Overview

**This position will be physically located in Qatar in support of LOGCAP**

  • Provides management and oversight to the Vectrus LOGCAP Kuwait/AP Qatar Site. Ensures contract personnel, to include subcontractors, are trained, qualified, certified and licensed as may be needed to perform the requirements of the contract in an efficient, safe and cost effective manner under the requirements specified in individual sections of the Performance Work Statement (PWS).

Responsibilities

  • Provide resources and management to establish and maintain mission success in the areas of:
    • Public Works Support
    • Engineering Support
    • Logistics Support
    • Community Services Support
    • F&ES Response/Operations
    • Medical Operations
    • Quality Control Management
    • ESH Management and Compliance
    • Materiel Management
    • Staff Augmentation Support
    • Problem Resolution
    • Administration of Vectrus P&SPs.
    • Assist the Site Manager (SM) in the overall management and operation of the Site.
    • Work closely with SM to ensure all briefings, presentations and CDRL requirements to the MOC and Task Order Manager.
    • Advise SM on Human Resource, Finance and Contracts matters.
    • Work with Section Managers to ensure all work required in the performance of the contract is carried out in accordance with the PWS, meeting or exceeding performance expectations.
    • In concert with the Quality Manager:
    • Enforce procedures and guidelines (Internal Operating Procedures (IOPs) for management personnel to effectively perform in accordance with the PWS
    • In concert with the customer, Quality Manager and SM, set performance metrics and measure efficiency to those metrics.
    • In Concert with Safety, Helps ensure Safety programs are in place. Proper PPE is available and Operations are performed in a safe manner.
    • Fill-in as the Acting SM during the SM’s absence.
  • ADMINISTRATIVE DUTIES INCLUDE:
    • Update and maintain overtime charts, approvals, etc
    • Update and maintain monthly Government charts
    • Update and maintain monthly manning list & all monthly document submissions
    • Work with Human Resources for recruiting, interviewing, and hiring of personnel
    • Work with Finance to ensure accurate budget accounting and appropriate CLINs are charged for expenditures
    • Organize weekly staff meetings
    • Approve vacation requests
    • Approve timecards
    • Signature authority for TCN phone usage

Qualifications

  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
    • Bachelor’s Degree
  • Experience:
    • Must possess at least three years senior level management.
    • Preferred background in military installation base support/infrastructure management.
    • The following training/certifications are preferred: PMP Certification from the Project Management Institute, Six Sigma Green Belt Certification and EVMS Certification.

    • Ability to Analyze Problems and Devise Solutions
  • Supervisory Responsibilities:
    • Employee will supervisor responsibilities to include timesheet approval, vacation requests, weekly staff meetings and other duties as required.
  • Working Conditions:
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
    • The worker is subject to both environmental conditions. Activities occur inside and outside.
  • Physical Requirements:
    • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies.
