Job Description

Role Purpose

The Fire and Ambulance Chief is a critical leadership role responsible for managing and coordinating the fire and ambulance services. Aligned to the company’s core values, the Fire and Ambulance Chief must support the development and implementation of the Fire Safety and EMS strategies, business plans and initiatives. This includes developing and implementing policies and procedures, coordinating emergency response efforts, and managing a team of trained professionals. The Chief will also be responsible for ensuring the safety and well-being of team members, as well as engaging and working with NEOM Communities, to keep families, employees, visitors, and investments safe from fire.

KEY ACCOUNTABILITIES & ACTIVITIES

  • Develop and implement policies and procedures for fire, rescue, and ambulance services, including response protocols and incident management plans.
  • Strategic leadership of fire engineering and risk management across NEOM. Lend support towards an all-hazards management approach within NEOM.
  • Understand and develop the NEOM Fire safety and EMS strategy, operating model principles, and intended / desired culture. Build structures, processes, and policies in preparation for the assumption of full Fire & Ambulatory authority.
  • Design, build and consistently enhance the fire safety and ambulatory capability framework with a focus on lean & technology-based organization.
  • Understand the agreed fire safety and rescue threat assessment regionally and locally, align regional needs and build structures, processes, and policies in preparation for the assumption of full Fire & Ambulatory authority
  • Develop and coordinate comprehensive EMS and Fire Safety long-term strategies and programs, tailored for all NEOM Regions and Communities.
  • Oversees administration of the EMS Agreement with NEOM Regions and local communities/Tabuk province.
  • Coordinate emergency response efforts and manage a team of trained professionals, including firefighters, rescue specialists, EMTs, and paramedics.
  • Administers the statistical analyses of response time data to evaluate service effectiveness.
  • Assist, represent and advise the Public Safety Executive Director on issues related to fire, rescue and EMS.
  • Provide leadership and guidance to team members, including training and development, performance evaluations, and human resource management.
  • Ensuring legal compliance through the development, implementation and monitoring of policies, procedures, and protocols in support of all fire related risk management matters.
  • Benchmark required fire safety and ambulatory capabilities with international best-practice and role model departments and assist all NEOM departments as a Subject Matter Expert

BACKGROUND, SKILLS & QUALIFICATIONS

  • Background dealing with the broader all-hazards approach to emergency management, being a subject-matter expert in EMS and Fire Safety topics.
  • Proven know-how in developing quality assurance/efficiency and performance management processes and procedures.
  • Maintain developed standards and ensure consistency across all NEOM facilities.
  • Extensive understanding of prevention, mitigation, response and recovery from fire as well as other hazards.
  • Strong leadership ability and rational judgement and reasoning skills. Flexibility and determination will be much in need.
  • Excellent communication and interpersonal skills, including the ability to effectively communicate with team members, local authorities, and the public.
  • Ability to work well under pressure and in high-stress situations.
  • Ability to build relationships, build credibility and trust quickly and be able to influence people (at all levels) both internally and externally.
  • Highly skilled in project management and contract administration, including research, development, and implementation of projects/programs, plus vendor, contractor, and user agency coordination

Qualifications

  • 20+ years in a leadership (officer, supervisor) role in a complex, multi-disciplinary environment in the fire, rescue, and/or EMS service
  • ’At least 15 years of progressively responsible emergency management and/or emergency medical services experience, including service establishment, integration and coordination, as well as project management (highly desired).
  • A Bachelor’s degree (or higher qualification), or equivalent experience in fire, rescue and EMS service delivery. Experience breadth managing fire engineering, risk management, codes and standards, all-hazards approach or related breadth experiences in the field of emergency medical services
  • NFPA 1021 certification or equivalent
  • Experience in incident command systems (ICS) and emergency management principles
  • OSHA/NEBOSH certifications related to fire risks or equivalent
  • Knowledge of English language either on native or fluent proficiency is required. Written report writing, form completion, and corresponding with various parties in clear and correct English is required
  • Knowledge of Arabic language either on native or fluent proficiency is a plus
