Project Description
Saudi Arabian Bechtel Company provides project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Project in the Kingdom of Saudi Arabia.NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.
Summary
Detailed Job Description:
Manages and performs all activities associated with formation, tendering, award and administration of contracts packages for the NEOM program. Activities may include delivery of critical items required from initial project set-up, through defining and developing a team, establishing coordinated procedures and controls, and management of team(s) with accountability for work product to project milestones, quality and safety standards.

Team management, guidance, and development to effectively resolve change events, claims, and disputes fairly, coordinating with Legal if required.
Manage significant commercial matters to resolution, defining strategy and actions.
Team player able to direct and receive guidance and feedback.
Reports to the Senior Managing Quantity Surveyor / Senior Contracts Manager.
Receives functional guidance from the responsible GBU Manager of Contracts and Procurement or representative.
Performs other duties as assigned.
Job Duties
Pre-Award Develops and issues contracts and other agreements as assigned by performing the following: In accordance with procedures, handles tender process from beginning to end; forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, and providing recommendations for award.
Prepares and organizes meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.
Prepares contract documents for execution with Customer’s team.
Prepares and maintains control and status reporting documents.
Prepares pre-award reports, presentations and other programmatic documents in help of NEOM’s vision.
Post-Award
Performs other pre-award duties as required.
Responsible For
The implementation of Contract & Commercial Management Procedures for the administration of the Contract.
The review of Contract general terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the scope of work and the actions required.
The development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.
Identification and resolution of Contract claims as they develop, including engagement of corporate legal department where necessary.
Obtaining all contract deliverables for timely work handover and close-out of contracts.
Prepares post-award reports, presentations and other programmatic documents in help of NEOM’s vision.
Qualifications/Experience
Performs other post-award duties as required.
Required: Grade 25: 10 to 16 years of complex infrastructure contracts experience, must have demonstrated experience leading small teams carrying out contract formation and or administration activities encompassing all of the job description duties. Actual grade determination will be based on the outcome of the interviews regardless of the years of experience.
Grade 26: Job Description. 14-19 years of complex infrastructure contracts experience, must have demonstrated experience leading medium teams carrying out contract formation and or administration activities encompassing all of the job description duties. Actual grade determination will be based on the outcome of the interviews regardless of the years of experience.
Must be able to communicate effectively in spoken and written English.
Preferred
Extensive experience in Commercial or Contracts Management on projects in excess of $200 million, especially infrastructure projects.
Team leadership of 2-3+ years.
Experience Middle East / Saudi Arabia.
Arabic Language.
Previous management of large teams (10+ employees).
Degree in Business, Quantity Surveying, Law or Engineering desirable.
Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation of change orders, effective correspondence, planning and scheduling.
Experienced in informing with and managing a workforce of many nationalities and backgrounds.
Assignment type: Single Status; Customer provided camp accommodations.
Minimum Experience (mandatory): Candidates must have a minimum of 10 years’ contracts or commercial experience with 2 to 3 of those years as supervisor.
