<strong>Summary</strong><p><br></p><ul><li> To be the lead on all aspects of Vessel Traffic Service operations </li><li> To be the authority in the enforcement of statutory, environmental, transport and security regulations pertaining to the Port, on behalf of the Deputy Harbor Master </li><li> To oversee the daily operation of the Port on behalf of the Deputy Harbor Master. </li><li> To ensure the safe navigation of ships in the Port and in the Port area. </li><li> To balance the needs of the commercial business with the environment and the Port’s ecosystem. </li><li> To assist in the management of Towage and pilotage operations. </li><li> To liaise with Shipping Agents, Port Users and Border Force, as required. </li><li> To act as a marine pilot if previously experienced. </li><li> On a roster basis, provide 24/7 on call cover for all port operations. </li></ul><p><br></p><strong>Responsibilities</strong><p><br></p><ul><li> To oversee the daily operation of the Port on behalf of the Deputy Harbor Master. </li><li> To ensure the safe navigation of ships in the Port and in the Port area. </li><li> To balance the needs of the commercial business with the environment and the Port’s ecosystem. </li><li> To be the authority in the enforcement of statutory, environmental, transport and security regulations pertaining to the Port, on behalf of the Harbor Master. </li><li> To undertake port related administrative duties as required. </li><li> To ensure all vessels within the port fleet are maintained and operated to required standards. </li><li> To assist, participate in, and conduct health and safety audits and inspections. </li><li> To ensure all incidents, accidents and audits are recorded and managed to completion. </li><li> To provide input into risk assessments. </li><li> To prioritize and coordinate health and safety activities. </li><li> To maintain the HSE Management System by updating documentation to reflect changing circumstances, legislation, and industry best practice. </li><li> To ensure the Port complies with all statutory and legal obligations. </li><li> To ensure the Port adheres to the regulations and reports incidents within the processes laid down by the Port and authorities. </li><li> To maintain and exercise the Port’s Emergency Plan. </li><li> To ensure serious incidents are escalated immediately to the Harbor Master or the DHM in the Harbor Master’s absence. </li><li> To identify any potential non-compliance of regulations or any hazardous situation which may occur anywhere within the Port. </li><li> To ensure the Port’s complicity with legal and business ethics </li></ul><p><br></p><strong>Essential</strong><p><br></p><strong>Skills and Experience</strong><p><br></p><ul><li> Experience in port operations and project management </li><li> A minimum of 5-10 years operational seagoing experience at OOW or above. </li><li> A minimum of 5-10 years operational experience as VTS Manager or Supervisor </li><li> Knowledge of both written and spoken English </li></ul><p><br></p>Desirable<p><br></p><ul><li> Management and leadership experience in a marine environment </li><li> Previous pilotage experience. </li><li> Previous port operations experience </li><li> Knowledge of ISM and PMSC code </li><li> Willingness to embark upon International Harbor Master Diploma course </li></ul><p><br></p><strong>Qualifications</strong><p><br></p><ul><li> A valid STCW II/3 OOW or above Certificate of Competence or equivalent </li><li> A valid C0103-2 or V-103/2 qualification </li><li> A valid Seafarers Medical Certificate</li></ul>
