</strong><p><br></p><ul><li> Manage current Company Security operations for all NEOM communities including contractor camps, to meet NEOM Security standards. </li><li> Responsible for overseeing the strategic and operational planning, coordination, and management of security operations within the NEOM. </li><li> Ensuring the safety and security of all individuals, through effective security measures as well as appropriate planning with relevant law enforcement government agencies. </li><li> Regularly assessing current security measures and operations, to ensure strategic alignment with NEOM Public Safety’s mission and ambitions. </li><li> Developing strategies and tactics to increase Public Safety of all NEOM regions. </li><li> Advising NEOM Security leadership on proactive public safety initiatives. </li><li> Allocating Fiscal Year resources to ensure successful operations. </li><li> Driving the delivery of the Security operations project’s portfolio and alignment with NEOM Leadership directives. </li><li> Monitoring NEOM Public Safety staff performance and determining improvement needs and measures. </li><li> Ensuring best practices are instituted and provides recommendations and guidance to Managers on policy development. </li></ul><p><br></p><strong>Key Accountabilities & Activities</strong><p><br></p><strong> Duties and responsibilities </strong><p><br></p><ul><li> Oversee the development, implementation, and monitoring of NEOM public safety and security operational policies, operating procedures, and protocols. </li><li> Develop guidelines for safety assessments, investigations, and response plans for potential threats to public safety of NEOM. </li><li> Provide Subject-Matter-Expert guidance on the NEOM-wide risk management effort. </li><li> Oversee the day-to-day operations of the Public Safety Security Operations’ function. </li><li> Review Security Analysis to identify threats, approve risk mitigation strategies and advise on best practices in compliance with applicable national laws and regulations. </li><li> Actively support the Executive Director of Public Safety and relevant NEOM leadership on security policy design, process development, implementation and management across the department and sit on senior leadership coordination and decision-making board / mechanism and key security meetings as required. </li><li> Oversee overall Incident Management system such as reports of suspicious activities or disruptions. </li><li> Ensure the timely investigation of any security incidents or breaches and implementation of corrective actions as required. </li><li> Manage staffing requirements, including recruitment and training of personnel for security operations which may include private security personnel providers or independent contractors. </li><li> Oversee the development of data privacy frameworks and processes (e.g., adequate Technical and Organizational Measures, policies & procedures, Consent Management, Data Privacy incident management, etc.) </li><li> Develop private and public sector partnerships to enhance physical security within NEOM regions, enhancing service delivery and capabilities. </li><li> Coordinate with law enforcement partners to ensure that effective protection strategies are conducted to protect people, property and assets appropriately. </li></ul><p><br></p><strong>Background, Skills & Qualifications</strong><p><br></p><strong> Knowledge, Skills and Experience </strong><p><br></p><strong> Experience: </strong><p><br></p><ul><li> 20+ years of senior operational experience in Security Operations. </li><li> Served as an experienced leader in the public safety sector, preferably in the Middle East region. </li><li> Knowledgeable about managing complex security operations in a public safety environment. </li><li> Experience improving effectiveness by implementing risk-based, intelligence driven security initiatives and evaluating effectiveness through analysis of performance measurements. </li><li> Expertise and experience with incident response, physical security, command center operations, and emergency management protocols. </li><li> Experience successfully managing and leading a large, diverse workforce (e.g., developing performance KPIs and evaluation templates, guiding individuals to achieve department’s goals). </li><li> Experience managing organizational resources efficiently (e.g., budgets, equipment, information). </li><li> Knowledge of security legislation, tactical security programs, protective services operations, investigations, and surveillance technologies. </li><li> Experience building and maintaining positive relationships with national, local and private stakeholders for complex security coordination in a way that best represents the department. </li></ul><p><br></p><strong> Skills: </strong><p><br></p><ul><li> Ability to oversee the management and implementation of day-to-day security operations effectively. </li><li> Robust organizational skills that enable strategic thinking and aligning people with projects. </li><li> Exceptional communication and interpersonal skills </li><li> A deep understanding of stakeholders needs and interests as it relates to security-related issues coupled with the ability to build relationships of trust. </li><li> Strong negotiation abilities to successfully liaison between departments on issue resolution. </li><li> Proven know-how in developing quality assurance/efficiency and performance management processes and procedures </li><li> Ability to build relationships, build credibility and trust quickly and be able to influence people (at all levels) both internally and externally </li><li> Driving culture of change and implementing procedures and best practices </li><li> Strategic acumen, with the proven ability to execute and drive change </li></ul><p><br></p><strong>Qualifications</strong><p><br></p><ul><li> Bachelor’s degree in security, law enforcement or public safety related field, or equivalent experience. </li><li> Advanced related certifications in physical security and protection management desirable. </li><li> Minimum of ten(10) years of progressive experience in corporate/public safety management and leading complex security operations. </li><li> Extensive working knowledge of physical and digital security systems such as video surveillance, access control systems and intrusion detection systems. </li><li> Comprehensive knowledge of laws and regulations concerning public safety/security operations, emergency preparedness and response protocols. </li><li> Proven track record in recruiting, training and managing large teams with the ability to coordinate activities of multiple departments simultaneously. </li><li> Excellent problem-solving skills with the capability to define strategies for maximum organizational effectiveness in emergency response scenarios. </li><li> Knowledge of English language either on native or fluent proficiency is required. </li><li> Knowledge of Arabic language either
