<strong>Overview</strong><p><br></p><strong> Position </strong><p><br></p>Engineering Director<p><br></p><strong> Job Code </strong><p><br></p><strong> Reports to </strong><p><br></p><strong> Senior Executive Director </strong><p><br></p><strong> Direct Reports </strong><p><br></p><strong> Design Managers </strong><p><br></p><strong> BIM Manager </strong><p><br></p><strong> Technical Support Manager </strong><p><br></p><strong> Division </strong><p><br></p>Projects<p><br></p><strong> Sector </strong><p><br></p><strong> Projects </strong><p><br></p><strong> Role Purpose </strong><p><br></p><ul><li> Provides technical leadership and drives design </li><li> Provides leadership to the Line Technical team </li><li> Recruitment and management of the team. </li><li> Provide clear goal setting of works program goals and KPI’s and an efficient reporting system that enables early warning and the opportunity to expedite any necessary improvements or strengthening of the delivery </li></ul><p><br></p><strong>Key Accountabilities & Activities</strong><p><br></p><ul><li> Set the design schedules, packages and design aspirations </li><li> Prepares the design PQQ & RFP, design scope of works </li><li> Coordinates Reviews And technical submissions </li><li> Manages the design from consultants through the PMC </li><li> Co-ordinates with PTS for design approval at NEOM stages </li><li> Inputs into designs </li><li> Co-ordinates design with schedule, cost and constructability </li><li> Administers designers’ contracts </li><li> Manage the digital requirements of BIM, AR, VR for projects design </li><li> reviewing and updating design procedures and practices to ensure their efficiency </li><li> Review schedule and cost estimates from consultants </li><li> supporting Proponents in handling technical matters in relation to issues discussed in the board/committee meetings of bodies overseeing non-works projects funded or partially funded by NEOM </li><li> Interface with Urban planning and finance to monitor asset creation </li><li> Manage preparation of land use permits for projects </li><li> Oversee GIS interface </li><li> provide strategic input to succession planning and leadership development </li><li> Review technical papers and appoint specialist consultants </li><li> Review design compliance reviews </li><li> Manage design approvals </li><li> Provide leadership in the development and enforcement of administrative procedures for effective and economic performance within terms and conditions of programme contracts and policies. </li><li> Provide leadership to the management of Spine Infrastructure’s procurement process from the identification of a need for goods or services through to the satisfaction of that need for the two main areas of spend in purchasing and for contracting. </li><li> Input into the provision of programme risk management activities to: inform detailed business analysis; provide risk mapping, implementation and monitoring of action plans, and testing capabilities, ensure adequate control; and, ensure risk management measures are implemented. </li><li> Provide leadership to the development implementation of a scheduling strategy to ensure effective programme delivery, forming an effective management conduit between NEOM’s Spine Infrastructure leadership team and external service providers. </li><li> Provide analysis, challenge, and contribute to the crafting of business cases, providing feasibility validation and identifying value opportunities, along with appropriate recommendations and supporting material as required to the Executive Director and leadership team. </li><li> Provide oversight to the delivery of regular, effective communications to ensure that leadership and programme sponsors are adequately apprised of statuses, successes, risks and issues. </li><li> Lead programme reporting, including the creating of appropriate project KPIs and metrics and delivery of business analytics dashboards to ensure full and on-going programme transparency. </li><li> Lead team retrospective programme to ensure “lessons learned” are leveraged from project insights, to facilitate rapid improvement in the on-going construction programme and ensure that structured feedback is provided on delivery team performance. </li></ul><p><br></p><strong>Background, Skills & Qualifications</strong><p><br></p><strong> Knowledge, Skills and Experience </strong><p><br></p><strong>Role Specific Requirements</strong><p><br></p><ul><li> Over 20 years of construction industry experience, with at least 5 years senior executive experience earned with contractors or construction consultants. </li><li> At least 15 years of industry experience gained in International assignment. </li><li> Proven track record of leading a design programme management office for a client, major contractor or consultant delivering significant programmes of work. </li><li> Demonstrated track record of Enterprise Risk Management system design, development, and implementation within the construction sector. </li><li> Demonstrated track record of Business and Programme Control system design, development, implementation within the construction sector. </li><li> Extensive knowledge of all facets of construction implementation. </li><li> Extensive experience in design and construction of elevated structures and long-span bridges. </li></ul><p><br></p><strong>General Requirements</strong><p><br></p><ul><li> Demonstrated commercial acumen through business experience </li><li> Financial management experience. </li><li> General knowledge of business processes. </li><li> Ability and willingness to travel when necessary. </li><li> Ability to analyse and resolve complex issues, both logical and interpersonal </li><li> Experience leading and managing high performing individuals and teams. </li><li> Ability to be a team player that motivates and educates other team members and comprehends complex, technical subjects. </li><li> Excellent verbal and written communication skills and the ability to effectively interact with a diverse group of individuals. </li></ul><p><br></p><strong>Qualifications</strong><p><br></p><ul><li> Bachelor’s degree, Ms or PhD in Design and Structural Engineering, or equivalent qualification. </li><li> Chartered or Professional Architect/Engineer Status. </li></ul><p><br></p><strong> MAIN CONTACTS </strong><p><br></p><strong> Internal </strong><p><br></p><strong> External </strong><p><br></p><ul><li> NEOM Executive Director </li><li> NEOM Projects </li><li> NEOM Procurement and Legal Departments </li><li> Advisors, Partners, Investors, Service providers, Vendors, Contractors </li></ul><p><br></p><strong> VERSION TRACKING </strong><p><br></p><strong> Version </strong><p><br></p>Two<p><br></p><strong> Prepared by (Department Head) </strong><p><br></p><strong> Reviewed by (Human Resources)</strong>
