and status reporting per global best practices,</li><li>implementation of system-wide foreign currency auctions followed by two-way auctions and inclusion of exchange houses in system-wide, live FX auctioning,</li><li>implementation of a better-practice-compliant foreign reserve investment strategy by the Central Bank of Yemen (CBY), and</li><li>support the implementation of a new department organizational structure, preparation of job descriptions, and staff resourcing for the CBY FX Department; deliver additional structured training sessions on FX management and tracking policies/practices to the department staff.</li></ul><p><br></p><p><strong>Qualifications:</strong></p><ul><li>Advanced degree in Economics or Finance</li><li>Minimum of 8 years of experience in Foreign Exchange operations and reserve management, and exchange rate management within central banking governance</li><li>Donor consulting experience is highly preferred</li><li>Arabic fluency required.</li></ul><p><br></p><p><strong>TO APPLY:</strong></p><p>Interested and qualified candidates are invited to submit their detailed CVs and contact information (email and phone numbers) to recruitment@pragmacorp.com.
