The IRC Yemen began its programs in October 2012 and currently operates in the south and north of the country through direct programming and local partnerships. The country program operates from main offices in Aden and Sana’a and field offices in Abyan, Al Dhale’e, and Hodeidah governorates.<br><br><strong><u>Position Overview<br><br></u></strong>After eight years of war and economic collapse, the operating environment in Yemen is characterized by a protracted complex emergency and overlapping acute emergencies linked to armed conflict, displacement, restricted access to essential services, food insecurity, malnutrition, disease outbreaks, and natural disasters. IRC’s programs respond to both chronic and acute emergency needs.<br><br>With support from ECHO, IRC manages an Emergency Preparedness and Response Mechanism (EPRM). The EPRM works with a network of pre-positioned partners to respond to the immediate needs of affected populations through flexible and responsive humanitarian assistance. EPRM supports responses in Abyan, Aden, Al Bayda, Al Dhale’e, Al Jawf, Hajjah, Hodeidah, Lahj, Marib, Sa’dah, Shabwah, and Taiz governorates.<br><br>The Emergency Protection Officer supports the quality implementation of emergency responses across the IRC Yemen country program, with a particular focus on support to EPRM. The Protection Officer will be responsible for ensuring accurate and quality delivery of psychosocial support interventions through Safe Healing and Learning Spaces (SHLS), Safe Spaces, psychosocial assistance (PSS), Supporting Adolescents and their Families in Emergencies (SAFE), and Now I am Stronger (NIS) sessions for children, adolescents, and caregivers. This position will work closely with the rest of the emergency team and partners to ensure protection is mainstreamed across all emergency interventions. The Protection Officer will travel to different field locations and must be able to perform to a high standard in challenging and insecure conditions. The Protection Officer will also work closely with the child protection (CP), women’s protection and empowerment (WPE) and partnerships departments.<br><br>This position reports to the Emergency Coordinator and is based in Aden with frequent travel to program sites across Yemen.<br><br><strong><u>Responsibilities<br></u></strong><ul><li> Conduct rapid need assessments to identify the risks and needs of children, caregivers, and women in the program locations. </li><li> Support all IRC-implemented emergency protection responses, including developing budgets, workplans, procurements plans, MEAL plans and regular report updates in close coordination with relevant departments. </li><li> Work closely with other project staff to identify children, adolescents, and caregivers to participate in SHLS, SAFE, and NIS learning activities as well as facilitate feedback meetings with children, caregivers, community partners, and share feedback with a supervisor. </li><li> Provide psychological first aid and support to children and caregivers who disclose experiences of violence and refer them to relevant services. </li><li> Conduct safety audits. </li><li> Coordinate with external actors and IRC protection staff to improve the GBV referral pathway. </li><li> Participate in monitoring visits as needed and proactively monitor/assess the safety of field teams. </li><li> Act as primary protection mainstreaming focal point for IRC and partner-implemented emergency responses. </li><li> Participate in due diligence of partners in order to assess their capacity to implement protection activities. </li><li> Participate in the review of partner proposals submitted for funding and partner reports. </li><li> Support the engagement with and technical support to partners as requested. </li><li> In collaboration with the Supply Chain department, support the procurement, pre-positioning, and timely distribution of context-relevant emergency supplies. </li><li> Support the Emergency Coordinator in the documentation and lessons learned to capture program performance. </li><li> Support development of internal and external reports. </li><li> Work with the information management colleagues to produce verified data for reporting. </li><li> Assist in conducting trainings and workshops with IRC staff and partners. </li><li> Other relevant duties as assigned by supervisor to further IRC emergency programs. <br></li></ul><strong><u>Qualifications<br><br></u></strong><strong> Qualifications <br></strong><ul><li> At least two years of experience working to support children, parents, and caregivers through the facilitation of SHLS, SAFE, NIS, or case management. </li><li> Technical diploma or degree in social work, education, human rights, or related degree strongly preferred. </li><li> Digital literacy in word processing and spreadsheets is required. </li><li> Understanding of working with children, adolescents, women and other vulnerable populations affected by humanitarian crises. </li><li> Experience working with national NGO and local partners on emergency management preferred. </li><li> Proficiency in written and spoken English required. </li><li> Willingness and ability to frequently travel is required. <br></li></ul><strong>COMPETENCIES<br></strong><ul><li> Strong cross-cultural communication skills and comfortable working as part of a diverse team. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Harassment-Free Workplace, Fiscal Integrity, Anti-Retaliation, Combating Trafficking in Persons and several others.<br><br><strong>Work Environment: </strong>There is active conflict in parts of the country and a possibility of the conflict expanding into other locations. The situation in Aden is currently quiet but remains unpredictable.
