SUMMARY: VSE Corporation is seeking for a Planner and Quality Assurance Subject Matter Expert (SME) to join VSE’s Federal & Defense Services Business sector, to support the Iraq Vessel Maintenance and Repair (VMR) Program. This position is located in Umm Qasr, Iraq and reports to the VSE In-Country Manager in Umm Qasr. This position supports the Iraqi Navy (IqN) in the maintenance, repair and overhaul of their naval vessels (35m Patrol Boats, 60m Offshore Support Vessels, 27 ft. Defenders, Dredgers) as well as shore facilities. <p><br></p>Applicant must have a working knowledge of site assessment of job scope (ship-checks), estimating labor and material, break-down and sequencing of tasking, developing work specifications and work packages for production and on-site planning for former US Navy ships undergoing maintenance availabilities and overhauls. Applicant should also have subject matter expertise level of knowledge in the estimating, scheduling, and production process relating to naval vessel repair and upgrades. From a Quality Assurance perspective, the applicant must have working knowledge of the US Navy’s Joint Fleet Maintenance Manual (JFFM) and NAVSEA ship-repair standards. <p><br></p>DUTIES & RESPONSIBILITIES: <p><br></p>The successful applicant will provide Planning and Estimating support for long and short ranging availability planning and emergent support for vessels requiring emergency availabilities and routine support for during the execution of ship availabilities for various ship platforms as required and directed by the Senior Lead Planner. Applicant will also provide Quality Assurance support in the form of qualifying Work Orders, verifying work is completed to stated standard, and helping improve processes to be in line with NAVSEA standards. <p><br></p>Responsibilities include, but are not limited to: <p><br></p><ul><li>Assessing ship’s material condition, by conducting ship checks, researching ships documents, analysis of ships conditions and tests, determining scope of work required by reviewing and validating Work Notifications (2-Kilos) and condition found reports (CRs) </li><li>Interpreting and using all technical and material information available in Navy, Shipbuilder and Manufacturer drawings, technical manuals, documents, or Equipment Manufacture’s data and/or other pertinent commercial data to identify repair and modification requirements and to identify, price and order materials. </li><li>Develop work items/specifications in accordance with company, NAVSEA and commercial class society requirements using company and NAVSEA instructions and pertinent NAVSEA Standard Items, Class Standard Items, and Local Standard Items. </li><li>Qualified applicant must be able to work aboard ships, climbing, bending, and working in confined spaces. </li><li>Provide detailed and technically accurate written condition, and open and inspection reports. Use technical publications to identify and order required repair parts. </li><li>Qualify Work Orders under the Current Ship’s Maintenance Plan (CSMP) </li><li>Verify and certify work completed has been completed to standard laid out in Work Item </li><li>Examine current work processes and recommend changes that will bring processes more in line with NAVSEA standards laid out in the JFFM. </li></ul><p><br></p>MINIMUM REQUIREMENTS : <p><br></p><ul><li>High School Diploma or GED Certificate, </li><li>Trade Journeyman work experience or equivalent in a Naval Repair Facility or Commercial Shipyard that specializes in U. S Navy Ship repairs and alterations, </li><li>Must have knowledge of U.S. Navy ship construction, shipboard systems, equipment and their operations. </li><li>Must have experience with developing production planning documents and estimates for work executed at U.S. Navy depot level surface ship maintenance and modernization facilities. </li><li>5 years of experience as a planner or estimator at Supervisor of Shipbuilding, Conversion and Repair (SUPSHIP) commands, Regional Maintenance Centers (RMCs), Navy Central Planning Activities, Planning for Engineering and Repair Activities at public or private shipyards or other ship repair companies. </li><li>Must have knowledge of intermediate and depot level repair procedures, repair and maintenance standards, quality assurance specifications, and proper use of IMA industrial machinery. </li><li>Must be able to work both independently and with a team. </li><li>Must have excellent verbal and written communication skills. </li><li>Must be proficient with basic computer operation with ability to create and maintain various reports and spreadsheets as required. </li><li>Must be able to interpret vessels blueprints and ship drawings along with research of ships systems manuals to identify problems as they arise. </li><li>Applicant must have a current passport, valid for at least 2 years following hire. </li><li>Must be willing to travel both domestically and internationally. Travel could be on short notice (less than 24 hrs.) </li></ul><p><br></p><strong><u>Preferred Requirements </u></strong><p><br></p><ul><li>Have experience working in foreign countries. </li><li>Ideal candidates for this position include prior SUPSHIP employees, retired Navy and experience with Navy Maintenance Database (NMD) and Patrol Craft experience preferred. </li><li>Should have prior shipyard maintenance experience or a working knowledge of expectations and safety protocols related to a shipyard environment. </li><li>The successful applicant is expected to maintain a good working relationship with Foreign Navy counterparts in a dynamic work environment. </li></ul><p><br></p><strong><u>Other</u></strong><p><br></p><ul><li>The selected applicant will be subject to a background check and drug testing. </li><li>Must be able to obtain a Country Clearance and Base Pass authorization. </li><li>A secret security clearance is recommended but not required. </li><li>Successful applicant could be deployed internationally for long periods of time (6 months). </li></ul><p><br></p>Equal Opportunity/Affirmative Action Employer.
