Summary

Develop and refine the business plan for the Innovation District. Lead the development management activities for the Innovation District. Work with the overall Oxagon business plan team to ensure that the financing needs for the district are established.

Responsibilities

  • Develop and continuously refine the business plan for the Innovation District, ensuring that the financials align with the general Oxagon expectations for IRR, NPV etc…
  • Coordinate with other areas of the Innovation team to ensure that they are able to update their business plans as the planning assumptions for the District evolve (e.g., Services)
  • Cooperate with the Oxagon finance and business planning teams to ensure that the District business plan is fully integrated into overall Oxagon business plans
  • Work collaboratively with NEOM Sectors, Oxagon Projects, and others to execute the Innovation District development strategy. Implementing contemporary development practices, effectively consult with internal and external stakeholders to create a high quality future facing integrated city district
  • Manage development activities related to the innovation district and project manage the work of consultants, architects, engineers and construction professionals
  • Prepare Stage 3A (Concept Design) to Stage 3D (Tender Documentation) design briefs (includes Detail design)
  • Liaise with Oxagon Projects, Project Management Company (PMC) and NEOM sectors to draft and finalize Design Stage Request for Proposals (RFPs) as per NEOM procedures
  • Prepare a detailed development plan/timeline for the Assets, indicating the short- and long-term activities
  • Monitor and drive the delivery of the designs for specific assets, coordinate with other key internal and external stakeholders and provide status updates to relevant parties
  • Project manage the design of the architectural, interior design, landscape, and engineering in accordance with the development strategy and product positioning and following the NEOM procedures
  • Coordinate plans and work between design disciplines and internal stakeholders with careful attention to detail.
  • Manage design reviews and Stage Gate reviews with Key Stakeholders
  • Attend project and construction meetings, ensuring that project progress occurs in alignment with the development strategy and business case
  • Work closely with other teams within Oxagon and NEOM for the successful planning and delivery of these assets
  • Work jointly with Oxagon Projects during design and construction ensuring, quality and development goals are achieved
  • Assist Oxagon Asset Management and Facility Management in the start up of operations of the Assets. Specific focus on Customer journeys, an exceptional, livable precinct
  • In conjunction with Oxagon Projects and PMC review assets cashflows and input into forecasts and yearly budgets
  • Work with other teams within Oxagon and, potentially, other Neom or external organizations to ensure that the business plan for the Innovation District is approved and that financing for the Oxagon developed assets is secured
  • Contribute to shaping the overall team culture through own behaviours and supporting and coaching others
  • Contribute to delivering against overall team targets and ensuring that the team is high-performing
  • If needed, recruit and develop direct reports

Qualifications

  • 8-10 years of experience in real estate development with a good understanding of the asset development process and the key principles driving the design of such assets
  • 5+ years of project management experience
  • Relevant tertiary qualifications in Bachelors in Real Estate, Real Estate Development, Business, Architecture, Engineering or Construction
  • Masters degree in one of the above fields is also desirable
  • Experience of managing the development of urban master plans
  • General working knowledge of the life cycle of the real estate development process, from project inception to opening and asset management/facility management
  • General working knowledge on property economics, valuation, project management, town planning and other relevant disciplines.
  • Ability to communicate effectively in a diverse work environment with substantial lateral stakeholder management
  • Flexible, adaptable & resilient, able to deal creatively with workplace challenges & to work under stress
  • Strong analytical skills, business case development, abstract problem solving and logical reasoning
  • Strong verbal and written communication skills, capable of delivering a high standard of presentation preparation and working with all MS Office tools (Word, Excel, PowerPoint, Teams, etc…)
  • Pragmatic, able to find practical solutions and to get things done
  • Passion for developing well-executed projects in a dynamic and creative environment
  • Resilient and persistent, will keep working to find a solution in the face of many obstacles
