Job Description
Overview
Manages strategic telecommunication sites across the Middle East Theater. Supervises and provides direction and leadership to area managers and site leads; manages a diverse workforce from recruitment to demobilization; oversees the Operations and Maintenance (O&M) effort of voice and data communication systems and associated logistics chain activities. Responsible for the facilitation, optimization, and protection of the enterprise. Direct liaison between the contract and the primary military customers. Interfaces with various J-6/S-6 (or equivalent) elements at various flag level and task force headquarters. Reports to the Program Manager and functions independently.
You must satisfy all host country requirements to legally work in the host country in order to be qualified for this position.
Responsibilities
- Provides country-wide oversight and is ultimately responsible to the Program Manager on people and equipment matters
- Guides and mentors leaders and employees with varying professional and skill levels
- Directly responsible for O&M of geographically separated communication sites
- Performs staffing and recruitment actions
- Develops applicable policies and procedures
- Coordinates with supporting agencies to include the Program Management Office, Theater Logistics Support Facility, Mission Assurance, and Human Resources
- Acts as primary point of contact in the event of property loss, and customer and employee complaints
- Oversees vehicle support and accountability country-wide
- Coordinates directly with military customer to facilitate mission support
- Ensures contractual obligations are being fulfilled per the Performance Work Statement (PWS)
- Ensures best practices are applied consistently and within compliance of Government and contractual standards
- Responsible for employee safety and health
- Advises customer on technical solutions and network troubleshooting
- Remains current on network status and may be required to brief senior military officers and members of the Program Management Office
- Monitors administrative work to ensure products are accurate and correct
- Continually pursues organizational efficiencies
- Performs other duties as required
Qualifications
- Minimum Qualifications
- Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
- Associates’ or Bachelor’s Degree preferred
- Experience
- Minimum of 8 to 10 years’ of telecommunications industry experience.
- At least 5 years’ of which have been supervisory or managerial in nature.
- Preferred: 10 to 15 years’ of telecommunications industry experience
- Certifications
- ITIL Foundation Certification is required. Project Management Professional and VBSS Certification preferred.
- Working Environment
- Work environment will also be very hot (120 degrees Fahrenheit) due to conditions within the region.
- Must be able to lift/push/pull 40 lbs unassisted.
- Working will be 80% office environment, 20% outside, and 40% travelling within the region.
- The environment exposes employee to moderate noise levels due to cooling and other equipment.
- Position requires travel throughout assigned country in military aircraft or work at remote sites, and work in austere conditions.
