<strong><u>Job Description</u></strong><p><br></p><strong><u>Position Information</u></strong><p><br></p><strong>Job Title: </strong>Delivery Tracking Associate<p><br></p><strong>Reports to: </strong>ARR<p><br></p><strong>Grade Level: </strong>G6<p><br></p><strong>Bureau:</strong> UNDP Lebanon/RBAS<p><br></p><strong>Position designation: </strong>with no mobility requirement<p><br></p><strong>Duty Station: </strong>Beirut, Lebanon<p><br></p><strong>Career Track: </strong>General Service<p><br></p><strong>Career Stream: </strong>Corporate Operations-Strategic Planning<p><br></p><strong>Contract Modality: </strong>FTA Local<p><br></p><strong>Contract Duration: </strong>1-year FTA<p><br></p><strong><u>Background and Organizational Context</u></strong><p><br></p>UNDP Lebanon provides support in the country across a wide set of areas, with particular focus on the following:<p><br></p><ul><li>Supporting the design and implementation of a comprehensive reform agenda, as the first and essential step in the country’s process toward reversing the vicious spiral of crises.</li><li>Simultaneously supporting the stabilisation of core Government services and providing direct livelihood support through the crisis response programmes.</li><li>Work on linking the crisis response with longer-term inclusive governance and green development programming in line with what is feasible given the political context.</li></ul><p><br></p><strong><u>Position Purpose</u></strong><p><br></p>Under the overall guidance and supervision of the ARR, the Delivery Tracking Associate ensures effective execution of services and processes in the Country Office (CO). The Delivery Tracking Associate promotes a client-oriented approach consistent with UNDP rules and regulations.<p><br></p>The Delivery Tracking Associate can supervise clerical and support staff and works in close collaboration with the Operations, Programme, Management Support and Business Development staff in the CO and UNDP HQ and the projects’ staff for resolving issues and exchange of information.<p><br></p>The key results have an impact on the overall CO efficiency in programme resources management and success in implementation of programme/operations strategies. Accurate analysis and presentation of information enhances UNDP position as a strong development partner. The information provided facilitates decision making of the management.<p><br></p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of interconnected nature of development risks & crises that the world is facing and that call for assembling of multidisciplinary teams for an integrated & systemic response. Therefore, UNDP personnel are expected to work across issues, units, functions, teams and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.<p><br></p><strong><u>Key Duties And Accountabilities</u></strong><p><br></p>Ensure proper tracking of Country Office programmes and projects:<p><br></p><ul><li>Track the projects delivery on weekly basis;</li><li>Identify obstacles and propose and implement mitigations to move the delivery forward;</li><li>Provide an overview of delivery and resource mobilization status;</li><li>Alert programme colleagues on delays in receiving funds and when delivery is low.</li></ul><p><br></p>Ensure coordination and efficient support to monitor delivery and results-based management of Country Office programmes and projects:<p><br></p><ul><li>Assist in conducting quarterly portfolio reviews</li><li>Review of cost sharing & trust fund agreements, follow up on contributions within the CO resource mobilization efforts;</li><li>Reviewing MOUs;</li><li>Preparation of Budget Financial Overview;</li><li>Review Budget revisions and Annual work plans;</li><li>Creation of Projects/Awards in Quantum;</li><li>Proper control of the supporting documents for technical and financial reports for projects;</li><li>Run payroll/AAA and other Tracking reports upon request from projects;</li><li>Ensure timely processing of quarterly CDR reports via the CDR platform;</li><li>Maintenance of the Accounts Receivables for UNDP projects and follow-up with partners on contributions, submit to GSSC through UNALL, Deposits creation in Quantum and their application to AR pending items.</li></ul><p><br></p>Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:<p><br></p><ul><li>Systematic gaining and sharing of knowledge and experience related to programme management;</li><li>Organization of training for the office staff on programme/operations related issues;</li><li>Synthesis of lessons learned and best practices in programme finance;</li><li>Sound contributions to knowledge networks and communities of practice.</li></ul><p><br></p>The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.Supervisory/Managerial Responsibilities: N/A<p><br></p><strong><u>Requirements</u></strong><p><br></p><strong>Education</strong><p><br></p><ul><li>Secondary Education is required</li><li>University Degree (Bachelor´s degree) in Business Administration or Public Administration or related field will be given due consideration, but it is not a requirement.</li></ul><p><br></p><strong><u>Experience, Knowledge, And Skills</u></strong><p><br></p><ul><li>Minimum of 6 years (with Secondary Education) or 3 years (with bachelor’s degree) of relevant experience is required at the national and/or international level;</li><li>Experience in the usage of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP;</li><li>Knowledge of administrative/management or programme experience is desirable;</li><li>Ability to review and edit documents and produce meeting reports identifying key actions is desirable;</li><li>Fluency in English and Arabic Knowledge of French is an asset.</li></ul><p><br></p><strong>Competencies</strong><p><br></p><strong>Core</strong><p><br></p><ul><li>Achieve Results LEVEL 1: Plans and monitors own work, pays attention to details, delivers quality work by deadline</li><li>Think Innovatively LEVEL 1: Open to creative ideas/known risks, is pragmatic problem solver, makes improvements</li><li>Learn Continuously LEVEL 1: Open minded and curious, shares knowledge, learns from mistakes, asks for feedback</li><li>Adapt with Agility LEVEL 1: Adapts to change, constructively handles ambiguity/uncertainty, is flexible</li><li>Act with Determination LEVEL 1: Shows drive and motivation, able to deliver calmly in face of adversity, confident</li><li>Engage and Partner LEVEL 1: Demonstrates compassion/understanding towards others, forms positive relationships</li><li>Enable Diversity and Inclusion LEVEL 1: Appreciate/respect differences, aware of unconscious bias, confront discrimination</li></ul><p><br></p><strong>Cross-Functional & Technical competencies</strong><p><br></p><ul><li>2030 Agenda: Engagement & Effectiveness: Effectiveness Performance analysis on programming</li><li>Finance: Management and cost accounting Ability to produce periodic qualitative and quantitative performance reports to facilitate effective decision making and performance monitoring.
